The government gives its opinion on the draft Law on the Press.

On July 23, Prime Minister Pham Minh Chinh chaired the July specialized government meeting on lawmaking to review and provide feedback on eight lawmaking topics, including seven draft laws and the government's proposal on the 2026 legislative program.

According to the agenda at the session, the Government will consider and discuss eight items: the draft Law amending and supplementing a number of articles of the Law on Criminal Records; the draft Law amending and supplementing a number of articles of the Law on Drug Prevention and Control; the draft Law on Civil Aviation of Vietnam (replacement); the draft Law on E-commerce; the draft Law on Higher Education (replacement); the draft Law on Vocational Education (replacement); the draft Law on the Press (replacement); and the Government's proposal on the legislative program for 2026.

Opening the session, Prime Minister Pham Minh Chinh emphasized that we have gone through nearly seven months of 2025. The Government and ministries have actively and effectively carried out the work of drafting legislation. The Government has also closely and effectively coordinated with the National Assembly in building and perfecting the institutional framework.

Many legal documents have been passed, promptly serving the operation of the two-tiered local government system. Agencies continue to monitor and understand the operational process of this system, and if any difficulties or shortcomings arise, they will propose amendments and additions to suit the situation and requirements. After the laws are promulgated, the Government and ministries also promptly develop and issue implementing guidelines to ensure the laws are put into practice in a timely manner.

Following the directives of the Politburo and the Secretariat, headed by General Secretary To Lam, the Government will strive in 2025 to review the entire legal system and amend and supplement it to remove obstacles and shortcomings, promoting innovation and development.

The Prime Minister requested that leaders of ministries, government agencies, and other government bodies directly supervise and participate in the legislative process. It is necessary to urgently address practical obstacles and create favorable conditions for development.
