Many related violations

Faced with the increasing demand for mineral resources, illegal mining has occurred in many places in Binh Phuoc province. Specifically, in Bu Dop district (2020 - 2022), the People's Committee of Bu Dop district has fined 20 organizations and individuals for administrative violations in the environmental field with a fine of more than 300 million VND. In which, the violations were due to improper leveling, no land use transfer targets, and some violating individuals and organizations have not yet remedied the initial situation. The unit has not done a good job of inspection after sanctioning administrative violations.

According to the Conclusion of the Inspectorate of Binh Phuoc province, in the period of 2020 - 2022, the People's Committee of Phuoc Long town has fined 5 individuals with a total amount of more than 50 million VND. During this period, the People's Committee of Bu Dang district has fined 19 organizations and individuals for administrative violations in the field of mineral resources with a total amount of more than 784 million VND.

Statistics from the Department of Natural Resources and Environment of Binh Phuoc province show that there are currently 45 mineral mines with valid mining licenses in the province, of which 8 mines are under the licensing authority of the Ministry of Natural Resources and Environment , the remaining 37 mines are licensed by the province. In order to protect the environment during the process of mining and processing minerals, Binh Phuoc province focuses on approving investment policies and assessing the environmental impact of mining and processing projects, in which, resolutely screening and eliminating projects with outdated technology and risks of environmental pollution. Thanks to that, the mineral mines being exploited ensure environmental protection regulations.

Resolutely handle and overcome

In response to recent violations in mineral exploitation, the People's Committee of Binh Phuoc province requested localities that have allowed illegal mineral exploitation to review organizations and individuals related to the violations pointed out by the Inspection Team; strengthen inspection and examination of the natural resources and minerals sector in the area to promptly detect, prevent and handle violations. At the same time, the Department of Justice was requested to advise the Provincial People's Committee to direct and rectify auction activities in the area; propose measures to handle the shortcomings and limitations of agencies and organizations mentioned in the inspection conclusion.

According to the Department of Natural Resources and Environment of Binh Phuoc, although the management, inspection and examination of mineral activities have been continuously strengthened, there is still illegal mining in the area, mainly construction stone, filling materials and brick and tile clay, causing losses to the State budget. Regarding 35 enterprises licensed to operate in Binh Phuoc province in 2022, the Department of Natural Resources and Environment has discovered a number of violations. After inspection, violations in mineral exploitation activities of 22 units were handled with a fine of nearly 1.9 billion VND.

However, the number of enterprises operating in the field of mining and processing of common minerals in Binh Phuoc province is much higher, especially in the mining of clay, landfill soil, and sand. Faced with the increasing demand for minerals while mineral resources are increasingly scarce, the management force is thin, some subjects have taken advantage of remote, deserted, and border areas to illegally mine... The People's Committee of Binh Phuoc province has reviewed the current situation of mining and processing of minerals in the area, conducted a general inspection of enterprises and mining and processing facilities to have more effective control solutions, thoroughly ending the situation of illegal mining that causes loss of resources and impacts on the environment.
