The Dong Dang - Tra Linh expressway contributes to enhancing the competitiveness of Cao Bang province.

Prime Minister Pham Minh Chinh stated that this is the largest-scale infrastructure construction project invested in Cao Bang province to date, fulfilling the earnest aspirations of generations of leaders and people of Cao Bang province. During his working visit to Cao Bang, on the morning of January 1, 2024, in Thach An district, Cao Bang province, Prime Minister Pham Minh Chinh attended the groundbreaking ceremony for phase 1 of the Dong Dang ( Lang Son ) - Tra Linh (Cao Bang) expressway project under the public-private partnership (PPP) model.

Also attending were Do Van Chien, Secretary of the Central Committee of the Communist Party of Vietnam and Chairman of the Central Committee of the Vietnam Fatherland Front ; representatives of the leadership of several ministries, branches, and central agencies; and leaders of Cao Bang and Lang Son provinces.

The investment capital was reduced by more than half compared to the original plan.

The investment project for the construction of the Dong Dang - Tra Linh expressway is being implemented by the People's Committee of Cao Bang province as the competent state agency. The consortium of Deo Ca Group, ICV Vietnam Investment and Construction Joint Stock Company, Deo Ca Infrastructure Investment Joint Stock Company (HHV), and Construction Company 568 Joint Stock Company is the investor of the project under the Public-Private Partnership (PPP) model.

The Dong Dang - Tra Linh expressway is 93.35km long, starting at the Tan Thanh border gate intersection in Van Lang district, Lang Son province, and ending at the intersection with National Highway 3 in Chi Thao commune, Quang Hoa district, Cao Bang province; the total investment for phase 1 is 14,331 billion VND, with an implementation period of 36 months.

The project is divided into two investment phases. In phase 1, the expressway is implemented according to TCVN 5729-2012 standards, with a design speed of 80 km/hour, a roadbed cross-section width of 17m for normal sections and 13.5m for complex sections.

Initially, the Dong Dang - Tra Linh expressway project, planned by the Ministry of Transport, had a length of 144 km and a total investment of over 47,000 billion VND. This project was technically challenging due to the rugged terrain, especially the very large investment cost and low traffic volume, making the return on investment difficult. Many domestic and foreign investors have shown interest and conducted research, but the project has yet to be implemented.

Deo Ca Group has proposed a revised route plan with 4 tunnels through the mountains and bridges over the valleys, shortening the route length by 23km to 121km. The total investment for both phases is now nearly 23,000 billion VND, more than half the initial plan. According to Decision No. 106/2023/QH15 dated November 28, 2023, the proportion of state budget capital participating in the project shall not exceed 70% of the total investment.

According to Tran Hong Minh, Secretary of the Cao Bang Provincial Party Committee, in order to meet the conditions for the project's commencement, the Government, the Prime Minister, and central ministries and agencies have shown great interest in supporting the project, providing close guidance, assistance, and support to Cao Bang province and the investor in completing a very large volume of work. In particular, the households living in the project area, with their deep affection and sense of responsibility towards the province's development, have been, are, and will continue to create favorable conditions for land clearance and handover for the project.

Chairman of the Board of Directors of Deo Ca Group, Ho Minh Hoang, on behalf of the consortium of investors, promised the Government and the people that the project would be implemented with the spirit of "overcoming the sun and rain," "only moving forward, never backward," and "saying what we mean and doing what we commit to, and ensuring effective implementation," in line with the Prime Minister's directive to spread throughout the transportation sector in recent times...

Speaking at an event on the first day of the new year 2024, Prime Minister Pham Minh Chinh expressed his delight that the whole country had completed the goals and tasks of 2023, with most fields making new progress, laying the foundation for implementing the tasks of 2024 with a new mindset and firm confidence.

"In 2024, there will still be many difficulties, but with new momentum, a new mindset, with the glorious revolutionary tradition, the leadership of the Party, and the participation of the people, we are confident that we will achieve new successes," the Prime Minister emphasized.

According to Prime Minister Pham Minh Chinh, the Party and State have made many important decisions on socio-economic development, focusing on implementing three strategic breakthroughs to achieve the development goals of becoming a developing country with modern industry and high middle income by 2030, and a developed country with high income by 2045, as set out in the Resolution of the 13th National Congress.

To concretize the policies and guidelines of the Party and the State, the whole country has allocated many resources to invest in infrastructure development, especially transportation infrastructure, with many expressway projects that have been and are being implemented to connect the entire country and different regions, including the Dong Dang - Tra Linh expressway construction project.

The Prime Minister stated that this is the largest-scale transportation infrastructure investment project undertaken in Cao Bang province to date, fulfilling the heartfelt aspirations of generations of leaders and people of Cao Bang province. Only by implementing this project can we truly repay the sacrifices and contributions of the people in this former revolutionary base area.

The project will promote socio-economic development, national defense and security, and safeguard national border sovereignty. It will create a new vital international highway connecting the Lach Huyen International Port (Hai Phong) to Chongqing - Urumqi (China) - Khorgos (Kazakhstan) and onward to European countries, contributing to enhancing the competitiveness of the economy and creating momentum for socio-economic development in Cao Bang, Lang Son provinces and the Northeast region.

Phase 1 needs to be expanded from 2 lanes to 4 lanes.

