On the afternoon of July 26th, the Department of Agriculture and Rural Development (DARD) held a conference to evaluate the results of the Department's competitiveness index (DDCI) implementation for the first six months of 2024; and to discuss tasks and solutions for the last six months of the year.

According to data published by the VCCI Thanh Hoa - Ninh Binh Branch, the Department of Agriculture and Rural Development's DDCI index in 2023 reached 85.04 points, ranking 4th among provincial-level departments and agencies, an increase of 12 places compared to 2022. Many component indices of the Department of Agriculture and Rural Development's DDCI in 2023 increased in points and rankings compared to 2022. In particular, the index on Legal Institutions increased the most (up 17 places compared to 2022); the indices on Time Costs and Informal Costs increased the least (up 8 places compared to 2022)...

Continuing to build on the achievements in improving the DDCI score, in the first six months of 2024, the Department of Agriculture and Rural Development continued to improve its DDCI score, addressing component indicators with low scores in 2023, and enhancing the quality of administrative procedures related to investors and businesses. In the past six months, the Department of Agriculture and Rural Development processed over 9,000 administrative procedure dossiers, with no overdue dossiers... However, some tasks and indicators were still rated poorly by businesses, leading to a loss of points in some component indicators.

The conference focused on discussing and proposing effective solutions for the tasks in the last six months of 2024. Based on the action plan to improve the DDCI index of the agricultural sector in 2024, delegates focused on analyzing, exchanging, and evaluating the difficulties and obstacles that need to be overcome. They also proposed solutions to improve the DDCI index for the entire agricultural sector in the remaining months of 2024 and in subsequent years. The goal for 2024 is to maintain the Department of Agriculture and Rural Development's ranking in the top 5 among provincial-level departments and agencies in terms of competitiveness index, and within the "good" group of the entire province.

Director of the Department of Agriculture and Rural Development Cao Van Cuong delivered the concluding remarks at the conference.

In his concluding remarks at the conference, Director of the Department of Agriculture and Rural Development Cao Van Cuong requested that heads of departments and affiliated units continue to proactively enhance the pioneering spirit of their leaders, support and cooperate with businesses and investors; and be flexible and creative in resolving issues.

Regularly organize dialogue conferences to promptly and definitively resolve outstanding issues, difficulties, obstacles, and grievances of businesses, cooperatives, and people in the field of state management within the sector. Simultaneously, continue to advise on reviewing and submitting to competent authorities for consideration and repeal regulations on business conditions that are inconsistent with the practical situation and contrary to relevant laws in the field of agriculture and rural development.

Continue to promote administrative reform, strengthen the application of information technology, simplify administrative procedures, and improve the quality of management and performance of public officials and employees to meet the requirements of the tasks in the new situation.

Strengthening discipline and order, improving public service ethics, sense of responsibility, quality, timeliness in resolving work issues, and the attitude of serving the people and businesses among officials and public employees; resolutely and strictly handling and rotating officials and public employees who have attitudes or behaviors that cause difficulties or harassment to investors and businesses...
