Outstanding directions and administration of the Government and Prime Minister from July 5-11, 2025

Prime Minister directs to strengthen the effectiveness of monetary and fiscal policy management

Prime Minister Pham Minh Chinh signed Official Dispatch No. 104/CD-TTg dated July 6, 2025 on enhancing the effectiveness of monetary and fiscal policy management and organizing a preliminary review of the work in the first 6 months of 2025.

Regarding monetary policy, the Prime Minister requested the State Bank of Vietnam to preside over and coordinate with relevant agencies to closely monitor developments and the world and domestic economic situation to proactively, flexibly, promptly and effectively manage monetary policy, in line with macroeconomic developments and monetary policy objectives; continue to reduce costs, simplify administrative procedures, promote digital transformation... to reduce lending interest rates, support production and business.

Regarding fiscal policy, the Prime Minister assigned the Ministry of Finance to preside over and coordinate with relevant agencies to continue to operate a reasonable, focused, and key expansionary fiscal policy, closely, harmoniously, and effectively coordinate with monetary policy and other macroeconomic policies; strengthen the management of state budget revenue; continue to expand the revenue base, especially revenue from e-commerce and food services...

The Prime Minister requested to complete preparations for the National Achievement Exhibition before August 15, 2025.

Prime Minister Pham Minh Chinh signed Official Dispatch No. 107/CD-TTg dated July 10, 2025 on urgently focusing on organizing the National Achievement Exhibition on the occasion of the 80th anniversary of National Day.

In the Official Dispatch, the Prime Minister assigned the Ministry of Culture, Sports and Tourism to preside over and coordinate with relevant agencies to organize the Exhibition according to the approved Project, ensuring the content and progress according to plan; ensuring that all preparations for the Exhibition must be basically completed before August 15, 2025...

Instructions on conditions for naturalization and regaining Vietnamese nationality

The Government issued Decree No. 191/2025/ND-CP detailing a number of articles and measures to organize and guide the implementation of the Law on Vietnamese Nationality.

The Decree stipulates a number of conditions for acquiring Vietnamese nationality as prescribed in Article 19 of the Law on Vietnamese Nationality as follows:

1. Knowing Vietnamese enough to integrate into the Vietnamese community is the ability to listen, speak, read, and write in Vietnamese appropriate to the living and working environment of the person applying for Vietnamese nationality.

2. A person applying for Vietnamese nationality who is not exempted from the permanent residence conditions prescribed in Point d and Point dd, Clause 1, Article 19 of the Law on Vietnamese Nationality must be a permanent resident in Vietnam and have been granted a Permanent Residence Card by a competent Vietnamese Public Security agency.

The period of permanent residence in Vietnam of a person applying for Vietnamese nationality is calculated from the date he/she is granted a Permanent Residence Card.

3. The ability to ensure a living in Vietnam of the person applying for Vietnamese nationality is proven by the person's assets, legal source of income or the guarantee of an organization or individual in Vietnam.

Policies for people mobilized to participate in people's air defense activities

The Government issued Decree No. 198/2025/ND-CP dated July 8, 2025 detailing a number of articles and measures to implement the Law on People's Air Defense.

In particular, the Decree stipulates the regime of salary, wages, food allowances, and special allowances for those mobilized for training, fostering, coaching, drills, and participating in people's air defense activities as follows: People receiving salaries from the state budget during the time they are mobilized for training, fostering, coaching, drills, and participating in people's air defense activities according to the decision of the competent authority shall be paid full salary, benefits, travel allowances, and transportation expenses by the agency or organization where they work. When working in a toxic environment or where there is a regional allowance, they shall enjoy the current regime.

Contract workers participating in training, retraining, coaching, drills and participating in people's air defense activities are temporarily suspended from performing their labor contracts and are entitled to salary and allowances according to regulations...

Regulations on Social Insurance Management Board

The Government issued Decree No. 197/2025/ND-CP dated July 7, 2025 stipulating the order and procedures for establishment, working regime, responsibilities, operating expenses and supporting apparatus of the Social Insurance Management Board.

The Decree stipulates that the Social Insurance Management Council (Management Council) is organized at the national level, responsible for assisting the Government and the Prime Minister in directing and supervising the activities of social insurance agencies and advising on social insurance, unemployment insurance, and health insurance policies.

Latest update on preferential import tax: Many policies are beneficial for automobile businesses

The Government issued Decree No. 199/2025/ND-CP dated July 8, 2025. Decree 199/2025/ND-CP amends the conditions on minimum output to be eligible for preferential import tax rates on imported auto parts under the Tax Incentive Program. This regulation aims to support automobile manufacturing and assembly enterprises, especially environmentally friendly vehicles.

In addition, Decree 199/2025/ND-CP also stipulates that the export tax rate for yellow phosphorus will be 10% from January 1, 2026; and will continue to increase to 15% from January 1, 2027 (currently the tax rate is 5%).

The 0% import tax rate for the product code Black steel sheet (black steel) rolled for tin coating (Tin - mill blackplate - TMВР) will only be maintained from now until the end of August 2025. From September 1, 2025, the tax rate for this product code will increase to 7%.

Immediately apply the import tax rate of 2% to: Polyethylene containing alpha-olefin monomers of 5% or less; Polyethylene with a specific gravity of 0.94 or more; Ethylene-alpha-olefin copolymers, with a specific gravity of less than 0.94 ,... Previously, these product codes were applied the import tax rate of 0%.

