Strengthening control of supply, demand and prices of construction materials in localities

The Ministry of Construction has just sent a telegram to the People's Committees of provinces and cities, requesting to strengthen control of supply and demand, construction material prices; review and publicize construction material prices, labor unit prices, construction machine and equipment prices, and construction price indexes in localities.

Implementing the Prime Minister's Official Dispatch No. 85/CD-TTg dated June 10, 2025, the Ministry of Construction has sent a document to the People's Committees of provinces and centrally run cities on solutions to strengthen management, stabilization, survey and announcement of construction material prices to meet the situation after the merger and implementation of the 2-level local government model.

In particular, the Ministry of Construction requested localities to focus on directing: Strengthening control of supply and demand, prices of construction materials; improving the quality of construction material price announcement; proactively implementing solutions to ensure supply and stabilize the construction materials market.

Currently, the Ministry of Construction has closely coordinated with the Ministry of Agriculture and Environment in developing many open policies to resolve the difficulty and scarcity of minerals for common construction materials and filling materials for construction of important national projects and works; urgent and urgent investment projects decided by competent authorities; public investment projects; and investment projects under the public-private partnership method.

Through monitoring the implementation situation in localities, the Ministry of Construction has recorded that some localities have not yet properly implemented regulations on time and date of announcement of construction material prices, labor unit prices, machine and construction equipment prices, and construction price indexes of some exploited construction materials (such as sand, stone, and fill soil) which have tended to fluctuate and increase in recent times.

In response to the request of the Government and the National Assembly's Economic and Financial Committee to continue providing guidance to provinces and cities, the Ministry of Construction requested the People's Committees of provinces and centrally run cities to focus on inspecting and directing the implementation of the tasks directed by the Prime Minister in Official Dispatch No. 85/CD-TTg, the guiding solutions of the Ministry of Construction in Document No. 5050/BXD-KHCNMT&VLXD and Document No. 7335/BXD-KTQLXD; study and implement the provisions of the Law on Geology and Minerals No. 54/2024/QH15 and related documents.

Specifically, direct the Department of Construction to focus on announcing construction material prices, labor unit prices, construction machine and equipment prices, and construction price indexes to ensure compliance with regulations on content and timing as prescribed in Circular No. 11/2021/TT-BXD dated August 31, 2021 of the Minister of Construction guiding a number of contents on determining and managing construction investment costs and guiding contents on reviewing zoning announced after implementing local mergers in documents No. 5050/BXD-KHCNMT&VLXD dated June 13, 2025 and Document No. 7335/BXD-KTQLXD dated July 24, 2025 of the Ministry of Construction.

Direct the Department of Construction to urgently coordinate with relevant local agencies and units to collect information on construction material market prices through large construction material production and trading enterprises (according to the provisions of the Law on Prices on price listing and declaration) and investors and construction contractors in the area (according to the regulations on responsibility for providing price information in Clause 6, Article 8 of Circular No. 11/2021/TT-BXD) to have a data source to serve the work of synthesizing and announcing construction material prices.

At the same time, direct the Department of Construction and relevant agencies and units to inspect and clearly identify the causes affecting the price increase of construction materials in the locality; deploy remedial solutions to stabilize the construction materials market and send reports to the Ministry of Construction for synthesis and monitoring.

In addition, direct relevant agencies to urgently review, evaluate, and synthesize the demand for construction materials in the area to adjust and supplement the local construction materials development plan; review, delimit and supplement potential mineral areas for common construction materials (sand and gravel from riverbeds, lakebeds, sea areas; construction stones; landfill, etc.) to the plan for protection, exploration, exploitation and use of mineral resources in the provincial planning submitted to competent authorities for approval; promote the issuance of licenses for mineral activities for common construction materials (group III, group IV) to increase supply, limit scarcity, contribute to preventing price increases and promptly meet the demand for material supply in the area.
