Thus, there will be thousands of redundant offices and a huge number of working facilities and equipment, from tables and chairs to machinery and many other valuable assets purchased from the state budget. There needs to be an effective solution to handle them, to avoid waste and loss.

Mr. Nguyen Tan Thinh, Director of the Department of Public Asset Management ( Ministry of Finance ), said that by the end of 2024, the whole country had 11,034 unused, ineffectively used, and improperly used real estate properties; of which, 3,780 real estate properties had decisions on handling, the remaining 7,200 public real estate properties had no handling plan.

According to economic experts, not only land, but also public vehicles are an issue that needs to be resolved. Although there are regulations on standards and norms for the use of public vehicles, in reality there are still many cases of public vehicles being used for the wrong purposes, exceeding standards or not complying with auction regulations when handling surplus vehicles.

This not only wastes the state budget but also affects the reputation of state agencies in managing public assets.

The working equipment of state agencies is no exception. Many devices are purchased at great expense but are not used effectively, or even left unused or used for the wrong purpose. This not only wastes resources but also affects the quality of work and performance of officials and civil servants.

Experts say there are many reasons leading to the waste of public assets such as: the legal system on management and use of public assets is still inconsistent and has not been updated promptly with reality.

Decentralization of public asset management is still inadequate; many lower-level agencies do not have sufficient authority to handle public assets effectively. In addition, inspection and supervision of the use of public assets are still loose and lack transparency, leading to abuse and misuse.

In addition, the awareness of some officials and civil servants in protecting and using public assets is still limited. Many people are not fully aware of their responsibilities in managing and using public assets, leading to waste and loss of state assets.

In response to the Government's request, the Ministry of Finance has conducted a general inventory of public assets at agencies, organizations, units, and infrastructure assets invested and managed by the State.

Mr. Nguyen Tan Thinh said that the general inventory of public assets is a key task of the Ministry of Finance, ministries, branches and localities to implement important resolutions of the National Assembly and the Government. Thereby, it will contribute to promoting effective management of public assets, practicing thrift and combating waste in the period of 2024-2025.

According to the leader of the Department of Public Asset Management, during the inventory process, if any unused assets, improperly used assets, or ineffective assets are discovered, they must be promptly handled according to authority. Or, a report must be sent to the competent authority for handling, without waiting until the end of the general inventory, to ensure that public assets are used for the right purpose, economically and effectively.

The Ministry of Finance also sent an official dispatch to ministries, ministerial-level agencies, government agencies, other central agencies, and People's Committees of provinces and centrally run cities on additional guidance on the arrangement, allocation, and handling of public assets when reorganizing and rearranging administrative units.

For surplus headquarters and public service facilities after arrangement and reorganization, asset handling shall be carried out in accordance with the provisions of law on management and use of public assets.

In particular, priority is given to converting functions to medical and educational facilities, and for local public purposes (libraries, parks, cultural and sports institutions, etc.).

However, according to Mr. Nguyen Quang Huan, member of the Central Committee of the Vietnam Fatherland Front, in order for the arrangement of surplus real estate to be effective and practical, each locality needs to correctly assess its own reality.

There are public assets that are small or not suitable for current usage needs, such as headquarters located in densely populated areas, which are no longer suitable for planning or usage needs. Localities should self-assess and make appropriate decisions, instead of relying solely on general instructions.

Mr. Nguyen Quang Huan also added that with public assets of great value, auctioning to recover resources for the state is necessary. However, to ensure fairness and transparency, the auction process needs to be carried out openly and transparently, in accordance with the spirit of Resolution 68-NQ/TW of the Politburo on private economic development.

The Ministry of Finance also said that after the district level is removed, cars serving the general work of district-level units will be transferred to agencies, organizations, and units that are lacking or do not have assets, or will be handled according to regulations.

In case of need to pick up and drop off civil servants, public employees, and workers when having to change working locations, arrange existing cars or supplement the quota for using specialized cars to purchase or rent cars according to regulations.

For common, shared machinery, equipment and other assets, priority should be given to utilizing assets that are still usable and transferring them to the new workplace of the unit and officers, civil servants and public employees for continued use, minimizing the need to purchase new assets.

In case of surplus, it is necessary to harmonize among new grassroots administrative units in the district and province or handle them according to regulations. To overcome the waste of public assets, economic experts believe that it is necessary to amend, supplement and perfect the legal system on management and use of public assets, ensuring consistency, uniformity and suitability with reality.

In particular, clearly stipulate standards and norms for the use of public assets, procedures for handling surplus assets and mechanisms for monitoring the use of public assets.

In particular, the application of information technology in public asset management is an important solution to improve management efficiency.

The development and implementation of a national database system on public assets will help track, supervise and handle public assets in a transparent and effective manner./.
