Proactive, flexible, and collaborative.

The 2021-2026 term marked significant milestones in reforming leadership methods and improving the quality of operations of the Quang Ninh Provincial People's Council, moving towards a proactive, flexible approach and working in conjunction with the Provincial People's Committee. This was clearly demonstrated through the organization of specialized sessions to promptly address operational requirements arising from real-world development.

Timely addressing of practical requirements.

Statistics show that during the 2021-2026 term, the Quang Ninh Provincial People's Council held 35 sessions, including 21 thematic sessions (accounting for two-thirds of the total number of sessions). At these thematic sessions, the Provincial People's Council issued 159 resolutions, equivalent to 45% of the total number of resolutions issued during the entire term, excluding resolutions on personnel matters. These are quick-response decisions that promptly meet the requirements of local socio -economic management and development; optimally resolving bottlenecks related to land, public investment, and budget as requested by the Provincial People's Committee.

Despite implementing a series of strategic tasks related to organizational restructuring and the two-tiered local government model, Quang Ninh province has ensured double-digit growth throughout the 2021-2025 period. Simultaneously, the province has created a comprehensive and practical social security policy system to stabilize people's lives and create a stable and favorable business environment for the business community.

Faced with the complex and dangerous developments of the Covid-19 pandemic and the severe damage caused by Typhoon No. 3 (Typhoon Yagi ), the Provincial People's Council responded flexibly, proactively, and decisively by issuing resolutions on specific policies for disease prevention and control and measures to support the recovery from natural disasters. At the same time, the elected body decided to reduce entrance fees to Ha Long Bay and Yen Tu. These resolutions helped the province quickly stabilize people's lives, rebuild essential infrastructure, and restore production and business activities.

To establish a legal framework for the new local government model and address urgent issues, the Provincial People's Council held its 28th Special Session on June 28, 2025, resolving issues related to public investment, state budget, organizational structure, and operational mechanisms. This addressed immediate needs, ensuring sufficient resources for the new local government to operate immediately, preventing disruptions or delays in policies and regulations for civil servants, employees, and other social groups.

Strict scrutiny to ensure the quality of policy decisions.

The proactive approach of the Quang Ninh Provincial People's Council is also demonstrated through the innovation of the review process, expanding both the scope and the composition of participants in a democratic, objective, and substantive manner. Review sessions include the participation of the drafting agency, relevant agencies and organizations, and provincial People's Council representatives with in-depth expertise in related fields to discuss, clarify, and reach consensus on issues where there are differing viewpoints.

In particular, the Standing Committees of the Provincial People's Council proactively coordinate closely with the Provincial People's Committee and specialized departments and agencies right from the stage of preparing submissions and draft resolutions. This helps to minimize obstacles arising during the review stage and improve the quality of content presented at the session.

The innovative review process provides a basis for delegates to consider issues comprehensively and from multiple perspectives, selecting the optimal solution when making decisions, thereby contributing to improving the effectiveness and efficiency of issued documents. As a result, areas such as healthcare, culture and education, social security, and welfare receive closer attention, contributing to improving people's lives and narrowing the development gap between localities and regions.

During the 2026-2031 term, the Standing Committee of the Quang Ninh Provincial People's Council has identified the task of continuing to innovate its operational thinking towards "development-oriented" approaches, proactively accompanying the government and businesses on the basis of upholding the rule of law. The province will promote decentralization and delegation of power, reduce intermediate layers, and enhance accountability and oversight of implementation; at the same time, strengthen coordination mechanisms, especially with the Provincial People's Committee, towards formalization, promoting the role of elected bodies, and ensuring early involvement and high consensus.
