Accordingly, Ho Chi Minh City aims to effectively implement the Semiconductor Industry Development Strategy and the Semiconductor Industry Human Resource Development Program, core digital technologies such as artificial intelligence (AI), cloud computing, Internet of Things (IoT), big data, blockchain to turn the city into a leading regional and international semiconductor industry center.

The strategy also sets specific goals: Training at least 9,000 human resources with university degrees or higher to serve the semiconductor industry by 2030; forming and developing at least 1 research and development (R&D) center that meets international standards in the semiconductor industry and core digital technology; building and developing an innovation ecosystem in the semiconductor industry and core digital technology; attracting investment from large technology corporations in the production and research of the semiconductor industry and core digital technology in Ho Chi Minh City.
To achieve the above goals, Ho Chi Minh City has set out 6 groups of tasks and solutions for implementation, such as: Group of tasks to build and deploy specific mechanisms and policies; Group of tasks to develop infrastructure, facilities, and attract investment; Group of tasks to train and develop human resources; Group of tasks to develop the startup and innovation ecosystem; Group of tasks to promote research and development (R&D) and international cooperation, etc.
In particular, the task force develops the startup and innovation ecosystem with the content of supporting infrastructure, material - technical, services at Startup Support Centers in the city for startup activities, innovation in the field of semiconductor industry, core digital technology; Support capacity building for startup ecosystem components in the semiconductor industry with the aim of sharing experiences, ideas, seeking opportunities for creative cooperation, accessing venture capital funds, promoting products, connecting markets.

The group promotes research, development and international cooperation, focusing on international cooperation with prestigious research institutes, enterprises and organizations in countries with advanced semiconductor industries such as the US, Japan, Korea... to promote technology transfer and implement R&D projects on specialized chips and semiconductor materials. Organize international events to attract scientists and experts to the city to exchange and share experiences.
As for the group of tasks of developing infrastructure, facilities, and attracting investment, the city will invest or mobilize socialized resources and other legal capital sources to invest in and upgrade research centers and laboratories under the Ho Chi Minh City People's Committee in a modern direction, focusing on core areas of the semiconductor industry such as microchip design, semiconductor materials, and production technology for training.
The city invests or mobilizes socialized resources and other legal capital sources to build a high-performance computing center at Quang Trung Software Park (QTSC) to serve the research and development of high technologies such as artificial intelligence, microchips, and semiconductors; Expand the High-Tech Park, develop it into a Science and Technology Park, create the most favorable environmental conditions for the development of the semiconductor industry ecosystem and attract large FDI projects... and build a national shared semiconductor laboratory investment project at Ho Chi Minh City National University.
