The Directive stated: The Politburo issued Directive No. 46-CT/TW dated May 16, 2025 on leading the election of deputies to the 16th National Assembly and the election of deputies to People's Councils at all levels for the 2026-2031 term; The National Assembly issued Resolution No. 199/2025/QH15 dated May 21, 2025 on shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term; Election Day of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, accordingly, Election Day of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term will be held on Sunday, March 15, 2026.
The election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term is a major political event of great significance for the whole country and each locality; held at a time when the country has carried out the renovation process for nearly 40 years, achieved many very important and comprehensive achievements in all fields, created many outstanding marks, and our country's position in the region and in the international arena is increasingly growing. The revolution in the organization and operation of the two-level local government is a new provision, creating a new momentum to bring the country into a new era - an era of rising up, developing richly, civilized, prosperous and prosperous.
Along with the 14th National Congress of the Party, the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term is identified by the Party, the National Assembly, and the Government as key tasks of the entire Party, people, and army in 2026; a campaign and extensive democratic activities among all classes of people to select and elect excellent deputies representing the people of the whole country at the National Assembly, the highest state power agency during the 16th National Assembly term, and deputies representing local people at People's Councils at all levels, local state power agencies during the 2026-2031 term.
In order for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term to be organized in a democratic, equal, lawful, safe, economical manner and truly a festival for all people; to create the most favorable conditions for the people to fully exercise their right to mastery in selecting, introducing, and electing people with virtue and talent, worthy of representing the people of the whole country in the National Assembly and People's Councils at all levels, the Prime Minister directs:
The Ministry of Home Affairs is a standing agency responsible to the Government and the Prime Minister for advising and assisting the Government and the Prime Minister in directing ministries, ministerial-level agencies, agencies under the Government, and People's Committees at all levels to carry out election work in accordance with the provisions of law and the assignment of the National Election Council; providing guidance and training on professional election organization work nationwide; guiding and implementing emulation and reward work in election organization in accordance with regulations; inspecting and urging People's Committees at all levels to implement the provisions of law on elections and guiding documents of the National Election Council, the Standing Committee of the National Assembly, the Government, the Prime Minister, and the Central Committee of the Vietnam Fatherland Front; Closely coordinate with the Office of the National Election Council, the Government Office and relevant agencies to monitor and update the preparation and implementation progress of election steps at ministries, ministerial-level agencies, government agencies and People's Committees at all levels to promptly synthesize and report to the Government and the Prime Minister in accordance with the provisions of law on elections.
The Ministry of Culture, Sports and Tourism shall preside over and coordinate with the Central Propaganda and Mass Mobilization Commission and relevant agencies to develop and promulgate a plan for implementing information and propaganda work; direct and guide information and press agencies at the central and local levels to organize timely and extensive propaganda among cadres, civil servants, public employees, armed forces and people of all walks of life about the meaning and importance of the election; the right to run for election and the right to vote of citizens as prescribed by the Constitution; the basic contents of the Law on Organization of the National Assembly, the Law on Organization of Local Government, the Law on Election of National Assembly Deputies and People's Council Deputies, and election guidance documents of ministries and central agencies; contributing to raising the sense of ownership and self-awareness of all citizens, agencies and organizations in carrying out election work.
The Ministry of Ethnic Minorities and Religions is responsible for determining commune administrative units in mountainous areas, and the Ministry of Home Affairs is responsible for determining commune administrative units in islands to serve as the basis for determining the number of elected People's Council delegates for the 2026-2031 term.

The Ministry of Ethnic Minorities and Religions and the Ministry of Home Affairs shall announce the determination of commune administrative units in mountainous and island areas on the National Election Council's website and the National Assembly's website (http://www.quochoi.vn) before November 1, 2025.
Ensuring order and smooth communication during the preparation and organization of elections
The Prime Minister assigned the Ministry of Public Security, the Ministry of Construction, and the Ministry of Science and Technology, according to their assigned tasks and powers, to develop specific plans and solutions to ensure order, traffic safety, and smooth communication during the preparation and organization of the election; especially before, during, and after election day.
The Ministry of Science and Technology guides the enhancement of digital transformation and application of information technology in the implementation of election work.
The Ministry of National Defense and the Ministry of Public Security, in accordance with their assigned tasks and powers, shall develop plans and schemes for deploying forces to ensure political security and social order and safety throughout the process of preparing and organizing the election, paying special attention to ensuring security and order in key areas and areas important to national defense and security; and direct and guide military and police forces to participate in the election.
