Boosting banking security with mandatory biometrics from 2025
According to Circular 17 and Circular 18/2024/TT-NHNN, effective from January 1, 2025, all payment account holders/bank cardholders are required to complete identity document and biometric information authentication before conducting online transactions (withdrawals, money transfers, bill payments, deposits, etc.) and ATM transfers/withdrawals. This regulation aims to ensure that transactions are only performed when the user's biometric information has been compared and verified with official databases.
One of the main goals of Circular 17 is to prevent the use of fake documents and eliminate accounts that are not owned by the right person. By requiring biometric information to be matched against data in official databases, the regulation helps to limit “junk” bank accounts, reduce the risk of fraud, and ensure that bank accounts belong to real users.

In the era of technology 4.0, with more and more methods of fraud and account forgery appearing, protecting personal information is extremely important. Updating biometrics will help customers secure their accounts most effectively, minimizing the risk of fraud and forgery. This not only increases the level of security in financial transactions but also helps customers feel more secure when using banking services.
According to the State Bank of Vietnam, from January 1, 2025, all accounts that have not had their biometric information collected by banks or payment intermediaries to verify their authenticity will only be provided with services at the counter.
MSB recommends customers proactively update personal information
From June 2024, implementing Decision 2345/QD-NHNN, MSB has collected biometric data through chip-embedded citizen identification cards on the MSB mBank application, or customers are supported directly at transaction counters. MSB has also communicated on media such as website, YouTube, directly on the MSB mBank application...
Accordingly, MSB has implemented 100% of transactions over 10 million VND/time or total daily transaction amount from 20 million VND or more, payment transactions over 100 million VND... must match the customer's face with the facial data on the chip-embedded CCCD stored at the Ministry of Public Security , ensuring that the transactor is the bank account owner with modern face matching technology.
In particular, according to the provisions of the 2023 Law on Identification (Law No. 26/2023/QH15), the ID card (including 9-digit and 12-digit types) is only valid for use in procedures and transactions until December 31, 2024. Currently, many customers are using 9-digit and 12-digit ID cards/ID cards at the bank and will have their transactions suspended from January 1, 2025. Therefore, MSB recommends that these customers update their chip-embedded ID cards/ID cards as soon as possible.
MSB said that adding biometric information is a necessary condition to register for online services, increase security and ensure the best interests of customers. Therefore, all biometric comparison and update information is strictly implemented by MSB in accordance with Decision 2345 of the State Bank, Circular 17 on opening and using payment accounts and Circular 18/2024/TT-NHNN on bank card activities.

To encourage customers to proactively update their biometric data, MSB will immediately give away 50,000 VND evoucher to their accounts after successfully updating from December 4, 2024 and being on the list of customers who have not updated their biometrics as of November 30, 2024. It is known that MSB will reserve 10,000 evouchers with a total gift value of up to 500 million VND for customers when performing this operation.
