Ministry of Science and Technology's Data Strategy to 2030 - Vision of National Knowledge Infrastructure in the Digital Age

On October 12, 2025, the Minister of Science and Technology signed and issued Decision No. 3152/QD-BKHCN approving the Ministry's Data Strategy to 2030. The strategy identifies data as a strategic infrastructure and important resource for the development of science, technology, innovation and digital transformation, creating the basis for building a unified and effective data ecosystem throughout the industry.

The strategy identifies data as a strategic infrastructure and important resource for scientific and technological development, innovation and digital transformation.

Data - The infrastructure of scientific development and innovation

In the context of science, technology and innovation becoming key driving forces for development, data governance is considered the "bloodline" of the state management system, helping to make accurate decisions, allocate resources effectively, promote cooperation and enhance national competitiveness. This data strategy of the Ministry of Science and Technology is built on the core view of "Data is strategic infrastructure", reflecting the Ministry's pioneering vision in realizing digital government, digital economy and digital society, making Vietnam a leading center for science, technology, innovation and digital transformation data in Southeast Asia.

The highlight of the Strategy is the strong transformation in leadership and management methods, from a reporting-based management model to management based on data, evidence and real-time analysis. The Ministry of Science and Technology will strengthen the integration of statistical data, assessment data, warnings, and progress monitoring to promptly serve the direction work. At the same time, the provision of public services and administrative procedures will be completely transferred to the digital environment, ensuring "data is entered only once" and automated throughout the process, both saving time and improving the quality of service for people and businesses.

A highlight of the Strategy is that science and technology data is not only used for management purposes but also as an open resource to promote innovation. The public-private partnership model is encouraged to mobilize social resources in collecting, processing and sharing data, aiming to build a "national data power" to serve research, technology development and effective state management.

The strategy also emphasizes standardizing data according to national and international standards, ensuring interoperability with ministries, branches, localities and international organizations; at the same time, building shared catalogs, standards on governance, open data, research data, public administration data and executive data. The S&T data infrastructure will be developed in a safe, secure direction, complying with national data sovereignty , flexibly combining cloud computing and national data centers to optimize costs and ensure network security.

The Strategy's vision to 2030 demonstrates the determination of the Ministry of Science and Technology to become a pioneer in digital government, leading the ecosystem of science, technology, innovation and national digital transformation data. Science and technology data is positioned as a valuable national asset, the country's digital knowledge foundation, contributing to making Vietnam an innovative country based on knowledge, technology and data.

The specific objectives of the Strategy demonstrate the broad vision and the connection between data development, administrative reform and digital transformation. By 2030, 100% of online public services of the Ministry of Science and Technology will be provided in full; all administrative records and data will be digitized, completely replacing paper copies; 5,000 open data sets will be published to serve the research community, businesses and people. At the same time, 100% of staff in the entire science and technology sector must have the capacity to use, analyze and exploit data in management, operation and policy making.

Nine key task groups - Pillars for the national data ecosystem

To realize these goals, the Ministry of Science and Technology has identified nine key groups of tasks, including: Completing the legal corridor; developing data infrastructure; creating and standardizing data; developing data applications; ensuring information security and safety; enhancing data connectivity and sharing; improving data quality and management; developing human resources; and expanding international cooperation. Each group of solutions is an important pillar, ensuring the sustainable, transparent, modern and internationally integrated development of the science and technology data ecosystem.

In addition, a special highlight of the Strategy is the formation of a "data culture" throughout the science and technology sector, considering data as the basis of all policies and activities. When data culture is spread, all decisions, plans and projects will be based on practical evidence, creating a smart, flexible and transparent operating environment.

At the same time, the Ministry of Science and Technology promotes open cooperation and data connectivity among units within the Ministry, ministries, branches, localities, research institutes, universities and enterprises, gradually building a unified and synchronous data ecosystem nationwide, while proactively participating in international initiatives on scientific data, aiming for global standards in sharing, accessing and ensuring data security.

The Ministry of Science and Technology's data strategy to 2030 is not only an action plan but also a national vision for knowledge management in the digital age. It affirms the role of the Ministry of Science and Technology in creating a knowledge data infrastructure - where knowledge is digitized, technology is connected, innovation is promoted and all policies are shaped on the basis of data.
