Up to now, a basic theoretical system on socialism and the path to socialism with three pillars has been formed: Socialist democracy, socialist rule-of-law state, and socialist-oriented market economy .

Vietnam moves up in happiness index

The results are that economic growth is promoted; the macro economy remains stable; inflation is controlled; major balances of the economy are ensured; state budget deficit, public debt, and national foreign debt are lower than the prescribed limit.

Social security is guaranteed; people's spiritual and material life is increasingly improved, the happiness index in 2024 increased by 11 places, ranked 54th in the world ; in 2025, it increased by 8 places compared to 2024, ranked 2nd in Southeast Asia and 46th in the world.

In that context, we carry out a "revolution" in the organization of the political system to respond to objective laws, renew traditional development and growth drivers, and promote new development and growth drivers.

Implementing the four resolutions of the Politburo on the "four pillars", including: Breakthrough in science and technology development, innovation, digital transformation; international integration in the new situation; innovation in law making and enforcement; private economic development; building resolutions on education and training, and people's health care.

At the same time, focus on implementing the arrangement of the apparatus and administrative units, putting them into operation at the provincial and commune levels simultaneously from July 1.

To do this, it is necessary to change thinking, including thinking about management, thinking about administration, thinking about administrative boundaries.

He expressed that each locality has its own differences, but the core common values of our nation are patriotism, Vietnamese culture, national love, compatriotism, love of peace, hatred of war...

In particular, it is important to transform the state of the political apparatus from passively receiving and solving people's problems, to creative businesses, proactively serving and solving people's and businesses' work and problems.

To do so, we must be close to the people, stick with the people, increase the grassroots level, listen to the people's opinions, and serve the people better. Promote decentralization and delegation of power along with resource allocation, enhance the sense of responsibility, and strengthen supervision and inspection.

In conditions of limited resources, we must unite, be unified, enjoy together, and win together, not waste material resources or development opportunities during the arrangement process.

According to the Prime Minister, the original plan was to complete it by September. However, we have done the work very quickly with the high consensus of the National Assembly and the expectations of the people. Therefore, the target is to announce the 2-level local government system nationwide by June 30 and put it into operation from July 1.

Therefore, we need to be "faster, faster, bolder, bolder to succeed, succeed, definitely succeed" in the "revolution" in organizational structure, contributing to maintaining independence, sovereignty, unity, territorial integrity, political stability, economic and social development, bringing an increasingly prosperous and happy life to the people.
