Race to restore power after storm No. 10 - Part 1

Storm No. 10 (BUALOI) caused severe damage to the power grid in many provinces in the Central region. Immediately after the storm dissipated, thousands of officials and workers in the electricity sector, with support from the Northern Power Corporation (EVNNPC) and other units of the Vietnam Electricity Group (EVN), worked hard day and night in the rain and wind to quickly restore power to the people.

Lesson 1: Mobilizing maximum force to overcome

Storm No. 10 (BUALOI) made landfall and caused particularly heavy damage in Ha Tinh . This was a strong storm, lasting for a long time, causing the power grid system across the province to be paralyzed. More than 493,000 customers (100% of customers) in 69 communes and wards lost power completely. Many roads were blocked by fallen power poles, causing traffic congestion, and the repair work became an urgent task for the entire electricity sector.

Immediately after the storm, leaders of Ha Tinh Power Company (PC Ha Tinh) directly went to the scene to inspect the power grid system and key locations. The Board of Directors of Ha Tinh Power Company directed power management units to urgently count the damage and deploy remedial measures with the goal of restoring power as soon as safety conditions are met.

According to Mr. Pham Viet Thang - Deputy Director of PC Ha Tinh, storm No. 10 has caused more than 3,000 high-voltage, medium-voltage, and low-voltage poles to break, fall, and tilt, power lines to be cut, and many devices to be damaged. The estimated damage is more than 40.5 billion VND. "We have been mobilizing the maximum force of the unit, along with support from other provinces to overcome the situation," said Mr. Thang.

To carry out this task, PC Ha Tinh has established 13 working groups (26 officers and employees from the Company's departments) in charge of the areas of Nghi Xuan, Loc Ha, Ky Anh, Cam Xuyen, Thanh Sen, Thach Ha, Can Loc, Hong Linh... Teams; established 2 shock teams (27 officers and employees) from the Company's departments, Hotline Repair Team, Testing Center, in coordination with units in Ky Anh and Can Loc.

The company also proactively built 28 shock teams belonging to 15 affiliated units, with 234 officers and employees with good health and skills, ready to respond to key points; at the same time, mobilized 19 contractors with 112 support personnel. These teams were assigned directly to the scene, coordinating with local authorities, the army, and the police to open roads, rebuild poles, pull wires, and replace damaged equipment. In reality, many points were isolated, difficult for motor vehicles to access, forcing workers to carry each coil of wire and steel beam by hand, working continuously day and night.

In parallel with the efforts of the local forces, the Northern Power Corporation (EVNNPC) and the Central Power Corporation (EVNCPC) mobilized a total of 512 officers and employees from 10 provinces and cities in the North and Central regions (including Thai Nguyen, Dien Bien, Bac Ninh , Hai Phong, Lai Chau, Gia Lai, Dak Lak, Khanh Hoa...) to Ha Tinh. The shock teams immediately began to fix the problem. This is an important support force, contributing to reducing the pressure on PC Ha Tinh in the context of a huge amount of work that needs to be done in a short time.

Many support teams brought along specialized vehicles, cranes, mobile generators, supplies and specialized equipment to help quickly handle complex incidents. Forces from distant provinces such as Lai Chau, Dien Bien, Gia Lai... had to travel hundreds of kilometers, overcoming storms and rain to arrive on time, demonstrating the spirit of solidarity and unanimity of the entire electricity industry.

On September 30, the working group led by Mr. Ngo Son Hai - Deputy General Director of Vietnam Electricity Group (EVN), along with Deputy General Directors of EVNNPC Vu Anh Phuong, Luong Minh Thanh, Chairman of EVNNPC Trade Union Tran Tuan Khanh and leaders of PC Ha Tinh directly inspected the field and encouraged the staff. At the scene, the working group went to many hot spots where electric poles were broken and collapsed, witnessing the power industry forces urgently erecting poles and pulling wires in the complicated muddy and flooded conditions.

EVN Deputy General Director emphasized: “In any circumstances, the safety of workers must be put first. Units must not be subjective, must organize reasonable plans, closely coordinate with the authorities to soon restore power supply, especially for key areas of people's lives and production.”

Mr. Hai emphasized that restoring the power grid after the storm is not only a professional task but also the responsibility and mission of the electricity industry towards the people. In the context of the urgent need for power supply for people and production facilities, the direct pressure on officers and workers at the scene is very large.

According to EVN statistics, by the morning of October 2, 3.58 out of 4.12 million customers in 16 affected provinces had their power restored (nearly 87%). Ha Tinh alone reached 70%, Thanh Hoa 93%, Nghe An 69%, Quang Tri 99%. It is expected that by October 6, all provinces will have basically completed power restoration.

The above figures show the great efforts of the electricity sector in recovering from the storm. In just a few short days, thousands of cadres and workers from many provinces and cities gathered in Ha Tinh, staying at the construction site day and night, despite the danger, to soon bring light back to the people.

The task of restoring power after storm No. 10 in Ha Tinh is being implemented synchronously and drastically. From the leaders of Vietnam Electricity Group, Northern Power Corporation to each worker, everyone is working hard to overcome the situation. In the context of the entire system being paralyzed, this effort not only contributes to stabilizing people's lives and restoring production, but also ensures power supply for important political events, especially the 20th Ha Tinh Provincial Party Congress taking place from September 30 to October 2, 2025.
