On the afternoon of December 3, Hue City Party Committee held a conference to evaluate the operation of the two-level local government model after 5 months of implementation.

The report at the conference said that after implementing the two-level local government model, the political system from the city to the grassroots level has been basically improved and its operations have become more orderly. In specialized agencies, tasks are assigned more clearly; the functions and responsibilities of each unit are fully and effectively implemented. The coordination between the commune and ward levels and the city level is also closer, helping to promptly handle issues arising in state management.

Director of the Department of Home Affairs Nguyen Van Manh said that from July 1, 2025, the Hue City Party Committee will have 5 advisory agencies and 1 affiliated public service unit. The City People's Committee will reduce to 14 specialized agencies (6 units), corresponding to a 30% reduction in staff and 20% reduction in the number of city-level departments. 133 commune-level administrative units will be reorganized into 40 units (21 wards, 19 communes). The regimes and policies for cadres after the reorganization will be implemented promptly and in accordance with regulations.

As of October 31, 2025, the whole city has 690 public service units, of which 15 are city-owned public service units; 111 are department-owned public service units; 1 is other administrative organization-owned public service unit; 13 are branch-owned public service units; 551 are commune-based public service units.

Digital infrastructure continues to be a bright spot as 100% of state agencies have been granted digital signatures; 100% of villages and hamlets have mobile and fixed broadband coverage. The digitization of processes and records has been vigorously implemented: 100% of internal documents and processes have been digitized; 98.4% of administrative procedure settlement results have been synchronized on a shared platform. From July 1 to November 10, 2025, the city received more than 201,900 administrative procedure records, of which 95.9% were submitted online.

Despite many positive results, Chairman of Hue City People's Committee Nguyen Khac Toan frankly pointed out difficulties and problems related to: Decentralization, delegation of power; organizational structure and personnel arrangement; administrative processes and procedures in a number of fields; financial regime; facilities, equipment and public asset management...

"These limitations, if not resolved soon, will affect the operation of the apparatus as well as the effectiveness of the city's political tasks. Therefore, it is recommended that departments, branches and localities carefully analyze the difficulties and problems, and at the same time propose practical solutions for the City to synthesize and recommend the Central Government to continue perfecting the two-level government model," Mr. Nguyen Khac Toan stated.

Secretary of the City Party Committee Nguyen Dinh Trung emphasized that the current difficulties are not only unique to Hue but are common challenges for many localities when converting to new organizational models and operating methods.

The Secretary of the City Party Committee hopes that the team of cadres, civil servants and public employees will strive to overcome difficulties, continue to proactively innovate working methods, and improve their capacity to meet the requirements of the new period. Strengthen propaganda to create consensus and unity in the political system and among the people.

The City Party Secretary affirmed that the City will continue to accompany, remove difficulties and obstacles, create a more favorable and effective working environment for agencies and units. At the same time, he requested all levels and sectors to continue to perform well the work of state management and serving the people, contributing to building the two-level government apparatus of Hue city to be increasingly effective, modern and synchronous.
