Since receiving information about storm WIPHA, the Management Board of Economic Zones and Industrial Parks of the province has issued directives, thoroughly grasping the spirit of proactive response in accordance with the direction of the Provincial People's Committee in the Official Dispatches and documents from the Ministry of Agriculture and Environment . Urgent meetings and specific task assignments have been deployed to each department, affiliated office and industrial park infrastructure investors, and enterprises in the industrial parks.
Based on the “4 on-site” motto, the Management Board requires businesses to arrange 24/7 staff and develop specific response scenarios for each situation. Elevating machinery, valuable assets, reserving food, clean water, medicine, sandbags, water pumping equipment, etc. are all urgently implemented by businesses.
At high-risk flood areas such as Gian Khau, Khanh Phu, and Chau Son industrial parks, special attention is paid to preparation. On-duty forces have been increased in terms of both human resources and equipment. The internal drainage system has been thoroughly inspected, and pipes, sewers, and inlets have been dredged and cleared. At the same time, investors have actively coordinated with irrigation works operators to drain water from the buffer zone outside the industrial park, ready for prolonged heavy rain.
Along with the preparation work, the implementation of response to storm No. 3 in the industrial parks was carried out methodically by the Management Board, closely following reality. Working groups of the Board were established, specifically assigned to each industrial park to inspect, monitor and support the handling of arising situations.
Businesses simultaneously dismantled billboards, trimmed trees, and braced factories and construction sites to minimize safety risks. Internal electricity, telecommunications, and traffic systems were inspected to ensure smooth operation.
The Management Board also requires each enterprise to develop flexible production plans and be ready to adjust work schedules to avoid risks for workers. At the same time, it checks the responsibility of unit leaders in performing storm prevention and control tasks, ensuring proactiveness and discipline.
The highlight of this response is the high spirit of initiative from the management level to each enterprise. Not only implementing drastically, the Management Board also maintains a serious on-duty regime, establishes contact points to report the situation to the Board Office, promptly synthesizes information and directs handling.
Ms. Vu Thi Duoc, Secretary of Gia Tran Commune Party Committee affirmed: “The coordination between local authorities and industrial parks is close and smooth. Storm prevention and control measures have been implemented closely to reality and have been clearly effective.”
In particular, units in the Industrial Park are also instructed to strengthen the work of preventing environmental incidents, ensuring food safety and preventing collective food poisoning, risks that often appear after prolonged rain and floods.
Not stopping at effectively responding to the storm, the Management Board of Economic Zones and Industrial Parks of the province has directed units and enterprises to promptly deploy post-storm tasks immediately after the weather stabilizes to soon restore production, ensure safety and stabilize the psychology of workers.
Specifically, enterprises in industrial parks are required to organize a review and assessment of damage, if any, to technical infrastructure, factories, machinery, equipment, raw materials, and inventory products; prepare a report and send it to the Management Board for synthesis and proposal of appropriate support and handling plans. Industrial park infrastructure investors closely coordinate with local authorities, insurance units and functional agencies to inspect and identify areas at risk of re-flooding, affected by storm circulation, and prolonged heavy rain, thereby promptly taking measures to handle and reinforce.
In addition, preparations for environmental disinfection, waste and mud collection, and drainage system dredging are urgently being carried out to ensure environmental hygiene and prevent disease outbreaks after the storm. It is recommended that food safety and hygiene conditions be strictly checked in dining areas, worker dormitories, and raw material warehouses before resuming operations.
The Management Board also noted that businesses need to quickly review and inspect electrical systems, machinery and operating procedures to ensure absolute safety before restarting production. In the long term, the Management Board requires businesses to learn from experience, update and perfect disaster response scenarios to be more realistic; invest in upgrading drainage systems, factories and warehouses to increase resilience to climate change and extreme weather.