The Ministry of Public Security shall preside over and coordinate with the Ministry of Science and Technology and the Ministry of Culture, Sports and Tourism to prevent and combat cyber attacks, ensure cyber security, protect election information systems, and promptly prevent and handle acts of spreading false information that affect the election.
The Ministry of Public Security provides population data to the National Election Council and the Ministry of Home Affairs; directs the Public Security of provinces and cities to provide local population data to the Standing Committee of the People's Council, People's Committee, and Election Committee at all levels to serve the synthesis and statistics of population data and voter lists for each administrative unit at the provincial and communal levels; guides the exploitation and use of the National Population Database and the application of electronic identification (VneID) in the process of compiling voter lists, printing voter cards, etc.
Balance and arrange timely budget to carry out election work.
The Prime Minister requested the Ministry of Finance to balance and arrange funds in a timely manner for central and local agencies to carry out election work; guide the preparation of estimates, management, use, settlement and inspection of the use of election funds; ensure that funds are used for the right purposes, requirements, economically, effectively and in accordance with the provisions of law.
The Ministry of Health shall preside over and coordinate with relevant agencies to regularly monitor and update the epidemic situation; direct medical units to coordinate with local authorities at all levels and election organizations to proactively develop plans to respond to and prevent epidemics, ensuring safety during the preparation and organization of the election.
The Ministry of Agriculture and Environment shall preside over and coordinate with relevant agencies to regularly monitor and update the situation, proactively respond to natural disasters; proactively develop plans and coordinate with localities to promptly respond to natural disasters that may occur in some localities and areas during the preparation and organization of the election.
The Government Inspectorate shall preside over and coordinate with relevant agencies to guide the declaration of assets for candidates nominated for National Assembly deputies and People's Council deputies at all levels under the direction of the National Election Council and the National Assembly Standing Committee; preside over or coordinate with ministries, branches and localities to focus on promptly and legally resolving complaints and denunciations of citizens before, during and after the election.
The Prime Minister assigned the People's Committees at all levels, within the scope of their tasks and powers, to coordinate with the Standing Committees of the People's Councils, the Standing Committees of the Fatherland Front Committees at the same level, and local election organizations to organize the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term in accordance with the direction of the Politburo, the Secretariat, the Election Work Plan of the National Election Council, the guidance of the National Assembly Standing Committee, the Central Committee of the Vietnam Fatherland Front, and the direction of the Government and the Prime Minister; to proactively implement and ensure the progress of preparations for the election; the work of consultation, selection, and introduction of candidates for National Assembly deputies and People's Councils at all levels; the sequence of steps to carry out work before, during, and after election day and the material and technical conditions serving the election.
People's Committees at all levels are responsible for ensuring infrastructure and facilities for the election; directing local military and police agencies to develop specific plans and measures to maintain political security, order and social safety in the locality and at polling stations; ensuring that the election takes place safely and in accordance with the law; developing contingency plans and election organization scenarios in emergency conditions (epidemics, natural disasters, etc.) to ensure that the election is conducted continuously and without interruption. At the same time, focus on effectively implementing the local socio-economic development tasks for 2025, preparing well for the implementation of the socio-economic development plan for 2026 and the entire 2026-2031 period.
The Chairman of the People's Committee of a province or city is responsible to the Government and the Prime Minister for the organization and implementation of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term in the locality according to the provisions of the Law on Election of Deputies to the National Assembly and People's Councils, the direction of the Politburo, the Secretariat, the Government, the Prime Minister, the Central Committee of the Vietnam Fatherland Front, the guidance of the National Election Council, the Standing Committee of the National Assembly and of ministries and central agencies.
The Prime Minister requested Ministers, Heads of ministerial-level agencies, Heads of Government agencies and Chairmen of People's Committees of provinces and cities, within the scope of their tasks and powers, to urgently deploy the work of preparing and organizing the election; strengthen the work of receiving citizens, handling complaints and denunciations about the election work according to their authority; promptly send reports to the Ministry of Home Affairs and the Government Office to synthesize and submit to the Government and the Prime Minister on the situation of the work of preparing, implementing and organizing the election, on the election day according to the progress of each stage of the election, ensuring the success of the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026-2031 term.
