Conquering "digital citizens" with the Digital Literacy Platform

Digital literacy is a movement that is being strongly promoted so that all people can learn together, become "digital citizens", and have the capacity to participate and integrate in the digital transformation process.

People can access the Digital Literacy Platform at binhdanhocvuso.gov.vn to participate in courses ranging from “digital literacy” to advanced digital skills courses.

Help people proactively "eliminate digital illiteracy"

The Digital Popular Education Platform at binhdanhocvuso.gov.vn has been put into operation nationwide since April 1. The platform offers many courses, and people can choose suitable courses. To participate in courses on this platform, people must log in to the system with a VNeID account.

Each lesson in the course will include 2 main types of learning materials, including pre-reading materials and lecture videos . Lecture videos are the main content that helps learners acquire knowledge. Lecture videos will only be opened when the official course starts. A lesson can include one or more videos and learners need to study in the correct order as arranged in the roadmap. The system will not allow to study the next lesson before completing the previous lesson.

Member of the Provincial Standing Committee, Vice Chairman of the Provincial People's Committee DUONG MINH DUNG, emphasized: “Dong Nai is one of the leading localities in the country in socio -economic development. The Digital Literacy Movement therefore needs to be implemented strongly, synchronously, substantially and sustainably - from urban to rural areas, from offices to schools, from businesses to households. We are facing a great opportunity to create a strong change in digital awareness and capacity among the entire population. This is not only the task of the government, but also the responsibility and rights of every citizen. Let's act together so that "every citizen is a digital citizen", so that Dong Nai is not only a developed industrial province, but also a bright spot in the journey of building a digital society".

For each course, after completing online learning, learners will take a final exam at the end of the course. This exam will be automatically opened by the system when learners have completed all the content according to the roadmap. This data will be stored. Learners can also proactively arrange their learning roadmap to suit their personal time and work conditions.

Currently, the School of Information and Communication Technology (Hanoi University of Science and Technology - the unit coordinating the development of the binhdanhocvuso.gov.vn platform) has provided 6 courses including: basic knowledge of information security; raising awareness of safety in digital space; mastering AI with Prompt Engineering; Scratch programming; Artificial intelligence summer camp: Kidemy's AI; Children get acquainted with the world of IT: Building Roblox games.

Dong Nai has a course on the Digital Popular Education platform

The binhdanhocvuso.gov.vn platform allows organizations, ministries, branches and localities to provide online courses.

Director of the Department of Science and Technology Ta Quang Truong said that the Department of Science and Technology has provided a course on this platform. That is the course on Protecting Personal Information Security in the Digital Environment, which was uploaded on May 1 and opened on May 19.

The course aims to help learners raise awareness, build and develop digital skills; grasp basic knowledge about information security, protect personal accounts in the digital environment; tips and skills on handling information security in accessing the platform. The course also helps people to proactively protect themselves from dangers on the internet such as: online fraud, theft of personal information, malware, etc.

Currently, there are 5 organizations, ministries, branches and localities that have put the course on the binhdanhocvuso.gov.vn platform, including: School of Information and Communication Technology (Hanoi University of Science and Technology), Ministry of Construction, Ca Mau Provincial Police, Department of Administrative Police for Social Order (Ministry of Public Security), Department of Science and Technology of Dong Nai province.

The course content includes 3 parts: overview of information security; information security protection skills (information security protection skills on computers, information protection skills on phones, information protection skills on digital applications); forms of fraud, forgery and prevention (forms of high-tech fraud, related to forgery and information theft, forms of impersonating agency and state identities).

Director of the Department of Science and Technology Ta Quang Truong said: “To transform digitally, we must first have digital people. In which, the force of cadres and civil servants is the center to spread digital transformation activities.”

Therefore, at the launching ceremony of the Digital Popularization Movement, members of the Steering Committee on Science and Technology Development, Innovation, Digital Transformation and Project 06 (taking place on May 23) committed to: being a pioneer and exemplary model, proactive in learning, improving knowledge and skills in applying digital technology to meet the requirements of innovation; pioneering and taking the lead in organizing, guiding and effectively implementing the activities of the Digital Popularization Movement at agencies and units; mobilizing all resources to create learning conditions for civil servants and employees at the unit.

In fact, in recent times, Dong Nai province has implemented many activities of the Digital Literacy Movement, which have been actively responded to and implemented by many units. Typically, the Provincial Party Committee Office and the Department of Science and Technology organized a Conference to disseminate knowledge and skills in using artificial intelligence (AI) for officials and civil servants of Party and mass organizations in the province; the Provincial Police coordinated to organize training on AI for nearly 1,000 police officers and soldiers in the province; many universities and high schools have trained teachers in applying AI in teaching...

Mr. Ta Quang Truong said that Dong Nai's goal is to popularize AI to the entire population. In addition to putting the above course on the binhdanhocvuso.gov.vn platform, the Department of Science and Technology will continue to develop courses and post them on appropriate platforms.
