Amidst the rapid development of the capital city, Hanoi has always identified ensuring social welfare and caring for vulnerable groups as a central and continuous task. Besides focusing on infrastructure investment and socio -economic development, the city does not forget to pay special attention to those still facing difficulties, especially near-poor households and groups at risk of falling back into poverty if they do not receive timely support.

Providing timely support and encouragement to disadvantaged households.
On the occasion of the 80th anniversary of National Day on September 2nd, the Hanoi People's Committee issued Plan No. 158/KH-UBND, assigning the Department of Agriculture and Environment to preside over and coordinate with the Hanoi Fatherland Front Committee to provide financial support to near-poor households according to central government standards. This is not only an activity of gratitude and sharing, but also clearly demonstrates the city government's responsibility in ensuring the livelihoods of its people, especially those in disadvantaged circumstances. Following the city's humane policy, the Hanoi Department of Agriculture and Environment promptly reviewed and compiled a list of near-poor households according to central government standards, reported to and proposed to the Hanoi People's Committee a support plan. Accordingly, each near-poor household will receive 5 million VND, funded from the Fund for the Poor of the Hanoi Fatherland Front Committee.
According to Nguyen Dinh Hoa, Deputy Director of the Hanoi Department of Agriculture and Environment, immediately after the City Party Committee and the City People's Committee approved the policy, the Department closely coordinated with local authorities to organize four working groups to directly visit communes and wards to deliver financial support to each household.
"The city's stance is that support must be timely, public, transparent, and targeted, so that people can quickly receive encouragement and support during this difficult time," Mr. Nguyen Dinh Hoa emphasized.
Thanks to the coordinated efforts and responsibility of all levels, sectors, and local authorities, in a short period of time, 687 near-poor households in 49 communes and wards in Hanoi received support. The distribution of funds was carried out flexibly, in accordance with the actual conditions of each locality, ensuring that people did not have to wait or experience any inconvenience in the process of receiving the policy.
In Giap Ngo residential area, Chuong My ward, Ms. Hoang Thi Ngoan's family is one of the near-poor households receiving support on this occasion. Due to her advanced age and poor health, Ms. Ngoan frequently suffers from illness, has an unstable income, and faces many difficulties in life. Upon receiving the 5 million VND support from the city, she couldn't hide her emotion. "For many people, this amount may not be large, but for my family, it is a very valuable encouragement. I would like to thank the Party, the State, and the city government for always caring for people in difficult circumstances like us," Ms. Ngoan shared.
Sharing in the joy, Mr. Nguyen Van Tuan, a near-poor household in Chuyen My commune, said that due to his poor health, he faces many limitations in his work and daily life. On the day he received the support, he had to ask relatives to take him to the commune's People's Committee office because of his difficulty in getting around. The 5 million VND support not only helps Mr. Tuan cover some of his immediate living expenses but also serves as a great source of encouragement, giving his family more confidence to gradually overcome difficulties and stabilize their lives.
Not only Mrs. Ngoan's family or Mr. Tuan's family, but all 687 near-poor households receiving support in this round have different circumstances, but the common point is that they are all striving to improve their lives. The city's support policy has provided timely assistance, helping families overcome difficult times and reduce the risk of falling back into poverty.

A humane policy that spreads the spirit of sharing.
According to Government Decree No. 30/ND-CP dated February 24, 2025, near-poor households, as defined by the central government, are a group that needs attention and support to gradually improve their living standards and ensure social security. Hanoi's proactive allocation of resources from the Fund for the Poor to support near-poor households on the occasion of National Day (September 2nd) demonstrates the city's determination to concretize the Party and State's guidelines and policies into practical life.
It can be affirmed that this support program not only has material significance but also conveys a strong message about solidarity and mutual assistance – a fine traditional value of the Vietnamese people, preserved and spread by Hanoi in its development process. Through this activity, people feel more clearly the concern and support of the city government, thereby increasing their trust in social welfare policies and actively participating in labor and production emulation movements, building a cultural life in residential areas.
Not stopping at temporary support, the leaders of the Hanoi Department of Agriculture and Environment stated that the unit will continue to advise the City People's Committee to maintain and expand support policies for near-poor households according to central government standards, linked with sustainable poverty reduction programs, livelihood support, vocational training, and job creation. In addition, the Vietnam Fatherland Front Committee of Hanoi will continue to promote the mobilization of resources for the Fund for the Poor, creating more social resources to better care for near-poor households and other vulnerable groups in the capital city.
"Caring for the poor and near-poor is not only the responsibility of the State, but requires the joint efforts of the entire community. The overarching goal is to ensure that all citizens benefit from the fruits of development, in line with the spirit of 'leaving no one behind'," affirmed Nguyen Dinh Hoa, Deputy Director of the Hanoi Department of Agriculture and Environment.
In the context of Hanoi's gradual development into a civilized, modern, and distinctive capital city, practical and timely social welfare policies such as the program to support near-poor households on the occasion of the 80th anniversary of National Day are vivid evidence of a Hanoi that develops harmoniously, humanely, and compassionately.
