A series of solutions and support policies to quickly stabilize the people's situation, promote the recovery of production and business, actively promote economic growth, and control inflation well after storm No. 3, were clearly stated by the Government in Resolution No. 143 just issued.
Storm No. 3 (super typhoon Yagi ) is the strongest storm in the past 30 years in the East Sea and in the past 70 years on land, with many unprecedented characteristics. When entering Vietnam, it caused 329 deaths and missing people and caused preliminary damage of about 50,000 billion VND.
Exemption and reduction of taxes and fees and consideration of exemption and reduction of bank loan interest
To support the recovery of production and business, the Government directed the Ministry of Finance to urgently implement policies to exempt, reduce, and extend taxes, fees, land rents, water surface rents, etc. for those affected and damaged by storms, floods, landslides.

The State Bank needs to direct credit institutions to proactively calculate support plans, restructure debt terms, maintain debt groups, consider exempting or reducing interest rates for affected customers, develop new credit programs with appropriate preferential interest rates, and continue to provide new loans to customers to restore production and business after the storm.
The Government requested the Ministry of Industry and Trade to study the application of electricity prices for tourist accommodation establishments equal to the electricity prices for production.
Regarding the group of key tasks and solutions on preparing to respond to natural disasters, storms, floods, landslides, etc. in the coming time, the Government assigned the Ministry of Agriculture and Rural Development and localities to review villages and families whose houses were buried, and resettle villages and houses for people to safe places.
This must be completed by December 31st at the latest.
Weak, damaged, risky, and high-risk irrigation works, dykes, dams, and reservoirs also need to be reviewed to develop a plan to allocate budget capital for repair, reinforcement, upgrading, and new construction, ensuring requirements for prevention, response, and response to natural disasters, storms, and floods.

The Ministry of Natural Resources and Environment is assigned to investigate and survey the flooding situation at locations where landslides have occurred and are occurring; and to delineate in detail areas at risk of landslides for warning purposes.
The Government directed research and proposed a plan to use a portion of the flood prevention capacity above the normal water level of large, important reservoirs to enhance the ability to reduce floods downstream when emergency and unusual situations occur.
Besides, it is necessary to strengthen the capacity to forecast and warn of natural disasters, storms and floods; and build a natural disaster warning information system.
Strictly handle speculation and price increases of essential goods
In the group of tasks and solutions on mechanisms, policies, and solutions to reduce and simplify administrative procedures to implement support policies, the Government requests the Ministry of Construction, ministries, agencies and localities to review and study the reduction of administrative procedures in construction investment management.
Localities should study and designate shortened bidding for packages that need to be implemented to immediately overcome or promptly handle the consequences caused by storm No. 3 and the floods after the storm.

In order to control inflation and promote economic growth, the Government requires ministries, sectors and localities to have solutions to stabilize prices of essential goods and raw materials for people's lives and production and business; strictly handle acts of speculation, hoarding, price increases and price manipulation.
In addition, according to the Government, it is necessary to promote agricultural production, ensure abundant food supply, especially in areas heavily affected by storms, floods, and natural disasters, and absolutely not allow food shortages to occur in the last months of the year.
Continuing to promote savings, thoroughly saving regular expenditures to reserve resources for ensuring social security, overcoming the consequences of natural disasters, supporting people and investing in development; drastically speeding up the construction progress of important and key national projects... is also a task thoroughly implemented by the Government.
At the request of the Government, ministers, heads of sectors and local leaders need to synchronously, promptly and effectively implement support policies to ensure strictness, avoiding loss, waste, negativity and group interests.
Before September 20, localities need to complete damage statistics and propose support from the central budget to send to the Ministry of Finance, the Ministry of Agriculture and Rural Development, and the Ministry of Planning and Investment for synthesis and submission to the Prime Minister for consideration and support decision.
