On the occasion of the International Day of Happiness (March 20) this year, Vietnam received positive news when in the ranking of happy countries of the World Happiness Report 2024, Vietnam ranked 54th, up 11 places compared to 2023.
This is a ranking published by the United Nations Sustainable Development Solutions Network based on survey results in 143 countries and territories. Although it has not yet reached the top, the index has increased steadily over the years, showing the very important achievements of our Party and State in caring for the material and spiritual life and bringing happiness to the people.
However, hostile and reactionary forces still turn a deaf ear, ignore and do not see, continue to blacken the material and spiritual lives of the people, using the excuse of attacking the Party and State for "pulling back history" and "making people suffer and be poor"...
Identify criticism and defamation
The document of the 13th National Party Congress stated: "Arouse the aspiration to develop a prosperous and happy country", aiming to gradually develop our country into a strong and prosperous country. This is a noble goal, demonstrating the Party's determination to care for the people's lives, and the aspiration of the Vietnamese people. However, hostile forces constantly distort, claiming that the policy of "arousing the aspiration to develop a prosperous and happy country" approved by the 13th National Party Congress is "idealistic, metaphysical", "subjective, hasty, voluntaristic", and just "illusory, illusory"...
The United Nations report shows that Vietnam's happiness index has increased steadily over the years.
Faced with that situation, the current requirement and task is to clearly identify and resolutely fight against erroneous and hostile arguments, in order to contribute to strengthening unity within the Party and consensus in society on the path, goals, and driving force for national development.
Hostile forces use cyberspace, reactionary newspapers and radio stations abroad to distort the viewpoint of “Arousing the aspiration to develop a prosperous and happy country” in the Congress documents, claiming that this is a subjective idealistic viewpoint, an empty slogan, unscientific, lacking theoretical and practical basis, falling into subjectivity and voluntarism. They incorporate other slanderous and distorted contents such as denying the history and glorious revolutionary achievements of our people under the leadership of the Communist Party of Vietnam , claiming that the Party has exhausted its historical role, is no longer capable of leading, causing the country to become increasingly weak and backward compared to other countries in the world. From there, they cite and put forward baseless arguments, distorting historical facts to justify the one-party leadership regime as "wrong", that if there were no Communist Party of Vietnam, our nation would not have to go through such a long and painful war and "if there were no Communist Party, Vietnam would have been in the ranks of developed countries long ago"!
Following those arguments, a number of opportunists, reactionaries, and politically dissatisfied elements in the country have actively colluded with external forces to promote propaganda distortions in various forms to cause skepticism among the people, stimulate pessimism and discouragement among a segment of the population, and lower the prestige of the Party and the country in the international arena.
The above distorted and provocative arguments, no matter how they are embellished and embroidered by hostile forces, reactionary elements and opportunists, cannot deny the revolutionary and scientific nature of the Resolution of the 13th National Party Congress in general, and the viewpoint of "Arousing the aspiration to develop a prosperous and happy country" in particular. That is a completely correct viewpoint, the legitimate aspiration of our entire Party, people and army; built by the Party on the basis of theory and practice.
Realize the aspiration to bring happiness to the people
Happiness is understood as a universal cultural and social value for all humanity. In any country or nation, as well as in any historical period, happiness has always been a human aspiration. Happiness has a very broad connotation; at each time and each person in different circumstances will have different needs and feelings about happiness. Thus, happiness always exists around daily life and in the needs of each person. Today, happiness can be understood as great things such as ending war, bringing peace to humanity, repelling hunger, thirst, epidemics and increasing the connection between people regardless of religion or skin color.
Since its inception, the Communist Party of Vietnam has always raised the aspiration to develop the country, leading the Vietnamese revolution to overcome challenging but glorious stages and grow stronger with the country. Taking independence, freedom and happiness of the people as the goal and motivation to strive, the Party has led the country forward, achieving great achievements. That aspiration is the red thread, the source of strength for our Party to promote its existing internal strength, take advantage of external forces to overcome difficulties and challenges, and bring the country to great achievements of historical significance during nearly 40 years of renovation.
