The Hanoi People's Council held a question-and-answer session on two groups of contents: implementing discipline, responsibility in performing public duties at State agencies in the city; vocational training and job creation in the city.
Speaking at the opening of the question and answer session, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan said that according to the provisions of Article 60 of the Law on Supervisory Activities of the National Assembly and People's Councils; Articles 8 and 9 of Resolution No. 594/NQ-UBTVQH15 of the National Assembly Standing Committee, the Standing Committee of the City People's Council sent ballots to the City People's Council delegates and the City People's Council Committees to propose groups of questions and re-questions at the session.
Based on the opinions and recommendations of voters, social issues of concern and the results of the synthesis of ballots proposing questions, based on the regulations and the proposed agenda of the session, on June 27, 2024, the Standing Committee of the City People's Council issued a document and sent ballots to ask for opinions from the City People's Council delegates on the proposed 2 groups of issues to decide on questioning at this session.
Through synthesis, the majority of opinions of the City People's Council delegates agreed and highly agreed to choose 2 groups of contents that voters and people are very interested in to question, which are: the implementation of discipline, order, and responsibility in performing public duties at State agencies in Hanoi; questioning about vocational training and job creation in the city.
Regarding the group of issues of implementing discipline, order and responsibility in performing public duties at State agencies in Hanoi, according to the Chairman of the City People's Council, implementing the Resolution of the 17th City Party Congress, in the context that the City is facing many difficulties and challenges, the City Party Committee, People's Council, People's Committee and Vietnam Fatherland Front Committee have focused on innovating leadership and direction methods in a focused, key, close and drastic direction; improving the quality, effectiveness and efficiency of operations of all levels of government; strengthening administrative reform, reorganizing the apparatus, promoting decentralization, delegation of authority, improving the investment environment; raising awareness and responsibility of cadres, party members, civil servants, public employees and workers of State agencies in serving the people and businesses.
Since the beginning of the 2021-2026 term, the City has always identified the working theme as "Discipline, responsibility, action, creativity, development". The City Party Committee and the Standing Committee of the City Party Committee have issued many programs, plans, and documents for leadership and direction, and most recently, Directive No. 24 of the Standing Committee of the City Party Committee on "Strengthening discipline, order, and responsibility in handling work in the political system of Hanoi City".
The City People's Council and the Standing Committee of the City People's Council have organized many monitoring and re-monitoring activities to strengthen discipline and order, and improve the effectiveness and efficiency of the city's government at all levels.
The City People's Committee has developed plans, issued many documents to direct and organize implementation, and there have been many positive changes. The city's socio-economic situation has recovered and continued to grow, and social security has been ensured. Some major, difficult, and long-standing issues of the city have been selected for focused leadership and direction to resolve, and there have been initial changes and positive results.
However, through the leadership and direction of the Standing Committee of the City Party Committee, the Standing Committee of the City Party Committee; the supervision of the City People's Council, the City People's Council delegates and the opinions and recommendations of voters, it can be seen that: besides the achieved results, discipline and order in the performance of public duties in some localities and units are still not high and strict. In some places, there are situations of avoiding and pushing away work and responsibilities, showing a mentality of "backing down", fear of mistakes and fear of responsibility.
Some cadres and civil servants assigned to advisory and proposal tasks do not express clear and consistent viewpoints, lack initiative and responsibility, especially in handling and resolving difficult and complicated matters, leading to some tasks that have been directed and assigned by the City Party Committee, People's Council and People's Committee but are still behind schedule and the quality is not guaranteed. Some cadres, civil servants, public employees and workers still violate and do not seriously comply with discipline, order, internal rules, regulations and task assignments of agencies and units.
"This is an important and urgent issue that the Standing Committee and the Standing Committee of the City Party Committee are focusing on leading and directing, and needs to be questioned by the City People's Council to review and correctly assess the advantages, shortcomings, and limitations, clearly identify the causes, responsibilities, and roadmap and solutions to promptly correct and overcome in the coming time" - the Chairman of the City People's Council emphasized.
Regarding the group of issues related to vocational training and job creation in the city, Chairman Nguyen Ngoc Tuan said that this is an issue arising in the development process, especially for Hanoi - the capital, a special urban area, with a large area, population, high urbanization rate and is in the process of development.
Resolution of the 17th Hanoi Party Congress; Program No. 06-CTr/TU of the City Party Committee; Program No. 08-CTr/TU of the City Party Committee have identified key goals, targets, and solutions to improve the quality of vocational training, focus on job creation, and contribute to increasing the income of the people of the capital.
Based on the synthesis of voters' opinions and recommendations at meetings of City People's Council delegates in districts, towns and most recently, opinions at the thematic voter meetings of the City People's Council Standing Committee, it can be seen that: a large number of voters reflect and wish that the City continues to pay more attention, issue many mechanisms and policies, prioritize resource allocation, investment, improve the quality of vocational training and job creation, and ensure social security.
This is an important and necessary issue arising in the development process of the city, directly related to the lives of the people, which needs to be monitored by the City People's Council to evaluate the results, identify the existing problems, obstacles, difficulties, subjective and objective causes, responsibilities of all levels and sectors, and propose solutions to improve the quality of vocational training and job creation in the city in the coming time, meeting the aspirations of voters and people of the capital.
The chairperson requested that when asking questions, delegates should be brief, target the right audience, focus on issues of concern, ask specific questions, clearly address, clearly state responsibilities, and follow the content approved by the chairperson.
For those answering questions, they must answer correctly, to the point, directly to the content asked, clearly explain the cause and responsibility, especially for the content that has not been completed, has not ensured progress, thereby committing to specific solutions and roadmaps to completely and effectively resolve the work in the coming time.
According to regulations, the Chairman, Vice Chairman, members of the People's Committee, Heads of agencies under the People's Committee and related units and individuals will participate in answering questions, explaining and clarifying issues within their assigned authority and responsibility.
