This is considered an important step in the comprehensive digital transformation process, towards a modern digital government, better serving people and businesses.
According to the newly issued plan, Ho Chi Minh City will focus on building a synchronous and interconnected data system from the city level to the ward and commune levels; at the same time, ensuring seamless connection and information sharing between state agencies. The goal is to improve the quality of online public services and effectively serve the direction and administration of the urban government.
Visitors experience technology products at the "National Strategic Technology Products" Exhibition in Ho Chi Minh City.
The Ho Chi Minh City People's Committee identified five key groups of tasks and solutions that need to be implemented synchronously to realize the goal of data standardization.
Firstly, in terms of institutions, the city will complete the Digital Architecture Framework, update the Regulations on data connection and sharing, and review the list of shared data and open data. Regulations on information safety and security in state agencies will also be adjusted to suit practical requirements.
Second, regarding data, affiliated units must review, evaluate the current status and update and standardize specialized databases within their management scope. The city will closely coordinate with central ministries and branches to complete data on the national digital platform, prioritizing the deployment of 11 key databases according to Resolution 214/NQ-CP.
Third, regarding technical platforms and infrastructure, Ho Chi Minh City will issue a list of shared digital platforms, evaluate and propose upgrade options to ensure effective operation of the city-wide interconnected data system.
Fourth, regarding human resources, digital transformation content will be integrated into annual training and development programs for officials, civil servants, and public employees. Courses focus on digital skills, information security, digital government architecture, data analysis, and artificial intelligence (AI) applications. In addition, the city also organizes training for people to raise awareness and skills in using digital platforms such as VNeID and Digital Citizen.
Finally, regarding information security, the City People's Committee requires units to strictly implement security plans for data systems and comply with the city's instructions to comprehensively protect information.
In addition, Ho Chi Minh City will organize the Exhibition of "National Strategic Technology Products" from October 13 to 15, 2025 at the Ho Chi Minh City Academy of Officials. The event is chaired by the Department of Science and Technology, welcoming the 1st Congress of the Ho Chi Minh City Party Committee (term 2025-2030).
