According to the Law and Ordinance Development Program for 2025, the draft Law on the Press (amended) will be submitted to the National Assembly for comments at the 10th Session. The Committee on Culture and Society is the agency in charge of reviewing the draft Law. To have a basis for reviewing the draft Law, the Committee will work with relevant agencies, organizations and individuals.
Perfecting legal regulations on press management and development
Currently, journalism activities are undergoing profound changes due to the remarkable development of science and technology . From new types of journalism, the diversity of media and platforms, to the way readers access information, some regulations in the current Press Law are no longer suitable.
At the meeting with the Ministry of Culture, Sports and Tourism, reporting on the development of the draft Law on Press (amended), Director of the Press Department Luu Dinh Phuc said that, implementing Resolution No. 59/2024/NQ-UBTVQH15 dated December 11, 2024 of the National Assembly Standing Committee, the Ministry of Culture, Sports and Tourism has coordinated with relevant ministries, branches, localities, agencies and organizations to carry out a number of tasks according to the provisions of the Law on Promulgation of Legal Documents 2015 (amended and supplemented in 2020); thereby completing the dossier of the Draft Law on Press (amended) to submit to the Government for consideration and comments.

The draft Law on Press (amended) is expected to have 4 chapters and 50 articles (2 chapters and 11 articles less than the current Law), of which the content of 10 articles is kept the same, the content of 37 articles is revised, 3 new articles are added, and 6 articles are omitted. The structure of the draft Law is as follows: Chapter I: General provisions (13 articles); Chapter II: Press organization (3 sections, 16 articles); Chapter III: Press activities (5 sections, 20 articles); Chapter IV: Implementation provisions (1 article).
The draft Law assigns the Government to detail 19 articles; the Ministry of Culture, Sports and Tourism to detail 6 articles. The Ministry of Culture, Sports and Tourism plans to have 6 decrees detailing and guiding the implementation of the Law and 3 circulars of the Minister of Culture, Sports and Tourism.
At the meeting, the Standing Committee of the Culture and Social Affairs Committee said that the draft Law on Press (amended) had been prepared quite carefully, going through a process of widely collecting opinions from ministries, branches, experts, discussions and workshops. In the draft Law, the new contents have been regulated quite fully and in detail; the Drafting Committee presented convincingly, showing the need to amend the contents to suit reality.

According to Vice Chairman of the Committee for Culture and Society Trieu The Hung, this is a very important Law project. The development of the Law is carried out in a fast-paced context but still requires caution, ensuring quality and efficiency.
Delegates proposed to carefully review the content to ensure the draft Law is consistent and synchronous with current laws and newly issued laws such as the Law on Science, Technology and Innovation, the Law amending and supplementing a number of articles of the Law on Advertising, etc.
On the same day, at a working session with the Central Committee of the Vietnam Journalists Association, Member of the Party Central Committee, Deputy Head of the Central Propaganda and Mass Mobilization Commission, Editor-in-Chief of Nhan Dan Newspaper, Chairman of the Vietnam Journalists Association Le Quoc Minh expressed his appreciation for the efforts of the Drafting Committee of the draft Law on the Press (amended), which amended and supplemented many new regulations.

In the world, the definitions and classifications of press types are changing rapidly, especially with the emergence of advanced technologies such as the metaverse, virtual reality (VR) and augmented reality (AR). Therefore, according to Mr. Le Quoc Minh, the draft Press Law (amended) needs to be highly open, allowing for flexible and appropriate adjustments when new press types appear in the near future, promptly updating the development trends of the industry.

Emphasizing that this is a very difficult Law project, implemented with a high spirit of determination, following the one-session process, Chairman Nguyen Dac Vinh requested that the Vietnam Journalists Association continue to research, review, and contribute comments to complete the draft Press Law (amended), especially the regulations on the Vietnam Journalists Association.
