Prime Minister Pham Minh Chinh chaired the Government's special session on law-making in August 2025 to review and comment on 15 draft laws and 1 policy document of the draft law.
Attending the meeting were members of the Politburo , members of the Party Central Committee, Deputy Prime Ministers, Deputy Secretaries of the Government Party Committee; ministers, heads of ministerial-level agencies and government agencies; leaders of ministries, ministerial-level agencies and government agencies.
According to the program, under the direction of the Deputy Prime Ministers in charge of the field, the Government members will discuss and give opinions on: Draft Law on amending and supplementing a number of articles of the Land Law; Draft Law on amending and supplementing a number of articles of the Law on Geology and Minerals; Draft Law on Judicial Expertise (replacement); Draft Law on Disease Prevention; Draft Law on Population (amended); Draft Law on Deposit Insurance (amended); Draft Law on Savings and Anti-Waste; Draft Law on Cyber Security; Draft Law on Planning (amended); Draft Law on Digital Transformation; Draft Law on amending and supplementing a number of articles of the Law on Technology Transfer; Draft Law on amending and supplementing a number of articles of the Law on Intellectual Property; Draft Law on amending and supplementing a number of articles of the Law on International Treaties; Draft Law on Press (amended); Draft Law on Personal Income Tax; Policy dossier Draft Law on Tax Administration (amended).
The Prime Minister requested that ministers and heads of ministerial-level agencies need to make greater efforts and determination, act more resolutely, effectively and efficiently in the work of building and perfecting institutions, focusing on leadership, direction and support for subordinates in building draft laws...
Speaking at the meeting, Prime Minister Pham Minh Chinh stated that the work of building and perfecting institutions is one of the three strategic breakthroughs. Since the beginning of the term, the Party, State and Government have paid great attention to, focused on leading, directing and implementing the law-making and enforcement in a drastic, synchronous and effective manner, achieving many important results, contributing to the overall achievements of the country. However, institutions are still the "bottleneck of bottlenecks", so it is necessary to turn the situation around, change the status, and turn institutions into a national competitive advantage.
Recently, at the thematic meeting of the Central Steering Committee on perfecting institutions and laws (August 5, 2025), General Secretary To Lam directed: Building and perfecting institutions and laws and inspecting and supervising the organization of law enforcement must become a central, continuous and regular task of all levels, sectors and localities.
Emphasizing the important role of the leader and stating that from the beginning of the term, the Prime Minister requested that ministers and heads of ministerial-level agencies directly direct the work of building and perfecting institutions. He requested the Government Party Committee's Inspection Commission to inspect this content.
The Prime Minister requested that ministers and heads of ministerial-level agencies make greater efforts and determination, act more resolutely, effectively and efficiently in the work of building and perfecting institutions, focus on leading, directing and supporting subordinates in drafting laws, innovate working methods towards cutting down on cumbersome and unnecessary administrative procedures, focus on immediately removing difficulties, obstacles and legal bottlenecks, thereby mobilizing resources, contributing to achieving the GDP growth target of 8.3-8.5%. this year and double digits in the coming years, achieving the two 100-year goals set.
The Prime Minister asked the delegates to concentrate their intelligence and promote a high sense of responsibility during the exchange, discussion, presentation of reports, and brief comments, focusing on important issues. For different opinions, the Government's opinion should be sought.
The Prime Minister said that at the upcoming 10th session of the 15th National Assembly, the Government is expected to submit to the National Assembly about 112 reports, records, and documents, including 47 draft laws and resolutions.
These are extremely important and necessary contents, aiming to perfect the legal framework, improve the effectiveness and efficiency of state management activities in very important fields; create an open and favorable legal environment for people and businesses; ensure the legitimate rights and interests of people and businesses, harmonize the interests between the State, people, businesses, between the interests of our country and those of partners.
The Prime Minister stated that the dossiers and draft laws need to clarify the contents to be omitted, amended, supplemented, and completed, the contents to reduce administrative procedures, decentralize and delegate power, issues with different opinions, and other issues that need to be reported to the Government for direction.
The Prime Minister requested the delegates to concentrate their intelligence, promote a high sense of responsibility in the process of exchanging, discussing, presenting reports, giving brief opinions, focusing on important issues, and asking for the Government's opinion on different opinions; the drafting agencies continue to seek public opinions, consult experts, scientists, practical activists, and refer to international experience to complete the dossiers and draft laws, closely coordinate with relevant agencies to submit to the National Assembly to ensure progress and improve quality.
