Comrade Phan Duc Tu - Party Secretary, Chairman of the Board of Directors, Head of the BIDV delegation spoke at the discussion session in the group.
Promoting the role of a key State financial institution, with the responsibility of a Party Committee directly under the Government Party Committee, the BIDV Delegation has made thorough and methodical preparations, demonstrating a proactive and responsible spirit and is ready to make the highest contribution to the success of the Congress.
BIDV has made important contributions: Participating in giving opinions on Congress documents; introducing technological achievements serving digital transformation and green transformation of the economy ; undertaking the reception duties serving the Congress.
BIDV Party Committee sent a paper to the Congress with the title "The Party Committee of Vietnam Joint Stock Commercial Bank for Investment and Development leads the BIDV system to fulfill its role and responsibility as a State financial institution in the green transformation in Vietnam".
The presentation clearly demonstrated BIDV's pioneering spirit in implementing the Party's major policies, affirming the bank's leading position in financing key national projects in a sustainable manner through a "dual" strategy of digital transformation in parallel with green transformation in banking operations and capital supply, and technology support for the economy.
On the afternoon of October 12, 2025, at the group's discussion session, the BIDV delegation once again presented recommendations to enhance the fighting capacity and comprehensive leadership role of the Party organization in enterprises in particular and the economy in general.
With the experience and position of a pioneering bank in green transformation through a series of projects: Issuing green bonds, green credit, green deposits, practicing ESG culture internally and consulting with the community, with the responsibility of a key state financial institution... BIDV has also made recommendations to contribute to green transformation towards sustainability:
Firstly, it is recommended that the Party and Government direct the early development of the National Green Transformation Project for the period 2026 - 2030 and vision to 2050, in which a fundamental green transformation pillar system is built, based on international experience and adjusted to suit Vietnam's practical conditions. The role of the State is central, ensuring both strategic orientation and legal and financial mechanisms to mobilize and allocate resources for green transformation.
Second, the Government builds a list of key focus areas to concentrate resources on green transformation.
Third, perfecting the policy framework for green economy, including policies on green growth, circular economy, energy transition and climate change response...
Fourth, Vietnam needs to increase investment in technology infrastructure to improve urban management capacity, reduce emissions, and identify climate change risks.
Fifth, pay attention to developing the green financial market. In Vietnam, green finance needs more attention, especially the corporate bond market, stock market, investment fund, derivatives market and carbon market.
Sixth, promote international cooperation in green transformation to mobilize international capital; learn and transfer experience and technology; build and implement common standards, norms and common practices...
With the position of a leading State financial institution in Vietnam, BIDV Party Committee directs the entire system to strive to fulfill its mission by promoting the development of green credit and green bonds, implementing the ESG strategy strongly and consistently, realizing the goal: "Becoming a leading "Large - Strong - Green" banking and financial group in Southeast Asia, Top 100 largest banks in Asia by 2030; Top 50 by 2045" as stated in the Resolution of the BIDV Party Congress for the 2025 - 2030 term.
