Attending the Conference were Mr. Nguyen Ho Hai - Secretary of the Provincial Party Committee, Head of the Steering Committee; Mr. Huynh Quoc Viet - Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee; Mr. Ho Thanh Thuy - Deputy Secretary of the Provincial Party Committee and Head of the Provincial Party Committee's Organization Committee; Mr. Huynh Huu Tri - Member of the Provincial Party Committee's Standing Committee, Vice Chairman of the Provincial People's Committee; Mr. Ho Trung Viet - Member of the Provincial Party Committee's Standing Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Committee; Mr. Phan Thanh Duy - Member of the Provincial Party Committee's Standing Committee, Chairman of the Provincial Party Committee's Inspection Committee and leaders of relevant departments, branches and units.
According to the report of Mr. Nguyen Phuong Bac - Director of the Provincial Department of Science and Technology - Standing Agency of the Steering Committee's Working Group, in the past time, the Central Government has issued 16 documents directing and guiding the implementation of Resolution 57-NQ/TW. On that basis, the province has concretized it with 32 synchronous and timely documents; established the Provincial Steering Committee, specialized Steering Committees in Party agencies, the Front, mass organizations, press, the Provincial Political School; perfected the Working Group and the Advisory Council.
The People's Committee of Ca Mau province has established a Steering Committee and 3 Working Groups, organizing many key activities such as: Conference on digital transformation in enterprises, preliminary review of the replication of the circular super-intensive shrimp farming model, signing a digital transformation cooperation agreement with Viettel Group. In particular, the Provincial People's Committee Working Group has worked directly with localities to remove difficulties in implementing the two-level government model, ensuring a smooth information system, effectively serving people and businesses.
Action Program 97-CTr/TU includes 62 goals and 101 tasks; in 2025 alone, there are 65 tasks, of which 38 (58.46%) have been completed so far, the rest are being implemented, and there are no overdue tasks. On the system https://nq57.vn, the whole province has completed 66/123 tasks (53.66%). The tasks in Notice No. 523 and 524 dated May 16, 2025 have been 100% completed.
A highlight is that the Hoa Thanh Ward Party Congress was organized completely digitally, "paperless", using AI and facial recognition cameras, becoming a pioneering locality in innovating the method of organizing Congresses.
Ca Mau province also issued a competition plan "The whole country competes in innovation and digital transformation"; the Provincial People's Council passed a resolution on fees and charges for performing online administrative procedures and developed a resolution to support the Community Digital Technology Team for the period 2025-2027. Departments and branches are reviewing and proposing new mechanisms, including the establishment of the Ca Mau Center for Entrepreneurship and Innovation (CiNEC).
Regarding infrastructure, Ca Mau province has issued more than 9,000 digital signatures, equipped 468 digital certificates for organizations and 1,054 for individuals; allocated over 82 billion VND to upgrade headquarters and administrative centers of communes and wards; prepared backup data centers and connected infrastructure with Bac Lieu. The electronic one-stop system received more than 88,000 records, synchronized with the National Public Service Portal, the province's online public service index is among the top 10 localities in the country, with a satisfaction rate of over 95%.
In the business sector, Ca Mau province has organized a digital transformation conference with more than 80 businesses; approved a project to replicate super-intensive recirculating shrimp farming technology on a scale of 100 hectares; announced a list of "big problems" in science and technology to connect with the business community. Notably, the Department of Science and Technology is coordinating with the University of Queensland (Australia) and Vingroup Foundation to prepare to sign an agreement to research and decode the genes of Ca Mau crabs, with a value of about 10 million USD.
Concluding the Conference, Mr. Nguyen Ho Hai - Secretary of the Ca Mau Provincial Party Committee, Head of the Steering Committee acknowledged and highly appreciated the efforts of all levels and sectors in the past time. Mr. Nguyen Ho Hai emphasized that the implementation of Resolution 57-NQ/TW in Ca Mau has achieved initial positive results, contributing to improving leadership capacity, effectiveness of state management, and promoting innovation of the growth model.
In the coming time, the Steering Committee needs to focus on accelerating the progress of tasks, unleashing social resources, promoting the role of businesses and people, and being determined to make science, technology, innovation and digital transformation become the driving force for sustainable development of the province.
