Payment of housing, living and support to students affected by floods

On November 24, the People's Committee of Khanh Hoa province issued a Decision to supplement the budgets of communes and wards (phase 1) with a target of more than 301.96 billion VND from the additional central budget to support people in households whose houses were flooded and support students from primary school level and above in households whose houses were flooded to buy books, notebooks and school supplies. The People's Committees of communes and wards, based on the supplemented budget, are responsible for managing and using the budget in accordance with the regulations on the state budget and related legal documents to ensure the right purpose, right subjects, publicity, transparency, no loss or negativity; at the same time, report the results to the Department of Finance, the Department of Agriculture and Environment, and relevant agencies for synthesis and reporting to the Provincial People's Committee.

Implementing Decision No. 2192, dated November 23, 2025 of the Provincial People's Committee on promulgating criteria for supporting the recovery of flood consequences in Khanh Hoa province, the Department of Finance has issued an implementation document to ensure timeliness and consistency in the province. Accordingly, regarding housing support, households whose houses have collapsed, completely collapsed, or are washed away and have no place to live will be supported with house construction costs at the rate of 60 million VND/household; households whose houses have been flooded, partially collapsed, or severely damaged will be supported with repair costs at the rate of 30 million VND/household. Regarding living support and support for students, people in households whose houses have been flooded, affecting their lives, and having difficulties will be supported with the rate of 1 million VND/person/household; Students from primary school level and above from households whose houses were flooded, affecting their lives, or facing difficulties will be supported with 500,000 VND/student to buy books, notebooks, and school supplies.

Regarding the implementation process, the village and residential group heads review and guide people to fill in the declaration form; make a payment list according to the attached form for households eligible for payment and send it to the Chairman of the Commune People's Committee for consideration and support decision. The payment list must be publicly posted at the Commune and Ward People's Committees; based on the targeted additional funding source from the provincial budget, the Commune People's Committee directs the specialized department to make support payments. Regarding the payment method, for payment through accounts, transfer to the State Treasury (KBNN) to pay through social security accounts or valid personal accounts (attached with the approved list). For direct cash support payments, the Commune People's Committee decides the location of support payments in accordance with actual conditions, prioritizing places convenient for the people; organize support payments to ensure the right subjects, safety, timeliness, publicity and transparency. People go to the location to receive support organized by the Commune People's Committee. When receiving support, people must present their citizen identification or legal documents as prescribed by law; in case of receiving on behalf of a minor, a valid power of attorney or birth certificate is required. In case of loss of identity documents, confirmation from the village chief or head of the residential group is required. The commune's specialized department or an officer assigned by the commune-level People's Committee shall preside over and coordinate with the commune-level police to check the recipients to avoid duplication.

After the support payment is completed, the Commune People's Committee directs the financial department of the commune to prepare a request for advance payment to make advance payment to the State Treasury, along with a list of people receiving cash support. The Commune People's Committee is fully responsible for the correctness and accuracy of the payment objects according to the prescribed criteria, the list of households and people receiving support.

The Department of Finance requests the People's Committees at the commune level to urgently direct specialized and professional departments to closely coordinate with local agencies, organizations and functional forces to ensure the most convenient and effective implementation. Payment is expected to be made from 2:00 p.m. on November 24, 2025.
