At the new Xuan Dai Commune Public Administration Service Center, we arrived early to witness the working atmosphere of the commune's officials and civil servants. Mr. An said: "Previously, this procedure was submitted at the commune level, sent to the District Department of Agriculture and Environment for appraisal, which took a long time, and when problems with the file had to be re-visited many times. Now, with the implementation of a 2-level local government, all procedures are appraised at the commune, the time is much shorter, and we, the people, do not have to work hard."

Xuan Dai commune was established on the basis of merging three communes: Kim Thuong, Xuan Dai, and Xuan Son. Implementing the direction of the Provincial Party Committee and the Provincial People's Committee on the operation of the two-level local government; providing guidance on professional skills of provincial departments and branches, up to now, the operation of the commune government apparatus has gradually stabilized; the work of receiving and handling administrative procedures at the Public Administration Service Center has been effective. In particular, the commune focuses on handling administrative procedures regardless of administrative boundaries to help reduce costs and travel time for people and businesses.

Right from the time of preparing to put the 2-level local government apparatus into operation, the People's Committee of Xuan Dai commune has publicly announced on the mass media about the office and the Commune Public Administration Service Center in Mu area. At the same time, the hotline has been publicly announced on the Fanpage of the commune and agencies, units, and residential areas so that people and businesses know; and publicly posted all administrative procedures under the authority of the commune level at the Public Administration Service Center.

Regarding the physical facilities, modern equipment has been arranged to serve the reception and settlement of administrative procedures. In particular, the commune has invested in a modern "One-stop" department such as: Automatic number taking machine, information lookup machine, administrative procedure settlement process (Kiosk) to help people easily access online public services, and the settlement procedures are quick and transparent.

From July 1st to now, the Commune Public Administration Service Center has received 427 applications (410 applications received online, reaching 96%; 17 applications received directly); has resolved 204 applications, 133 applications are being processed within the deadline, no overdue applications.

Comrade Dinh Cong Hoa - Vice Chairman of Xuan Dai Commune People's Committee, concurrently Director of the Public Administration Service Center said: "The settlement of administrative procedures is not limited by administrative boundaries, which is a favorable condition for people and businesses. All administrative procedures are received at the "One-stop" Department of the commune. Immediately after receiving, the documents are transferred to the competent authority for settlement, saving time and travel distance for people."

However, in the process of implementing administrative procedures, there are still some difficulties and problems such as: The public service system for handling administrative procedures, the electronic household certification system, the household registration and management system are often suspended, and sometimes cannot be signed. The work of measuring and extracting records is still slow (due to the lack of staff at the Land Registration Office Branch), leading to many difficulties in land administrative procedures for citizens...

The highlight of the model is the unification in processing records. Units do not have to transfer records through many levels of government, avoiding overlapping and prolonging processing time. With outstanding benefits, the one-level administrative settlement model is leading the trend of reform and integration in the new era.
