Prime Minister Pham Minh Chinh attended the National Training Conference on the organization and operation of Party organizations, government, Fatherland Front, and political organizations at the commune level (new).
The conference was connected online from the main bridge point of Ho Chi Minh National Academy of Politics to 11,000 bridges across the country with over 1.5 million delegates attending.
Director of Ho Chi Minh National Academy of Politics Nguyen Xuan Thang delivered the opening speech at the training conference.
Speaking at the opening of the Conference, Director of the Ho Chi Minh National Academy of Politics Nguyen Xuan Thang said that the Conference aimed to effectively implement Resolution No. 18-NQ/TW dated October 25, 2017 of the Central Executive Committee on a number of issues to continue to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently; concretize Resolution No. 60-NQ/TW dated April 12, 2025 of the Eleventh Conference of the 13th Party Central Executive Committee, the conclusions of the Politburo and the Secretariat on merging provincial-level administrative units, not organizing at the district level, merging at the commune level and building a model of organizing a 2-level local government; arranging socio-political organizations and mass organizations assigned by the Party and State into the Fatherland Front; implementing The task of arranging the apparatus and new commune-level administrative units must ensure progress and requirements according to Conclusion Notices No. 155-KL/TW dated May 17, 2025, Conclusion Notice No. 160-KL/TW dated May 31, 2025 and Conclusion Notice No. 163-KL/TW dated June 6, 2025 of the Politburo and the Central Secretariat.
"Given the significance and importance of this conference, on behalf of the Central Steering Committee for the implementation of Resolution No. 18-NQ/TW, I highly appreciate the spirit and responsibility of the Central agencies and units who, in a very short time, have actively and proactively prepared the training program and plan. I also highly appreciate the responsibility of local Party committees for paying attention to directing and sending cadres to attend fully and with the right composition," said Director of the Ho Chi Minh National Academy of Politics Nguyen Xuan Thang.

According to Director of the Ho Chi Minh National Academy of Politics Nguyen Xuan Thang, today's training conference is for Party committee officials at all levels, Party organizations and officials, civil servants, and public employees, especially provincial and commune-level civil servants (new after the rearrangement) on professional and technical contents related to Party building and organization, state management, organization and operation of the Fatherland Front, and commune-level political organizations (new) to grasp the policies, regulations, and instructions in organizing and implementing and resolving difficulties and problems arising in the process of rearranging the apparatus, at the same time, for Party committees, authorities, and the Fatherland Front, and political organizations at the commune level (new) to operate synchronously and simultaneously, operate smoothly, ensuring quality, efficiency, effectiveness, and efficiency as concluded in Conclusion 167-KL/TW dated June 13, 2025 of the Politburo and the Secretariat.
Accordingly, the Politburo and the Secretariat have requested the Central Committee, ministries and branches to send leaders who are members of the Party Central Committee, Ministers and Deputy Heads of Party Committees to directly compile and report. The training program focuses on professional and technical contents, regulations related to Party building and organization, state management, organization and operation of the Fatherland Front, political organizations at the commune level (new); organization of the operating apparatus of the two-level local government; issues of decentralization, delegation of power and determination of authority of Party committees, People's Councils, People's Committees at the provincial and commune levels and clearly defining the reception of tasks, authority, delegation and delegation of power to localities according to each management area of the Central Committees, ministries, branches and organizations...