Functions, tasks and organizational structure of the Commune Civil Defense Command

The Government issued Decree 200/2025/ND-CP dated July 9, 2025 detailing a number of articles of the Law on Civil Defense, which stipulates the functions, tasks and organizational structure of the Commune-level Civil Defense Command.

According to regulations, the Commune Civil Defense Command is established by the Chairman of the Commune People's Committee, with the function of advising the Chairman of the People's Committee on organizing, directing and operating civil defense in the management area.

Functions, tasks and powers of national universities

The Government issued Decree No. 201/2025/ND-CP dated July 11, 2025, stipulating the functions, tasks and powers of national universities. This Decree takes effect from September 1, 2025; replacing Decree No. 186/2013/ND-CP dated November 17, 2013 of the Government on national universities.

Decree 201/2025/ND-CP stipulates that national universities are public higher education institutions managed by the Ministry of Education and Training, have legal status, have their own accounts and use seals with the national emblem.

National universities have the function of training at all levels of higher education, scientific research and high-quality multidisciplinary and multi-field technology transfer; some training fields are leading in the country and highly ranked in the world.

National universities are under the state management of the Ministry of Education and Training, the Ministry of Science and Technology, other ministries, branches and People's Committees at all levels where the national universities are located according to the provisions of law.

The work of evaluating and classifying OCOP products is divided into 02 levels.

Deputy Prime Minister Tran Hong Ha signed Decision No. 1489/QD-TTg dated July 6, 2025 amending and supplementing a number of contents of Decision No. 148/QD-TTg on approving the set of criteria and process for evaluating and classifying products of the One Commune One Product (OCOP) Program.

According to Decision No. 1489/QD-TTg, the work of evaluating and classifying OCOP products is divided into 02 levels: Provincial level and central level.

Amending the procedure for settling subsidy regimes for people participating in resistance wars and defending the Fatherland

The Prime Minister issued Decision No. 22/2025/QD-TTg dated July 10, 2025 amending and supplementing a number of articles of the Prime Minister's Decisions on regimes and policies for subjects participating in resistance wars, wars to defend the Fatherland and performing international missions under the state management of the Ministry of National Defense.

In particular, Decision No. 22/2025/QD-TTg amends and supplements Clause 2, Article 7 on the procedure for settling subsidy regimes in Decision No. 62/2011/QD-TTg dated November 9, 2011 on regimes and policies for subjects participating in the war to defend the Fatherland, performing international missions in Cambodia, helping Laos after April 30, 1975 who have been demobilized, discharged from the army, or quit their jobs.

At the same time, amend the procedures for handling insurance regimes and funeral allowance regimes stipulated in Decision No. 49/2015/QD-TTg dated October 14, 2015 on a number of regimes and policies for frontline laborers participating in the resistance war against France, against the US, the war to protect the Fatherland and performing international duties.

From July 10, the Ministry of Home Affairs has 2 public service units directly under it.

According to Decision 1510/QD-TTg dated July 10, 2025, public service units under the Ministry of Home Affairs include 02 units: University of Labor and Social Affairs and Overseas Labor Center.

At the same time, the Ministry of Home Affairs shall preside over and coordinate with the Ministry of National Defense and relevant agencies to transfer the status quo of the Vietnam Mine Action Center and the Vietnam Mine Action Support Fund to the Ministry of National Defense before December 31, 2025.

Establishment of 5 Economic Zone Management Boards

Last week, Deputy Prime Minister Tran Hong Ha signed Decisions No. 1496/QD-TTg dated July 8, 2025; 1498/QD-TTg dated July 8, 2025; 1499/QD-TTg dated July 8, 2025; 1500/QD-TTg dated July 9, 2025; 1501/QD-TTg dated July 9, 2025 to establish: Can Tho Export Processing and Industrial Zones Management Board; Gia Lai Provincial Economic Zone Management Board; Dung Quat Economic Zone and Quang Ngai Industrial Zones Management Board; Phu Quoc Economic Zone Management Board; An Giang Provincial Economic Zone Management Board.

Approval of investment policy to build 04 new container ports in Hai Phong

Deputy Prime Minister Tran Hong Ha signed Decision No. 1497/QD-TTg dated July 8, 2025 approving the investment policy of the Investment Project to build ports No. 9, No. 10, No. 11 and No. 12 - Lach Huyen Wharf Area, Hai Phong City. This Decision takes effect from July 8, 2025.

The above investment project is implemented in Cat Hai special zone, Hai Phong city (belonging to Dinh Vu - Cat Hai Economic Zone) with a total investment capital of 24,846 billion VND.

Establishment of Investment Support Fund Management Board

Prime Minister Pham Minh Chinh signed Decision No. 1511/QD-TTg dated July 11, 2025 on the establishment of the Investment Support Fund Management Board. The Chairman of the Board is Minister of Finance Nguyen Van Thang. The Vice Chairman of the Board is Deputy Minister of Finance Nguyen Thi Bich Ngoc.

Approval of the policy of merging VNPT-Vinaphone, VNPT-Media into the parent company - VNPT

In Document No. 6468/VPCP-DMDN dated July 11, 2025, Deputy Prime Minister Ho Duc Phoc agreed to the policy of merging VNPT-Vinaphone and VNPT-Media into the parent company - VNPT Group.
