The Government submitted to the National Assembly for approval the Quy Nhon - Pleiku Expressway Project with a capital of 43,734 billion VND.

The Quy Nhon - Pleiku expressway construction investment project is about 125 km long, with 4 lanes and a design speed of 100 km/h, divided into 2 component projects in the form of public investment.

The Government has just issued Document No. 424/TTr - CP to the National Assembly on the Pre-Feasibility Study Report of the Quy Nhon - Pleiku Expressway Construction Investment Project.

Accordingly, the Government submitted to the National Assembly for decision on the investment policy of the Quy Nhon - Pleiku Expressway Construction Investment Project with the goal of investing in a new expressway, approximately 125 km long, 4 lanes, design speed of 100 km/h, divided into 2 component projects in the form of public investment.

The project starts at National Highway 19B in An Nhon Town, Binh Dinh Province; ends at Ho Chi Minh Road in Pleiku City, Gia Lai Province; of which the section passing through Binh Dinh Province is about 40 km, and the section passing through Gia Lai Province is about 85 km.

The total preliminary land area occupied by the Project is about 942.15 hectares, including rice land of about 189.92 hectares (of which rice land for growing 2 or more crops is about 181.31 hectares); forestry land of about 257.35 hectares (of which upstream protection forest land is about 94 hectares); other types of land according to the provisions of land law are about 494.88 hectares.

The number of households affected by the Project is about 491 households; site clearance is carried out for the entire route with a scale of 4 lanes according to the plan.

The preliminary total investment of the Project is 43,734 billion VND, invested by state budget capital allocated from increased revenue, state budget savings in 2024, central and local budget sources for the period 2021-2025 and the period 2026-2030.

The project is expected to prepare for investment and implementation from 2025, and complete the project in 2029.

In Submission No. 424, the Government proposed that the National Assembly approve the policy of converting forest use to other purposes of about 257.35 hectares to implement the Project; assigning the Provincial People's Council to be responsible for determining accurate data to carry out the conversion of forest use to other purposes according to regulations.

The proposed project is divided into 2 component projects. Of which, Component Project 1: the section through Binh Dinh province from Km0+000 - Km40+000 has a length of about 40 km, with a preliminary total investment of about 18,054 billion VND; Component Project 2: the section through Gia Lai province from Km40+000 - Km125+000 has a length of about 85 km, with a preliminary total investment of about 25,680 billion VND.

The Government plans that the People's Committee of Binh Dinh province will be the managing agency of Component Project 1; the People's Committee of Gia Lai province will be the managing agency of Component Project 2.

The project plays an important role in socio-economic development, ensuring national defense and security of the Central Highlands and South Central Coast in particular and the whole country in general; the investment scale is large, the technical requirements are complex, so in order to successfully implement and soon complete the entire project as scheduled, it is necessary to apply a number of specific and special policies.

Based on the research and review of specific mechanisms and policies decided by the National Assembly for a number of expressway projects, railway projects and the characteristics of the Project, the Government proposed to allow the application of 9 mechanisms and policies, including: 3 policies have been applied to the Khanh Hoa - Buon Ma Thuot Expressway Construction Investment Project; 5 policies have been applied to the Lao Cai - Hanoi - Hai Phong Railway Construction Investment Project and 1 policy has been applied to the North - South High-speed Railway Project.

It is known that the Quy Nhon - Pleiku expressway belongs to the East - West corridor and plays a particularly important role in the socio-economic development strategy and ensuring national defense and security of the Central Highlands and the Central Coast region; is the route connecting international border gates, large urban areas and seaports; connecting the Central Highlands with the South Central Coast region; connecting with the Southern Laos and Northeastern Cambodia regions and is the gateway to the sea of the Cambodia - Laos - Vietnam development triangle.

Currently, the road traffic infrastructure connecting Gia Lai, Kon Tum to Binh Dinh via National Highway 19 is the shortest.

Although National Highway 19 has just been upgraded and basically renovated to meet the standards of a grade III road, there are two locations on the route, An Khe Pass and Mang Yang Pass, which are winding and dangerous, so meeting the demand for transporting large quantities of passengers and goods, especially imported and exported goods from Kon Tum and Gia Lai provinces through the Binh Dinh seaport system is limited, the average speed is only about 40 - 50 km/h, the transportation time from Quy Nhon City (Binh Dinh Province) to Pleiku City (Gia Lai Province) takes about 3.5 - 4 hours.

According to forecasts, by 2030, the total transportation demand on the corridor connecting Gia Lai with Binh Dinh will average about 16,000 - 23,000 converted vehicles/day and night; while the existing National Highway 19 can only meet about 11,000 - 12,800 converted vehicles/day and night.

Therefore, the early formation of the Quy Nhon - Pleiku expressway with high speed, safety and large traffic capacity is necessary, as a premise and driving force to exploit the potential and advantages of the Central Highlands region, promote and take advantage of the advantages of the Binh Dinh seaport system in particular and the South Central Coast region in general.