Vietnam has achieved great and historic achievements, becoming a country playing an important role in the socio-economic development of the Southeast Asian region. The GDP scale has increased more than 100 times, from 4 billion USD to 406 billion USD (in 2022). According to the General Statistics Office, the country's GDP in 2023 is estimated to increase by 5.05% over the previous year, bringing the economic scale at current prices to an estimated VND 10,221.8 trillion, equivalent to USD 430 billion; GDP per capita is estimated at VND 101.9 million/person, equivalent to USD 4,284, an increase of USD 160 compared to 2022. Thus, by the end of 2023, Vietnam's average income per capita will reach VND 100 million/person/year.
From a country under siege and embargo, our country has now established diplomatic relations with 193 countries. With Vietnam and Australia announcing the upgrading of diplomatic relations to a comprehensive strategic partnership on March 7, 2024, Vietnam now has comprehensive strategic partnerships with 7 countries, 12 strategic partners and 12 comprehensive partners. Vietnam is the center of many dynamic economic networks with more than 230 trade partners, 60 extensive free trade agreements with many aspects of cooperation. Thereby, the country's strength in all aspects is enhanced; independence, sovereignty, unity, and territorial integrity are maintained; foreign relations are increasingly expanded and deepened; Vietnam's position and prestige in the international arena are enhanced.
On the basis of those great achievements, along with the country's foundation, potential, position and prestige being increasingly affirmed and spread, at the 13th Congress, our Party has concretized the aspiration for national development in the current period, which is to develop a prosperous and happy country with specific goals: By 2025: To be a developing country, with modern industry, surpassing the low-middle income level. By 2030: To be a developing country, with modern industry, with high average income. By 2045: To become a developed country, with high income.
On July 6, 2021, speaking at the online summit between the Communist Party of China and political parties around the world, General Secretary Nguyen Phu Trong affirmed: “The pursuit of happiness is the aspiration and legitimate right of all people, including comprehensive human development, a prosperous and happy life, living in peace, equality and loving and helping each other. Only when countries and peoples live together in peace, friendship, and mutual respect for the common good future of humanity, then people around the world can truly enjoy happiness fully and authentically.”
The above achievements continue to affirm that, despite many fluctuations in the times and many changes in the world, the role of the Communist Party of Vietnam in the historical flow of the nation has been, is and continues to be the only political force with sufficient position, intelligence, capacity and prestige to lead the Vietnamese people to comprehensively carry out the renovation process, protect independence, sovereignty and build and develop the country along the socialist path. Any distortion of the role, position and prestige of the Communist Party of Vietnam is worthless and is rejected by reality.
Thus, before the United Nations chose the International Day of Happiness, in Vietnam, the desire for happiness was expressed right under the national name of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam, which is "Independence - Freedom - Happiness"... Responding to the International Day of Happiness, on December 26, 2013, the Prime Minister issued Decision No. 2589/QD-TTg on Approving the Project on Organizing Activities to Celebrate the International Day of Happiness on March 20 every year.
In 2014, for the first time, Vietnam organized the International Day of Happiness with the theme "Love and Share", thereby emphasizing the message of love and sharing in family, clan, community, friends, comrades, agencies, units, schools... to bring happiness to oneself, family and community; contribute to the development of social security, realize the goal of building a prosperous, progressive and happy family; strongly change the awareness and actions of all classes of people; affirm the goal and motivation to strive for a rich people, strong country, democracy, fairness, civilization...
According to the World Happiness Report 2023, Vietnam ranked 4th in Southeast Asia and 65th in the world with a happiness score of 5.8. Accordingly, Vietnam's happiness index increased by 12 places, from 77th in 2022 to 65th in 2023. On the other hand, Vietnam is ranked high in equality when the gap between the happier half of the population and the less happy half is very small. In this criterion, Vietnam is the only Asian country in the top 20 in the world. And in the ranking of happy countries of the World Happiness Report 2024, Vietnam ranked 54th, up 11 places compared to 2023. The theme of the International Day of Happiness (March 20) this year is "Happiness for all" and this is also the common wish of humanity.
