Since the beginning of 2025, across the country, natural disasters have been complicated and extreme, causing many deaths and missing people, many houses have collapsed, had their roofs blown off, and been damaged, greatly affecting people's production and daily life. In the face of this situation, the Central and Provincial directions on natural disaster prevention and control have been strictly implemented, especially Directive No. 14-CT/TU dated August 11, 2021 of the Provincial Party Standing Committee "on strengthening proactive measures to prevent, respond to, and overcome the consequences of natural disasters in the province" and Notice No. 1251-TB/TU dated June 4, 2024 of the Provincial Party Standing Committee "on the preliminary summary of 3 years of implementing Directive No. 14-CT/TU dated August 11, 2021 of the Provincial Party Standing Committee on strengthening proactive measures to prevent, respond to, and overcome the consequences of natural disasters".

Since March 2025, Quang Ninh province has been maintaining and repairing 8 level IV dykes in the area to improve disaster prevention capacity, ensure safety during the rainy season and contribute to stabilizing people's lives and production. Accordingly, the total cost of the projects is up to 36 billion VND, allocated to the following items: Repairing and reinforcing the dyke surface; handling landslides, cracks, and leaks; handling termite nest collapses; planting wave-breaking trees and renovating the dyke toe corridor. The dykes prioritized for repair are located in localities with high risks of natural disasters such as Dong Trieu City, Uong Bi, Ha Long, Mong Cai, Quang Yen Town and Tien Yen and Hai Ha districts.

Along with the investment in dike repair, localities in the province are also required to regularly inspect and review the status of dike works, reservoirs, flood drainage sluices, etc. to take timely measures if signs of unsafety are detected. Units and localities from the province to the grassroots level also review and grasp vessels, boats, aquaculture households, review and supplement key areas and regions for fire prevention, forest fires and natural disasters, in order to be ready with forces and means to participate in handling situations.

In order to effectively prevent natural disasters during the 2025 storm season, last April, the Provincial Military Command coordinated with military units stationed in the area on disaster prevention and control and search and rescue work to be ready to mobilize forces, means, and facilities; unify the method of organizing command and operating forces in handling natural disaster situations, search and rescue, and responding to incidents of collapse of works and mines.

In particular, to focus on preventing, combating, and responding to the risks of heavy rain, landslides, flash floods, and proactively preventing natural disasters in the coming time, the Quang Ninh Provincial Party Committee has issued Official Dispatch No. 2740-CV/TU, requiring the entire province to absolutely not be negligent, subjective, or lose vigilance, and not to allow interruptions in directing response to natural disasters when reorganizing administrative units and organizing local governments at two levels. At the same time, urgently review and develop a plan to reorganize the force performing the tasks of natural disaster prevention, combat, and rescue according to the instructions of competent authorities, and at the same time, in accordance with the actual conditions of the locality to ensure smooth, effective, and efficient operations from July 1, 2025 (after the district level ends its operations).

The Standing Committee of the Provincial Party Committee also requested the Standing Committee of the Provincial People's Committee to lead and direct the Provincial People's Committee to focus on directing departments, branches, agencies, units, and localities according to their functions and tasks to continue to closely follow the situation, continue to seriously, promptly, and effectively implement the work of natural disaster prevention, control, and rescue in the area according to the motto "4 on-site" with the most proactive, timely, and drastic spirit, suitable to the actual situation in the locality. The goal is to ensure the safety of people's lives first and foremost; review, inspect, warn and deploy measures to ensure the safety of people in areas at high risk of landslides, flash floods, flash floods, and inundation. Ensure the safety of the dyke system, dams, traffic works, power grids, schools, medical facilities, industrial parks, etc. Strengthen monitoring and updating information on weather forecasts, heavy rain, flash floods, and landslides; Provide official information to the people in a timely manner; direct local press agencies to increase information, propaganda, and guidance on disaster response skills. Review, delimit construction areas and implement plans to evacuate residents from areas at high risk of landslides, flooding, flash floods such as the area at the foot of mine waste dumps, along rivers, streams, etc.

The province also requested the Coal industry to proactively and actively coordinate with local authorities in preventing, combating and responding to the risks of heavy rain, landslides, flash floods and proactively preventing natural disasters according to the motto "3 before, 4 on-site"; carefully prepare flood and storm prevention plans, search and rescue in all units, especially in locations at high risk of landslides, subsidence, water leaks, mine flooding...

Natural disasters are inevitable, but the damage caused by natural disasters can be completely reduced with early preparation and decisive action. With close direction, long-term vision, and methodical strategy, Quang Ninh is determined to build the most solid "shield" during the rainy and stormy season.
