According to the Department of Debt Management and External Finance ( Ministry of Finance ), the total debt repayment of the Government in the first quarter was about 71,552.9 billion VND. Compared to the state budget revenue in March 2023, the direct debt repayment obligation is about 7.8%. Accumulated in the first 3 months of 2023, the direct debt repayment obligation compared to the state budget revenue is about 13.1%. The total volume of government bonds issued in March 2023 is VND 24,530 billion. In the first quarter of 2023, VND 93,957 billion of government bonds were issued, reaching 87% of the first quarter plan, equal to 23.49% of the 2023 plan. The State Treasury said that the government bond market in the first quarter of 2023 was basically favorable for capital mobilization. Although government bond trading interest rates increased slightly at times in late February and the first half of March 2023, the general trend throughout the quarter was downward. In the primary market, the basic bidding interest rate decreased and the demand for government bonds was high. Following the market situation, in recent times, the State Treasury has taken advantage of favorable market times (government bond interest rates decreased and demand for government bonds was high) to organize the issuance of government bonds with a volume appropriate to the high central budget expenditure needs in the first months of 2023 and the large borrowing needs of the central budget in 2023 according to Resolution No. 69/2022/QH15 dated November 11, 2022 of the National Assembly on the state budget estimate for 2023. In March 2023, the Government signed a foreign loan agreement with the Export-Import Bank of Korea, with a signed value of about 54.3 million USD. In the first quarter of 2023, the Government signed 3 foreign loan agreements with IFAD and Korea, with a total signed value of about 97.3 million USD. Regarding capital withdrawal, as of March 25, 2023, the Government's foreign loan withdrawal was about 6,416.4 billion VND, of which about 3,452 billion VND was disbursed and about 2,964.2 billion VND was re-lent. The Government's total domestic and foreign loans in March as of March 25, 2023 were about 24,878.5 billion VND (17,884 billion VND higher than the same period in 2022), of which loans to the central budget were about 24,783.2 billion VND and loans for re-lending were about 95.3 billion VND. Accumulated in the first 3 months of 2023, as of March 25, 2023, total domestic and foreign loans reached VND 100,373 billion (equal to 20.4% of the plan submitted to the Prime Minister), of which loans to the central budget were about VND 97,409.2 billion (equal to 15.7% of the plan), loans for re-lending were about VND 2,964.2 billion (12.6% of the plan).
