The signing ceremony was held in a combination of live and online formats, connecting to the entire Agribank branch system nationwide and the tax authorities of provinces and cities. The event was also broadcast live on Agribank's official fanpage, spreading information to the channels of 129 branches, showing the scale of synchronous implementation from the central to local levels right on the first day of launch.
Agribank brings banking services to where people need them most
According to representatives of both sides, this agreement not only has significance in terms of professional coordination, but also demonstrates high unity in vision and responsibility for modernizing tax management, promoting the digital economy , as well as creating a foundation for sustainable development of the private economic sector, of which business households are a large and unique force.
The Tax Department said that on October 31, 2025, the unit issued Decision No. 3352/QD-CT on implementing the campaign "60 peak days of converting from lump-sum tax to declared tax". This is identified as a key content to concretize Resolution 68-NQ/TW of the Politburo on private economic development, towards a more modern, fair and transparent management model.
In that context, Agribank's participation in accompanying the Tax sector is considered an important supplement, creating favorable conditions for business households in opening accounts, making electronic tax payments, accessing suitable payment products, and gradually getting acquainted with new management methods.
Speaking at the signing ceremony, Mr. To Huy Vu, Chairman of the Board of Directors of Agribank, affirmed the role and responsibility of the State commercial bank in accompanying the major policies of the Party and State.

According to Mr. To Huy Vu, Agribank is currently a 100% state-owned bank, with the widest network in the Vietnamese banking system with more than 2,200 branches and transaction offices nationwide. From the plains to the mountains, from the border to the islands, Agribank is present in places with difficult socio-economic conditions, with the mission of promoting comprehensive finance, "bringing capital and banking services closest to the people".
For nearly four decades of development, Agribank has been closely associated with the agricultural and rural economy, production and business households. This has created a unique identity for a bank with a strong service imprint, and is also a pioneer in implementing many major State programs in the finance and banking sector.
The head of Agribank believes that changing the tax management method is not only an administrative requirement, but also opens up opportunities for business households to gradually improve their management capacity, standardize operations, access modern financial products and operate according to a more civilized model.
However, Chairman To Huy Vu also frankly acknowledged that this process is not simple, especially for small businesses in rural, remote and isolated areas - where technology infrastructure and digital skills are limited. Therefore, the need for "hand-holding" support, specific guidance and persistent companionship is very clear.
With the advantage of a wide network and long-term relationship with the people, Agribank is identified as the suitable unit to work with the Tax sector to bring policies closer to reality, helping taxpayers to easily access and implement.
Coordination goes into substance, focusing on taxpayers
According to the cooperation agreement, Agribank and the Tax Department will jointly implement a series of key tasks.
First of all, it is to support business households in opening bank accounts, registering and using electronic tax payment services. At the same time, the two sides coordinate to integrate payment solutions with electronic invoices, promoting the use of cash registers in accordance with the law.
At the same time, Agribank and tax authorities at all levels will organize direct consultation points at the grassroots level to guide business households in declaring and paying taxes according to the new method. Communication activities will also be promoted to help people understand the objectives, meaning and implementation methods.
The Chairman of the Board of Directors of Agribank emphasized that supporting business households in converting their tax models is not only a professional task but also a social responsibility of the State-owned commercial bank. This is a long-term commitment, associated with the mission of developing the country's economy and society.
To deepen the cooperation agreement, Mr. To Huy Vu requested Directors of Agribank branches nationwide to thoroughly grasp the spirit: consider this a key political task in the current period.
Each branch needs to proactively work with the Tax Department and local Tax Department, establish a business support team, and develop specific weekly and monthly action plans. Reporting is also required to be done seriously and regularly so that the Head Office can promptly grasp the situation and provide unified direction.
Speaking at the event, Mr. Mai Son, Deputy Director of the Tax Department, highly appreciated the results that Agribank has achieved in cooperating with the Tax sector in budget collection over the past years, especially technological solutions.

According to Mr. Mai Son, banking solutions have made an important contribution to connecting finance - tax - customs - treasury and commercial banks, thereby strongly supporting the reform and modernization process of the tax sector.
Deputy Director Mai Son said that when working with leaders of Agribank and VNPAY Company, they focused on discussing a solution package for business households. The tax sector highly appreciated this solution package because of its high integration, from sales management to tax declaration and automatic payment, creating a "closed" process.
According to Mr. Mai Son, the highlight of the solution is that business households do not have to use many separate software, but can perform operations on a unified platform, thereby reducing compliance costs and increasing convenience.
The Tax sector aims to comprehensively digitize management work, supporting taxpayers to fulfill their obligations to the state budget in a convenient and transparent manner. In the context of business activities increasingly going beyond the concept of "physical location", the requirement for payment solutions and technology management becomes more urgent.
