On May 16, a source from Tuoi Tre Online reported that on May 13, the Department of Home Affairs of Phu Yen province sent an official dispatch to the People's Committee of Tay Hoa district regarding the payment of seniority allowances for preschool teachers who have compulsory social insurance arrears.

According to the above dispatch, the Department of Home Affairs of Phu Yen province requested the People's Committee of Tay Hoa district to base on the content of Official Dispatch No. 844/SNV-TCCCVC dated August 13, 2020 of the Department of Home Affairs and current legal regulations, according to the decentralized authority, review and resolve in accordance with legal regulations.

Official dispatch No. 844/SNV-TCCCVC was sent by the Department of Home Affairs of Phu Yen province to the People's Committees of Tay Hoa district and Dong Hoa town regarding the adjustment of seniority allowance for teachers.

In which, it is agreed to adjust the level of seniority allowance for preschool teachers who have been decided by the Department of Home Affairs to receive seniority allowance for the first time; are teaching or have retired after December 31, 2014, and have had their social insurance payment period retrospectively collected by the social insurance agency; the time to start adjusting the level of seniority allowance for teachers is from January 1, 2015.

The adjustment of the seniority allowance for teachers is carried out in accordance with the provisions of Decree No. 54/2011/ND-CP dated July 4, 2011 of the Government , joint circulars...

Also according to the content of Official Dispatch 844, the authority to decide on adjusting the seniority allowance for preschool teachers who have been decided by the Department of Home Affairs to receive seniority allowance for the first time belongs to the Chairman of the District People's Committee.

"The People's Committee of Dong Hoa town and the People's Committee of Tay Hoa district decided to adjust the level of seniority allowance for preschool teachers who are entitled to collect social insurance; at the same time, they are responsible for the subjects, scope, conditions, standards and implementation of the payment of seniority allowance for these teachers and officials according to regulations," stated the content of Official Dispatch 844.

On May 16, retired preschool teachers in Tay Hoa district filed a complaint stating that they have not yet received any new information or notice from the Tay Hoa District People's Committee regarding the resolution of their complaints and petitions.

Tuoi Tre Online reporters have also contacted the leaders of the Tay Hoa District Internal Affairs Department and the district People's Committee many times but have not received any response.

The place where seniority allowance has been received, the place where people wait patiently

As reported by Tuoi Tre Online , more than 50 retired preschool teachers in Tay Hoa district have continuously submitted applications and waited for many months but have not yet had their seniority allowances adjusted. Meanwhile, retired preschool teachers in Dong Hoa town have had their seniority allowances resolved long ago.

According to the teachers' feedback, on September 17, 2013, Vietnam Social Security issued Official Letter 3658/BHXH-BT on collecting social insurance arrears from teachers.

The teachers paid this social insurance arrears to the school accountant to make a list and send it to the Departmentof Education and Training of Tay Hoa district.

On that basis, the Tay Hoa District Internal Affairs Department made a list of teachers requesting to adjust the seniority allowance regime to be updated in the social insurance book for an additional 5 years, from January 1995 to August 2000.

The teachers have completed the documents and sent them to the Department of Education and Training of Tay Hoa district, requesting to enjoy the policy of seniority allowance for teachers according to regulations. However, up to now, this seniority allowance has not been updated, causing disadvantages and affecting the rights of teachers.
