The National Target Program for Sustainable Poverty Reduction for the period 2021-2025 marked an important step by incorporating vocational training and job creation into a separate project. This represents a shift in the approach to poverty reduction.

Instead of simply providing direct support in the form of cash or goods, the program focuses on enhancing the capabilities and skills of poor workers, helping them create their own jobs and generate sustainable income.

Women in Pho Trach village have risen out of poverty sustainably thanks to vocational training that enhances the quality of traditional crafts.

The Pho Trach mat-making village (Phong Dinh ward, Hue City) has a long history, but at times it seemed as though it would fade away with time. In recent years, however, the appearance of this rural village has completely changed.

The women who traditionally weave mats and blankets (used as bedding for infants) have, after participating in advanced training classes, created environmentally friendly products that are popular with both domestic and international tourists.

Simultaneously, several local businesses surveyed the area, partnered with households in the craft villages, invested in modern equipment, and brought in professional design teams to directly guide the villagers in producing high-end products, meeting the increasingly high demands of customers and increasing the value of the products.

Since then, hundreds of exquisite designs created by the people of Pho Trach mat-making village from sedge grass, such as straws, bags, hats, caps, paintings, etc., have appeared everywhere, serving locals and tourists both domestically and internationally.

Previously, Ms. Pham Thi Van (residing in Pho Trach village) and many other women in the area could only rely on a few acres of rice paddies, resulting in unstable income. Since attending vocational training classes and participating in production linkages, they have become true "artisans".

"While farming, we also take advantage of the opportunity to make additional products from sedge grass, earning an extra 200,000 to 300,000 VND per day. The best part is that the market is stable; all the sedge grass we grow is bought up immediately, so we no longer have to worry about the situation of a bumper harvest leading to low prices like before," Ms. Van said excitedly.

Further north, in the mountainous areas of Hue City, in communes such as Khe Tre, Long Quang, A Luoi 1, A Luoi 2, A Luoi 3, etc., local authorities have recently been regularly coordinating with relevant agencies to organize many vocational training classes for ethnic minority people.

The people are enthusiastic about farming, livestock breeding, and traditional brocade weaving… In particular, some female workers are passionate about construction work.

In Long Quang commune, the Vocational Education and Continuing Education Center of Region 3, in coordination with the commune's People's Committee, recently launched two vocational training courses: industrial sewing and planting, caring for, and harvesting cinnamon trees, for 35 students from the Co Tu ethnic minority in the area. Of these, 18 are learning industrial sewing and 17 are learning planting and caring for cinnamon trees.

Mr. Vo Phuoc Hoa, Vice Chairman of the Long Quang Commune People's Committee, said that the commune always focuses on effectively implementing national target programs, especially the socio-economic development program for ethnic minority and mountainous areas. Opening vocational training classes right in the locality helps people conveniently learn and access vocational skills, thereby creating more job opportunities and enabling them to create stable livelihoods.

Vocational training programs in Hue City have helped many people find ways to earn a living, reduce poverty, and improve their living standards.

Mr. Nguyen Huu Phuoc, Deputy Director of the Department of Education and Training of Hue City, said that the department has provided information, disseminated knowledge, and supported vocational training for workers from poor households.

This is one of the contents of vocational education development work, supporting the search for sustainable employment for people in poor and disadvantaged areas, poor households, near-poor households, and newly-escaped-from-poverty households in the city.

The Hue City Department of Education and Training has advised the Hue City People's Committee to focus on promoting vocational training based on market demand, in order to concentrate on creating jobs for the poor.

This is considered a crucial point for reducing poverty and ensuring social security.

Specifically, in implementing Sub-project 1 of Project 4 under the National Target Program for Sustainable Poverty Reduction giai đoạn 2021-2025 (according to Decision 90/QD-TTg), the sector has disseminated information through conferences, seminars, and media coordination to promote the Party, State, and local policies on vocational education.

The career counseling event helped many young people in the mountainous areas of Hue City have the opportunity to choose a career for the future.

In addition, focus on the role and importance of vocational training for poor households, rural workers, and young people who have completed their military service.

"In the coming time, Hue City will continue to promote awareness campaigns on poverty reduction and enhance understanding of the importance of training highly skilled human resources," Mr. Nguyen Huu Phuoc shared.

This includes focusing on developing and supplementing new vocational training programs that integrate knowledge, practical skills, and teamwork; innovating programs and methods, and diversifying training formats to suit learners and business needs.

Furthermore, it is necessary to improve the capacity to forecast the demand for highly skilled human resources, with a focus on the agricultural sector; promote socialization and create conditions for organizations and businesses to participate in vocational training; and enhance the effectiveness of linkages between businesses, management agencies, and vocational education institutions.

The number of people receiving vocational training in Hue City has increased significantly over time.

In 2022, Hue City had 1,402 rural workers who completed vocational training courses. In 2023, there were 2,806 workers receiving vocational training under national target programs.

In 2024, there were 12,843 people participating in basic and short-term (under 3 months) training programs under national target programs.

Diverse training courses, especially those in agriculture, help people in mountainous areas and ethnic minorities find employment and gradually escape poverty. Information dissemination, propaganda, and vocational training support help reduce poverty, raise awareness, and encourage people to proactively improve their lives.
