Gia Lai: Building 39 resettlement areas to serve high-speed railway project

(Chinhphu.vn) - The North-South high-speed railway project passing through Gia Lai has a route length of more than 115 km, a site clearance area of more than 323 hectares and affects about 4,435 households.

Gia Lai is rushing to clear land and resettle people for the high-speed railway project.

Gia Lai Provincial People's Committee has assigned the Provincial Land Fund Development Center to be the investor in building 39 resettlement areas and 6 reburial areas with a total area of over 171 hectares. The total implementation cost is estimated at about 2,490 billion VND, of which compensation and site clearance costs for resettlement areas account for more than 1,070 billion VND. The 4 resettlement areas that are about to start construction need nearly 147.4 billion VND in capital, including 122.3 billion VND for site clearance and about 25.1 billion VND for initial construction investment.

Gia Lai Province Land Fund Development Center said it has coordinated with 18 communes and wards where the road passes through to conduct an inventory and estimate the cost of compensation, support and resettlement. To date, the work of placing markers in 16/18 communes and wards has been deployed for 39 resettlement areas, of which site clearance has begun in 2 areas.

The center aims to start construction of the first four resettlement areas on August 19, in the villages of Hy Van (Hoai Nhon Bac ward), Tan Lap 4 (An Nhon Tay commune), Nhon Tho (An Nhon Nam ward) and Tay Vinh (Binh An commune). Notably, Tay Vinh area has completed all site clearance and land acquisition.

The provincial land fund development center said that as soon as it received the directive, the unit mobilized all technical staff to the site to measure, inventory, and prepare documents, with the goal of ensuring that the 4 resettlement areas could start construction on schedule in mid-August.

However, the process still faces many obstacles. Specifically, some newly established communes and wards after the merger still lack human resources, are passive, and have not promptly grasped the project implementation. Currently, 32/39 resettlement areas have not yet had their detailed planning at a scale of 1/500 approved. Some communes such as Tuy Phuoc Tay still face difficulties because the project route overlaps with industrial clusters, residential areas or existing resettlement areas.

To ensure the rights of people in the project area, the People's Committee of Gia Lai province has a consistent viewpoint: Prioritizing the legitimate rights of people, strictly handling acts of policy exploitation, illegal construction and requiring relevant parties to promptly complete documents and hand over boundary markers.

Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang emphasized: "The province will resolutely handle the situation of taking advantage of land acquisition and clearance for illegal construction; at the same time, request the Project Management Board to promptly hand over documents and adjust the route to suit local reality."

In addition, the Provincial People's Committee also proposed that the Ministry of Construction soon issue a specific mechanism for the exploitation of common construction materials, as well as the handling of land within the safety corridor but outside the scope of site clearance to create favorable conditions and speed up the progress of this national key project.
