From the coastal areas of Song Cau and Xuan Loc to the mountainous communes of Phu Mo, Dong Xuan, Ea Rok..., everywhere we see images of people, cadres, soldiers, union members, and workers joining forces to overcome the consequences of storms and floods, and join hands to rebuild life.
As one of the localities located right on the path of storm No. 13, Song Cau ward suffered heavy damage. In aquaculture areas, youth union members and fishermen brought dozens of boats ashore, repaired machinery, and collected damaged cages. "After the storm passed, loss was inevitable, but people still encouraged each other to rebuild, no one gave up," said Nguyen Van Cuong, a fisherman in Song Cau ward.
Mr. Vo Ngoc Thach, Chairman of Song Cau Ward People's Committee, said: "We determined that we had to act quickly, not only to help people stabilize their lives in fishing villages but also to ensure traffic, electricity, water and environmental safety. Working groups were divided into each neighborhood and residential group, supporting people to repair their houses and temporarily cover their roofs. Hundreds of people and youth forces divided into groups to work day and night. Many cut-off roads were completely cleared after only 48 hours."

In the mountainous commune of Dong Xuan, the storm and flood left behind a mass of mud and garbage that spilled over the roads and houses. The commune government mobilized the entire police force, militia, youth union members and local people to carry out a general clean-up, clear the flow of water and clear fallen trees.
On November 8, the Provincial People's Committee issued a decision to provide emergency support of VND35 billion from the provincial budget reserve for 16 severely affected communes and wards. After that, the province continued to allocate an additional VND45.09 billion from the Provincial Relief Fund - Vietnam Fatherland Front Committee of the province and the provincial budget to overcome the consequences of natural disasters, repair public works, schools, medical stations, roads, irrigation systems... and support livelihoods for people. |
In Ea Rok commune, the storm caused hundreds of cashew and rubber trees to fall. All forces were mobilized to carry out the recovery work. Regiment 66 (Division 10, Corps 3) mobilized 36 officers and soldiers to support people in re-roofing their houses and cleaning up the environment. Mr. Pham Khac Dung, Chairman of Ea Rok Commune People's Committee, said: "Right after the storm, the government headquarters was also flooded, and we worked through noon to clean up. The government, police, and militia were reinforced to help people, especially households whose houses collapsed or had their roofs blown off."
To handle the landslide on the railway line through Xuan Lanh commune, the railway industry is urgently fixing the problem. Hundreds of workers and engineers have been mobilized, divided into 3 shifts, 4 teams working continuously 24/24 hours. Mr. Nguyen Quoc Vuong, Deputy General Director of Vietnam Railway Corporation , said: "This is an urgent task, directly affecting national transport. We are constructing a temporary bridge including 2 abutments, 2 pillars, 3 steel girder spans, ensuring that trains can temporarily travel at a speed of 5 km/h through the landslide point. The goal is to open the route on November 10, then continue to construct a solid bridge."
At the same time, the construction, electricity, telecommunications sectors... also mobilized forces and means to overcome the situation. Restoring education and health infrastructure was also given top priority.
At Long Phuoc Dong school (Xuan Phu Primary School), the ward police force coordinated with teachers and residents to clean up, collect mud, and dry books. At Xuan Son Bac Primary and Secondary School (Dong Xuan Commune), An Dinh Medical Station (Tuy An Bac Commune), etc., forces were mobilized to clean and dry equipment.
According to the direction of Vice Chairman of the Provincial People's Committee Dao My, the goal is to soon restore traffic, electricity, water, and communications and ensure safety for people to return to normal life.

Along with cleaning up and restoring infrastructure, the province has paid special attention to supporting people. Provincial leaders and working groups of the Provincial Party Committee, Provincial People's Committee, Provincial Vietnam Fatherland Front Committee, Military Command, Provincial Police... directly went to the grassroots to visit, encourage, and distribute necessities, medicine, and clean water to affected households.
In Song Cau ward, the authorities are continuing to count the damage to aquaculture to propose the province to provide timely support to fishermen, while also mobilizing people to repair cages and restore production when the weather is stable. Mr. Vo Ngoc Thach shared: "The spirit is to not let any people be left behind after the storm. Each residential group has a force to directly support until people are completely stable."
According to comrade Ta Anh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, in order to overcome the damage as soon as possible, the Provincial People's Committee has requested the People's Committees of communes and wards, civil defense agencies of communes and wards to urgently organize inspections, reviews, and assessments of the damage situation, especially emergency care, and support for injured people and families of those who died due to the storm. For aquaculture cages, coastal localities need to specifically assess the damage situation. Departments, branches, and localities continue to closely coordinate in reviewing and supporting people after the storm; immediately distribute necessities, clean water, and food to households in difficulty, to prevent hunger and lack of water for daily life.
With a spirit of urgency and responsibility, Dak Lak province is determined to soon stabilize people's lives, restore production and ensure safety and environmental sanitation after storm No. 13.
