According to information from the Quang Ninh Provincial Meteorological and Hydrological Station, at 4 PM on June 13, 2025, the typhoon's center was located at approximately 18.9 degrees North latitude and 108.3 degrees East longitude, about 215 km south-southeast of Bach Long Vi Island. The strongest winds near the center of the typhoon reached level 11 (103-117 km/h), with gusts up to level 14; moving north at a speed of 10-15 km/h. It is expected that in the next 24 hours, the typhoon will move north-northeast at a speed of 10-15 km/h, with the strongest winds near the center reaching level 11-12, and gusts up to level 14. Risk level 3: The sea area of the Gulf of Tonkin, the offshore waters from Quang Tri to Da Nang , and the northwestern part of the North East Sea.
According to forecasts, the storm has not yet directly affected Quang Ninh province; however, this storm has a complex trajectory. The Chairman of the Provincial People's Committee requests that all units and localities absolutely not be complacent, negligent, or lose vigilance, and that there be no disruption in directing the response to natural disasters when rearranging administrative units and organizing local governments at two levels. They are also urged to promptly implement the following tasks: Strictly adhere to the directives of the Prime Minister, the Provincial Party Standing Committee, the Ministry of Agriculture and Environment , and the Chairman of the Provincial People's Committee (which have been sent to localities and units).
The Department of Agriculture and Environment is working closely with relevant agencies and units to closely monitor the storm's developments and inform localities and units so they can proactively implement response measures.
The Fisheries Sub-Department, in coordination with the People's Committees of coastal localities, will reassess the number of vessels (especially offshore vessels); inform the owners of vessels operating at sea about the location and development of the storm so that they can proactively take preventive measures, avoid entering dangerous areas, and move to safe locations.
Local People's Committees shall organize the dissemination of information to the public about the storm's developments; proactively implement appropriate response measures based on the specific situation in their localities; coastal localities should be prepared to reinforce aquaculture cages and accurately determine the number of people present in aquaculture areas to be ready for evacuation in case of emergency. They should conduct a thorough review of each residential area to prepare plans for relocating people to safe places when necessary. They should also inform amusement parks and construction sites in the area about the storm so that appropriate response measures can be taken.
Simultaneously, review, repair, and completely resolve dike and embankment incidents (paying attention to particularly dangerous points that have not been thoroughly addressed), ensuring completion before the 2025 rainy and flood season to proactively prepare for flood and storm response plans; at the same time, review and identify critical dike and embankment vulnerable points; develop, approve, and implement dike protection plans and key protection plans based on the "four on-the-spot" principle to be ready and proactive in responding to floods and storms.
The Department of Construction directed the Inland Port Authority to review and ascertain the number of tourist vessels, and be ready to implement a sea closure when required; and to guide vessels to anchor and take shelter at designated docks and mooring areas.
The Provincial Military Command, the Provincial Border Guard Command, and the Provincial Police are preparing rescue forces and equipment, ensuring deployment when required. The Border Guard forces are firing flares to call ships and boats to safe harbors to avoid the storm.
The Department of Culture, Sports and Tourism is closely monitoring the number of tourists, especially in coastal tourist areas; and is informing tourism businesses about the storm situation so that they can proactively prepare plans to welcome guests.
Inland waterway port authorities and coastal information stations monitor the development of the storm, guide ships to avoid dangerous areas and return to safe shelters when dangerous situations arise; and strictly enforce the ban on sailing when required.
The provincial media center is intensifying the dissemination of information about the storm's developments, guiding people on skills for prevention, response, and damage reduction.
The provincial meteorological and hydrological station is closely monitoring the storm's developments and informing local authorities and units so they can proactively implement response measures.
