The People's Council of Binh Dinh province has just passed a Resolution on Land Policy for Ethnic Minorities in the province. This aims to help ethnic minorities settle down, prosper, and sustainably escape poverty.

Specifically, individuals who do not own residential land or have insufficient residential land compared to the allocated limit will be allocated residential land by the competent authority according to the limit stipulated by the People's Committee of Binh Dinh province, or may convert the land use purpose from other legally used land types to residential land within the allocated limit as prescribed by land law. Individuals eligible for land policies for ethnic minorities in areas with particularly difficult socio-economic conditions are exempt from land use fees; those in other areas of Binh Dinh province will receive a 50% reduction in land use fees.
People who do not have agricultural land, no longer have agricultural land, or whose current agricultural land area is less than 50% of the allocated agricultural land limit, will be allocated additional agricultural land within the limit by the competent authority without paying land use fees. If the locality no longer has agricultural land available for allocation, priority will be given to allocating agricultural land under local management, land originating from forestry farms, and forestry companies. The allocation of agricultural land must be consistent with land use planning and plans, ensuring that the land is not subject to disputes, is suitable for cultivation, and is convenient for production.
The People's Committees of Van Canh, An Lao, Vinh Thanh, Hoai An, Tay Son, and Phu Cat districts are required to review and develop projects for allocating residential and production land to implement land policies for ethnic minority communities. These localities must allocate and create community land for each village, hamlet, and neighborhood with a minimum area of 300m2 and a minimum area of 1,500m2 for sports facilities, in accordance with the customs, traditions, beliefs, cultural identity, and actual conditions of each area.
To implement the above, Binh Dinh province will carefully review and consider the land funds under its management, including agricultural and forestry land, to allocate sufficient residential and production land for ethnic minority communities. The province will soon review its land resources. This includes reclaiming a portion of land from agricultural and forestry farms and forestry companies to provide to ethnic minority communities lacking land for production. Simultaneously, it will reclaim land currently managed by the State. Only then will ethnic minority communities have the opportunity to sustainably escape poverty.