The Prime Minister stated that, in order to be able to commence the project today, we had to work together to handle a large volume of work with many difficulties and obstacles, such as in planning, project preparation and adjustment, appraisal, approval, and capital arrangement… However, most importantly, these difficulties were researched and proposed by the two provinces: Cao Bang and Lang Son, and the Government, central ministries and agencies, the State Appraisal Council, and relevant units worked together to overcome them, creatively, flexibly, and effectively applying current mechanisms and policies.

On this occasion, on behalf of the Government, Prime Minister Pham Minh Chinh commended the Party Committee, government, military and people of Cao Bang and Lang Son provinces, relevant ministries and agencies, Deo Ca Group, and other units for overcoming numerous difficulties, always innovating, "braving the sun and rain," and accomplishing a huge amount of work in the project preparation process; establishing a comprehensive project management area; and praised and thanked the people for giving up their land for the project.

The Prime Minister emphasized that the results and significance of this Project further reinforce valuable experiences in achieving socio-economic development goals in general and infrastructure development in particular, including: resources stemming from mindset, motivation from innovation, and strength from the people; promoting decentralization and delegation of power coupled with resource allocation, improving implementation capacity and strengthening inspection, supervision, and urging; fostering self-reliance, self-improvement, and self-reliance through one's own hands and minds, daring to think and act, being proactive and timely, without waiting or relying on others.

Furthermore, during the implementation process, especially when encountering difficulties and obstacles, there must be clear thinking, high determination, great effort, decisive and effective action, and thorough completion of each task; strengthening coordination among ministries, sectors, localities, and agencies within the political system; and securing the support and participation of the people.

Looking ahead, the Prime Minister requested that all levels, sectors, localities, units, and the people, having already made efforts, must strive even harder and be even more decisive. In particular, drawing on the experience of other expressway projects, the first phase must be expanded from two lanes to four lanes.

The Prime Minister requested Cao Bang and Lang Son provinces to strictly implement the Party's guidelines and the State's laws; to encourage people to relinquish land for the project, and to ensure that the lives of people in new residences are equal to or better than their old ones. Ministries, sectors, localities, units, and contractors should proactively and closely coordinate in implementing the project. During implementation, the principle should be to address difficulties wherever they arise, and to resolve them at the appropriate level; while also strengthening supervision, inspection, and prompt handling of any obstacles.

To the investors and contractors, the Prime Minister proposed implementing the PPP+ model and the BIM management model, learning from experience as they go to deploy other projects; strengthening human resource training not only for Deo Ca but also, together with Cao Bang and Lang Son provinces, establishing a human resource training center; continuing to uphold the principles of "overcoming the sun and rain," "eating quickly, sleeping urgently," working through holidays and Tet (Lunar New Year), working in "3 shifts, 4 teams," ensuring the project is on schedule, meets quality standards, does not exceed the total investment, ensures construction safety and environmental hygiene, and contributes to improving the material and spiritual lives of the people in the project area.

"Each project and interchange on this expressway needs to be designed to reflect traditional cultural identity and create beautiful architectural landscapes," the Prime Minister noted.

The Prime Minister instructed consultants and supervisors to comply with legal regulations and support the development process; requested businesses to participate in the project as a single general contractor but mobilizing multiple subcontractors, with the goal of opening this expressway with 4 lanes to traffic by the end of 2025 or early 2026; and to study connecting this expressway all the way to the Tra Linh border gate.

The Prime Minister expressed confidence that, given the glorious revolutionary traditions of Cao Bang and Lang Son provinces, and with the efforts and involvement of various ministries and agencies, the project would be completed on schedule and with high quality, calling it the "Dong Khe Campaign of 2024".

* Earlier that morning, Prime Minister Pham Minh Chinh visited and inspected the operations of the Cao Bang Iron and Steel Plant (Cao Bang Iron and Steel Joint Stock Company) and presented gifts to the workers in Chu Trinh commune, Cao Bang city.

The plant is located within the Cao Bang Iron and Steel Complex with a total investment of VND 1,911 billion. This project applies advanced production technology, including a sintering plant with a capacity of 399,200 tons of sintered iron ore per year; a blast furnace with a capacity of 179 m3 and a capacity of 219,000 tons of molten iron per year; and a steelmaking converter with a designed capacity of 25 tons per batch. The total designed capacity of the plant reaches 221,600 tons of steel billets per year, with estimated revenue of VND 1,500 billion per year.

The complex is designed to ensure environmental safety and hygiene, and when it goes into production, it will provide employment for 1,500 workers at the factory. In addition, the company has completed exploration and report preparation, submitting the Na Rua iron mine reserve assessment report to the Mineral Reserve Assessment Council for approval; and prepared an investment report for open-pit mining.

The Na Rua iron ore mining project in Tan Giang ward, Cao Bang town, has a total reserve of over 16,700 tons of iron ore and an annual production of 350,000 tons of iron ore concentrate, providing a stable and high-quality raw material supply for the Iron and Steel Complex and creating jobs for over 500 workers.

Presenting gifts and extending New Year greetings for 2024 to the factory's staff and workers, Prime Minister Pham Minh Chinh commended the company's achievements in 2023, especially in production, business, and employee welfare; expressing confidence that in 2024, the Cao Bang Iron and Steel Plant will achieve even better results than in 2023, contributing to Cao Bang and the whole country's successful implementation of the resolutions of the Party Congresses at all levels and the Resolution of the 13th National Party Congress.
