Hai Phong: Ensuring dike safety, proactively responding to storm MATMO

Faced with the complicated developments of storm MATMO, the People's Committee of Hai Phong city has directed departments, branches and localities to proactively deploy response plans to ensure the safety of dikes and the lives and property of the people.

Accordingly, Vice Chairman of the City People's Committee Tran Van Quan requested departments, branches, sectors, People's Committees of communes, wards and special zones to absolutely not be subjective, regularly and closely monitor forecast bulletins, and be prepared for storm prevention conditions, especially to guard against thunderstorms, tornadoes and lightning that can cause damage before the storm directly affects. Units and localities proactively review, develop and implement storm prevention plans according to the disaster response plan according to the level of natural disaster risk in the city approved by the City People's Committee in plan No. 01/PA-UBND dated August 25, 2025 and plan No. 213/KH-UBND dated August 25, 2025 on natural disaster prevention in 2025 in the city.

Authorities and localities should increase propaganda so that people can grasp the situation of the storm and proactively respond to its developments. At the same time, organize on-duty and report according to the regulations in Decision No. 1180/QD-BCHPTDS dated September 10, 2025 of the City Civil Defense Command.

The Vice Chairman of the City People's Committee assigned the City Border Guard Command to review, count, inform and notify captains and owners of vehicles and boats anchored at the port or operating at sea to proactively prevent and have appropriate production plans, ensuring safety of people and property; maintain communication to promptly handle bad situations that may occur.

Mr. Tran Van Quan assigned the Department of Agriculture and Environment to direct and inspect the safety of dykes, irrigation works, and reservoirs in the city; pay special attention to the dyke locations that suffered incidents during the flood caused by storm No. 10, promptly fix them to ensure safety against storms and post-storm floods; develop and promulgate scenarios for the City Civil Defense Command to specifically respond to storms.

Authorities and local governments require grassroots forces to organize patrols, guard and protect dikes during the rainy and flood season; be ready to mobilize forces, vehicles, materials and equipment, and prepare to respond to dike incidents.

Currently, the Hai Phong City Hydrometeorological Station has warned of a high risk of flooding on the river, causing flooding in low-lying areas, floating flats in the middle of the river, and riverside areas with a flooding depth of 0.3 - 0.8m, some places are deeper, the flooding time can last 2 - 3 days in the areas along the Thai Binh, Kinh Thay, Van Uc and Luoc rivers; it is necessary to guard against the risk of landslides and erosion of riverbanks. Floodwaters can affect waterway traffic activities, aquaculture areas, agricultural production, people's lives and socio-economic activities...
