From July 2023, a number of policies related to cadres, civil servants, public employees; and health insurance will officially take effect.
Increase basic salary to 1.8 million VND/month
According to Decree 24/2023 of the Government , the basic salary will increase from 1.49 million VND/month to 1.8 million VND/month from July 1, 2023.
The basic salary applies to cadres, civil servants, public employees, people receiving salaries, allowances and employees working in agencies, organizations, public service units of the Party, State, Vietnam Fatherland Front, socio -political organizations and associations receiving state budget support for operating expenses at central, provincial, district and commune levels, in special administrative-economic units and armed forces.
From July 1, the basic salary for officials, civil servants and public employees will increase to 1.8 million VND/month.
It can be said that this basic salary increase is highly anticipated, because the most recent increase was from July 1, 2019, due to the impact of the COVID-19 epidemic.
Ms. Ton Thi Huyen Trang (office worker in Ho Chi Minh City) said that although she works outside the public sector, she is very happy because some social insurance benefits will also be increased. Specifically, the one-time allowance when giving birth (equal to twice the basic salary - PV) and the social insurance contribution ceiling will also increase, helping some employees with high salaries as the basis for social insurance contributions in the company to enjoy better benefits when they retire. In addition, the increase in the basic salary will improve the income of a segment of the population, stimulating people to spend more. This will be the basis for GDP growth to be achieved according to the plan set by the National Assembly .
Meanwhile, Ms. Nguyen Phuong Thao (an education officer in District 10, Ho Chi Minh City) expressed that she was very happy that after a long time, her salary had increased, giving her more income to cover the daily expenses of her children and family. That was also the motivation for her to continue to stick with her job.
"I hope the State will pay more attention to civil servants, especially in the fields of education, health care, etc., and continue to build or promote the next salary increase roadmap so that civil servants can stabilize their lives," said Ms. Thao.
Pilot auction of car license plates begins
At the fourth session of the 15th National Assembly, Resolution 73/2022 on pilot auction of car license plates was passed. Accordingly, car license plates will be piloted for auction from July 1 and will be conducted within three years online, using the ascending bid method.
The car license plates put up for auction are white background license plates with black letters and numbers, except for license plates issued to cars of military enterprises doing business, project cars, etc. The starting price of a car license plate put up for auction is 40 million VND, each price step is 5 million VND.
The person who wins the car license plate auction will be able to register the auctioned car license plate with the car he/she owns at the police agency that manages the auctioned car license plate or where the auction winner is registered as a permanent resident or has his/her headquarters.
In particular, the person who wins the license plate auction is allowed to keep the license plate of the car that won the auction in case the car is lost, damaged and cannot be used, or is transferred, exchanged, or gifted to register another car owned by him/her within 12 months from the time the car is lost, damaged and cannot be used, or the ownership is transferred.
Mr. Truong Nguyen Thach (residing in Go Vap District, Ho Chi Minh City) said that the most obvious benefit is that the pilot auction of license plates will increase revenue for the budget. “People’s need to own beautiful license plates is real. For me, a beautiful license plate is simply a memory of my wedding anniversary and not something far-fetched or “lucky”...
However, I have bought several car models but have never been lucky enough to get the license plate number I wanted. Therefore, the license plate auction will satisfy my wishes and many others" - Mr. Thach expressed and said that the most important thing when piloting is to build a mechanism and manage the mechanism to avoid losses like before.
The basic salary will increase from VND 1.49 million/month to VND 1.8 million/month from July 1, 2023.
Add the subject of streamlining the payroll
On June 3, the Government issued Decree 29/2023 on streamlining payroll. Accordingly, the subjects subject to streamlining payroll will include three groups.
Group 1 includes cadres, civil servants, and public employees; commune-level cadres and civil servants and people working under indefinite-term labor contracts in administrative agencies that are subject to the same regimes and policies as civil servants in one of the following cases: redundancy due to restructuring of district- and commune-level administrative units; redundancy due to reviewing and restructuring of the apparatus and personnel according to decisions of competent authorities, etc.
Group 2 is people working under an indefinite-term labor contract performing professional and technical jobs in the list of specialized job titles and shared professional job titles in public service units that are redundant due to organizational restructuring or human resource restructuring of the unit.
Group 3 includes non-professional workers at the commune level who are redundant due to the rearrangement of commune-level administrative units and non-professional workers at the village and residential group who are redundant due to the rearrangement of village and residential group when the rearrangement of commune-level administrative units is carried out within 12 months from the date of the rearrangement decision by the competent authority. This is also one of the subjects subject to staff reduction that is supplemented compared to current regulations.
Also in Decree 29, the Government has added a policy of early retirement for female cadres and civil servants at the commune level...
Decree 29/2023 officially takes effect from July 20.
Issue birth certificate and health insurance card at the same time for children under 6 years old
On June 12, Vietnam Social Security issued Decision 976 on the process of receiving and processing electronic administrative procedures: Birth registration, permanent residence registration, and health insurance card issuance for children under six years old on the national public service portal.
Accordingly, parents/guardians/relatives of children under six years old only need to declare information on the electronic declaration form for birth registration, permanent residence registration and issuance of health insurance cards for children under six years old on the national public service portal. After receiving the electronic records from the public service software, the Social Security agency will accept and resolve them according to regulations.
For valid records, the time to issue a health insurance card for children under six years old shall not exceed two working days from the date of receipt of the electronic copy of the birth certificate and electronic information and data from the public service software.
Decision 976 takes effect from July 1, 2023.
