A report from the Department of Science and Technology of Khanh Hoa province said that the province has effectively implemented new documents from the Ministry of Science and Technology , including Decision No. 1442/QD-BKHCN dated June 24, 2025 of the Ministry of Science and Technology. Accordingly, the province has announced 99 new administrative procedures (TTHC) under the jurisdiction of the Provincial People's Committee (Decision No. 1829/QD-UBND dated June 27, 2025); revised and supplemented the codes of 07 TTHC (Decision No. 1883/QD-UBND dated June 29, 2025).
From July 1, 2025, after the two-level government officially operated, the Provincial People's Committee authorized the settlement of 51 administrative procedures in the following fields: Intellectual property (19), Nuclear radiation safety (03), Science and technology activities (14), and Quality measurement standards (15). Along with that, the Department of Science and Technology submitted to the Provincial People's Committee a draft decision to authorize the settlement of 04 more administrative procedures in the field of science and technology and 20 administrative procedures in the field of radio frequencies. At the same time, Khanh Hoa province also proactively cut at least 30% of the time, compliance costs and business conditions, of which 16 administrative procedures in the field of quality measurement standards have been shortened by 20 - 50% of the processing time.
Regarding infrastructure, the province's data transmission network system has been maintained stably, ensuring connectivity from the provincial to communal levels, helping to effectively deploy online public services. Important platforms and applications have been deployed synchronously. Thanks to that, many public services achieved a very high rate of online records in August 2025, such as: Marriage registration (99.29%), marriage registration with foreign elements (87.5%), and issuance of pharmaceutical practice certificates (100%).
However, the process of decentralization and delegation of authority in the field of science and technology in Khanh Hoa still has some difficulties and problems such as: The facilities serving professional work are not yet synchronized; some inspection and testing equipment are old and do not meet the technical requirements according to new standards. Information technology infrastructure is also limited, some online file management software is overloaded, the transmission speed is slow, affecting the progress of file processing. In addition, the updating of data on science and technology tasks and research results into the national database is still slow, causing difficulties in searching, sharing and exploiting information.
At the meeting, Mr. Pham Quoc Hoan, Director of the Department of Science and Technology of Khanh Hoa province, proposed that the Ministry of Science and Technology soon issue synchronous regulations on standards for connection and data sharing between science and technology task management systems; support localities in upgrading IT infrastructure, especially specialized software to reduce the burden on professional agencies and create maximum convenience for people and businesses.
Highly appreciating the implementation results of Khanh Hoa in operating the two-level government model, especially in handling administrative procedures, Mr. Tran Quang Hung, Deputy Director of the Department of Intellectual Property, Head of the Working Group, requested the members of the Working Group to answer and guide the immediate handling of difficulties and questions in the following areas: Intellectual property, quality measurement standards, nuclear radiation safety, administrative procedures, digital transformation and information technology application. In addition, the Group continued to synthesize recommendations, synthesize to report to the Ministry's leaders and transfer to specialized units for research, propose timely support solutions for recommendations beyond their authority.
The results of the working trip to Khanh Hoa will be the basis for the Ministry of Science and Technology to synthesize and advise the Government to continue perfecting the legal corridor and mechanisms to effectively implement the two-level local government model, associated with the task of delimiting authority, decentralization, and decentralization in the fields of science and technology, innovation and digital transformation.
