On the afternoon of September 12, Deputy Minister Phan Chi Hieu worked with the Department of Judicial Support on a number of key tasks of the unit.

According to the report on the results of the implementation of the judicial support work tasks from January 1, 2025 to September 10, 2025, regarding the work of drafting documents and projects, the Department of Judicial Support has drafted the Law on Judicial Expertise (amended); drafted a Decision amending Decision No. 01/2014/QD-TTg dated January 1, 2014 of the Prime Minister on the judicial appraisal training regime (on April 4, 2025, the Prime Minister signed Decision No. 08/2025/QD-TTg on the judicial appraisal training regime, effective from May 20, 2025); develop a Decree detailing a number of articles and measures to implement the Law on Notarization (on May 15, 2025, the Government issued Decree No. 104/2025/ND-CP detailing a number of articles and measures to implement the Law on Notarization)...
Regarding the appointment and issuance of practice certificates in the field of judicial assistance, the Department has received, examined, and advised the Ministry's leaders to handle the following dossiers: granting, re-granting, and revoking lawyer practice certificates for 1,111 cases; reappointing notaries for 135 cases; granting establishment licenses for 01 commercial mediation center; and granting and re-granting administrator practice certificates for 135 cases.
From now until the end of the year, the Department will continue to complete the Project "Research on building a public lawyer institution in the current Socialist Republic of Vietnam"; complete the Politburo 's Directive on strengthening the Party's leadership over judicial appraisal and asset valuation; complete the draft Law on Judicial Appraisal (amended). At the same time, continue to propagate and thoroughly implement newly issued documents and projects; guide and inspect the decentralization, delegation of power, and division of authority in the field of judicial assistance; perfect the Bar Associations and Notary Associations.
At the working session, the leaders of the Department and the Department's Divisions specifically discussed the contents of the work of building institutions, documents, projects, and perfecting the law on judicial assistance; amending and supplementing the regulations on the functions and tasks of the Department of Judicial Assistance in the context of the Department's Inspectorate ceasing operations; perfecting the Decree amending and supplementing a number of articles of Decree No. 23/2015/ND-CP dated February 16, 2015 of the Government on issuing copies from original books, certifying copies from originals, certifying signatures and certifying contracts and transactions; providing professional guidance in the field of notarization and certification for localities in the context of operating a two-level local government.

Concluding the working session, Deputy Minister Phan Chi Hieu acknowledged and commended the achievements of the Department in the context of a large workload according to its functions and tasks.
Regarding the key tasks in the coming time, the Deputy Minister agreed with the key tasks set out by the Department. At the same time, the Deputy Minister requested the Department of Judicial Assistance to continue to proactively implement assigned tasks, ensuring progress and quality, closely following the assigned tasks and directions of the Minister.
At the same time, the Deputy Minister noted that in the field of lawyers, it is necessary to continue to closely follow the consolidation of documents related to lawyers. For the Public Lawyer project, it is necessary to closely follow the Government's Directives, on the basis of tasks to give timely comments. In the field of notarization and certification, it is necessary to accelerate the construction of the Notary Database according to the requirements of the 2024 Notary Law; proactively review legal provisions to specifically identify transactions that need notarization and certification; continue to proactively and effectively implement electronic notarization; focus on developing notary offices to ensure social needs; continue to transfer public tasks to notary offices.
