Official letter sent to: Provincial Party Committees, Municipal Party Committees, Party Committees directly under the Central Committee; Central Party Committees; Party Committees of ministries, branches, and socio-political organizations at the central level; Party Committees of central-level public service units; and members of the Central Committee of the Communist Party of Vietnam.
The document states: At the meeting on July 22, 2025, in light of the complex developments of Typhoon No. 3 (international name Wipha), following the instructions of General Secretary To Lam , the Secretariat directed the strengthening of supervision, inspection, and response to Typhoon No. 3, aiming to minimize damage.
This is a very strong storm, moving rapidly, with a wide and dangerous range and intensity of impact on both land and sea.
According to the National Center for Meteorological and Hydrological Forecasting, the storm will continue to strengthen (the strongest wind speed at sea could reach level 12, gusting to level 15); from July 22nd, coastal areas from Quang Ninh to Thanh Hoa will be directly affected by the storm, causing strong winds and heavy rain in the Northern provinces and the North Central provinces (Thanh Hoa, Nghe An, Ha Tinh).
To proactively respond to storms and heavy rains, the risk of flash floods, landslides, and flooding, and to ensure the safety of people's lives and property, as well as state property, the Party Central Committee Secretariat requests that Party committees, Party organizations, governments, the Vietnam Fatherland Front, and political and social organizations at all levels not be complacent, but strengthen guidance, supervision, and inspection in responding to Typhoon Wipha, minimizing damage; and to update the situation daily and send reports to the Central Party Office (before 4 PM daily).
The Secretariat of the Central Committee assigned the Central Party Office to take the lead in coordinating with relevant agencies to monitor and summarize the situation, and to report daily to the Politburo and the Secretariat of the Central Committee on the relevant situation.
