The Hanoi City People's Council held a question-and-answer session on two main topics: the implementation of discipline, order, and responsibility in the performance of official duties at state agencies under the city's jurisdiction; and vocational training and job creation in the city.

In his opening remarks at the question-and-answer session, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan stated that, in accordance with the provisions of Article 60 of the Law on Supervisory Activities of the National Assembly and People's Councils; and Articles 8 and 9 of Resolution No. 594/NQ-UBTVQH15 of the Standing Committee of the National Assembly, the Standing Committee of the Hanoi People's Council had sent out ballots to the City People's Council delegates and the City People's Council Committees to propose groups for questioning and re-questioning at the session.

Based on the opinions and suggestions of voters, issues of social concern, and the compiled results of the questionnaires proposing questions for questioning, and in accordance with regulations and the planned agenda of the session, on June 27, 2024, the Standing Committee of the City People's Council issued a document and sent questionnaires to City People's Council representatives seeking their opinions on two groups of issues to be decided upon for questioning at this session.

In summary, the majority of opinions from the Hanoi City People's Council delegates agreed and unanimously chose two groups of issues of great concern to voters and the public for questioning: the implementation of discipline, order, and responsibility in the performance of public duties at state agencies under Hanoi City; and questioning on vocational training and job creation in the city.

Regarding the issue of enforcing discipline, order, and responsibility in the performance of official duties at state agencies in Hanoi, according to the Chairman of the Hanoi People's Council, in implementing Resolution No. 17 of the Hanoi Party Congress, in the context of the city facing many difficulties and challenges, the City Party Committee, People's Council, People's Committee, and the Vietnam Fatherland Front Committee of Hanoi have focused on innovating leadership and direction methods in a targeted, thorough, and decisive manner; improving the quality, effectiveness, and efficiency of the activities of all levels of government; strengthening administrative reform, reorganizing the organizational structure, promoting decentralization and delegation of authority, improving the investment environment; and raising the awareness and responsibility of cadres, party members, civil servants, public employees, and workers of state agencies in serving the people and businesses.

Since the beginning of the 2021-2026 term, Hanoi has consistently identified the theme of its work as "Discipline, Responsibility, Action, Creativity, and Development." The City Party Committee and its Standing Committee have issued numerous programs, plans, and documents to guide and direct, most recently Directive No. 24 of the Standing Committee of the City Party Committee on "Strengthening discipline, order, and responsibility in handling work within the political system of Hanoi."

The City People's Council and its Standing Committee have organized numerous monitoring and re-monitoring activities to strengthen discipline and order, and improve the effectiveness and efficiency of the city's government at all levels.

The People's Committee of Ho Chi Minh City has developed plans and issued numerous documents to guide and organize implementation, resulting in many positive changes. The city's socio-economic situation has recovered and continues to grow, and social welfare is ensured. Several major, difficult, and long-standing issues of the city have been selected for focused leadership and guidance, and initial progress has been made with positive results.

However, through the leadership and guidance of the Standing Committee of the City Party Committee, the City Party Committee's Executive Board; the supervision of the City People's Council, its representatives, and the opinions and recommendations of voters, it has been observed that, alongside the achievements, discipline and order in the performance of official duties in some localities and units are still not high or strict enough. In some cases, there is a tendency to avoid and shirk work and responsibility, exhibiting a "retreating" mentality, fear of making mistakes, and fear of responsibility.

Some officials and civil servants assigned to advisory and proposal tasks have failed to express clear and consistent viewpoints, lacking initiative and responsibility, especially in handling and resolving difficult and complex issues. This has led to delays and substandard quality in some tasks assigned by the City Party Committee, City People's Council, and City People's Committee. Some officials, civil servants, and employees have also violated regulations and failed to seriously adhere to discipline, rules, and assigned tasks within their agencies and units.

"This is an important and urgent issue that the Standing Committee and the Executive Committee of the City Party Committee are focusing on leading and directing, and it needs to be questioned by the City People's Council to review and properly assess the strengths, weaknesses, and limitations, clearly identify the causes, responsibilities, and roadmap and solutions to promptly rectify and overcome them in the future," the Chairman of the City People's Council emphasized.

Regarding the issues of vocational training and job placement in the city, Chairman Nguyen Ngoc Tuan stated that this is a crucial issue in the development process, especially for Hanoi – the capital city, a special urban area with a large area, population, high urbanization rate, and ongoing development.

The Resolution of the 17th Congress of the Hanoi City Party Committee; Program No. 06-CTr/TU of the City Party Committee; and Program No. 08-CTr/TU of the City Party Committee have identified key objectives, targets, and solutions to improve the quality of vocational training, focus on job creation, and contribute to raising the income of the people of Hanoi.

Based on the compilation of opinions and suggestions from voters at meetings held by City People's Council representatives in districts, towns, and most recently at the specialized voter consultation meeting of the Standing Committee of the City People's Council, it is evident that a large number of voters have expressed their desire for the city to continue paying more attention to and enacting more mechanisms and policies, prioritizing the allocation of resources and investment, improving the quality of vocational training and job placement, and ensuring social security.

This is an important and necessary issue arising in the city's development process, directly related to the lives of the people. It needs to be supervised by the City People's Council to evaluate results, identify shortcomings, obstacles, difficulties, subjective and objective causes, the responsibilities of all levels and sectors, and propose solutions to improve the quality of vocational training and job creation in the city in the future, meeting the aspirations of voters and the people of Hanoi.

The chair requested that delegates, when asking questions, keep them concise, targeted, focused on issues of concern, specific, clearly address the responsible parties, and adhere to the content already approved by the chair.

Respondents must answer accurately, directly, and to the point of the questions asked, clearly explaining the reasons and responsibilities, especially for unfinished or delayed tasks. They should then commit to specific solutions and a roadmap to effectively resolve these issues in the future.

According to regulations, the Chairman, Vice-Chairmen, members of the People's Committee, heads of agencies under the People's Committee, and relevant units and individuals will participate in answering questions, providing explanations, and clarifying issues within their assigned authority and responsibility.
