A year ago, the implementation of the two-tiered local government model was seen as a groundbreaking step to streamline the administrative apparatus, improve the effectiveness and efficiency of state management, and bring the government closer to the people. To date, the benefits of this model have gradually been confirmed in practice.

At the Nha Bich Commune Public Administrative Service Center, citizens receive attentive guidance, and many procedures are resolved directly at the center without going through intermediaries as before. After nearly a year of operation, the center has received nearly 6,000 applications, with a timely resolution rate of 99.9%. The results of the electronic service quality assessment for citizens and businesses reached 97.72 points, ranking 3rd out of 95 commune-level units in the city. These figures not only reflect the effectiveness of administrative reform but also show a clear change in people's perceptions.

As one of the residents who came to the Nha Bich Commune Public Administration Center to handle the mortgage removal procedure, Mr. Nguyen Thanh Nhat, residing in Hamlet 3, Nha Bich Commune, was very surprised that it was completed in less than 5 minutes. The staff provided enthusiastic guidance, and the documents were processed quickly and efficiently, eliminating the need for multiple trips as before. "I find the current way of working very convenient for the people and I am truly satisfied with the quality of service in the locality," Mr. Nhat shared.

Positive feedback from the public demonstrates the clear effectiveness of decentralization and delegation of power, bringing the government closer to the people, while also enhancing the accountability of grassroots officials in performing their duties.

Besides facilitating administrative procedures, the two-tiered local government model also opens up new development opportunities for communes by granting them additional authority, resources, and responsibilities.

According to the medium-term public investment plan for the period 2026-2030, Nha Bich commune is expected to be allocated over 504 billion VND to implement 35 infrastructure and social welfare development projects. To date, the locality has approved 16 projects with a total investment of over 120 billion VND. Many ongoing projects have received high levels of support from the people, including the project to renovate a school that has been abandoned for many years into a community center.

The assessment of the quality of service provided to citizens and businesses in the electronic environment yielded a score of 97.72 points, ranking 3rd out of 95 commune-level units in the city.

According to Mr. Thai Thanh Hai, Secretary of the Party Branch of Hamlet 1, Nha Bich Commune, local people are particularly pleased with the projects that directly serve the needs of the community.

Guidance from the Party Committee and People's Committee of the commune to the hamlets is implemented quickly because one intermediate level has been eliminated. The government is closer to the people, understanding their thoughts and aspirations more promptly, thus gaining strong support from the community. Regarding the project to renovate the abandoned school into a community center, the people are very pleased because this area has long lacked a place for cultural and sports activities. The commune hopes the project will be implemented on schedule and with guaranteed quality so that it can be put into use soon to serve the people.

The two-tiered local government model is a major and correct policy of the Central Government aimed at building a service-oriented administration that puts citizens and businesses at the center. In Nha Bich commune, after nearly a year of implementation, the biggest result achieved is the satisfaction of the people and businesses.
