Accordingly, the Department of Agriculture and Environment requested the People's Committees of communes, wards and special zones to organize inspections of vulnerable areas at risk of flash floods, landslides, low-lying areas, flooding... to proactively implement response plans, evacuate people to safe places; check and guide reinforcement, ensure safety for aquaculture areas, especially cages and rafts on rivers, lagoons and ponds and lakes; proactively develop plans to protect livestock, ensure safety for livestock farms; protect unharvested crop areas; preserve goods at traditional markets and production facilities in low-lying areas at risk of local flooding.
At the same time, arrange forces to guard and block at culverts, spillways, areas with deep flooding and fast-flowing water to ensure the safety of people's lives; mobilize people in low-lying areas that are frequently flooded to proactively raise their assets and household items to avoid damage caused by heavy rain and flooding; check riverbank areas at risk of landslides affecting residential roads, roads at high risk of landslides, set up checkpoints, and strictly prohibit vehicles from traveling when unsafe. In addition, check and review culverts across roads, arrange forces and vehicles to dredge and clear the flow at locations that do not ensure drainage capacity, block at vulnerable areas to promptly organize support for people to evacuate, provide relief, and rescue when requested.

Reservoir management units strictly organize shifts, monitor water level changes of reservoirs, regularly inspect and assess the safety of dams in the area; operate reservoirs in accordance with approved procedures and plans for natural disaster prevention and control to ensure safety of works and limit flooding in downstream areas.
Investors of construction works in the province proactively deploy measures to ensure construction safety when there are heavy rains and floods, especially ensuring the safety of workers and people in the construction area; organize reinforcement and bracing of vehicles and equipment and arrange forces and means to promptly overcome construction incidents caused by rain and floods.

Departments, branches and sectors, according to their state management functions and assigned tasks, proactively direct and coordinate with localities to review plans to ensure safety and effectiveness in dealing with flood developments.
Khanh Hoa Province Hydrometeorological Station continues to closely monitor the developments of rain and floods, the risk of landslides and flash floods, and promptly inform relevant agencies, local authorities and people to proactively direct and deploy response work.
Khanh Hoa Newspaper, Radio, Television and other media agencies should increase propaganda and dissemination of knowledge and skills to prevent floods and landslides so that people can grasp and proactively respond.
According to the bulletin of the Khanh Hoa Provincial Hydrometeorological Station, from 4am to 7am on October 16, Khanh Hoa province had moderate to heavy rain, such as in Am Chua 46.2mm; Ninh An 52.1mm; Ninh Diem 63.7mm; Ninh Tan 97.4mm. The soil moisture model shows that some areas in Khanh Hoa province are nearly saturated, reaching over 80%.
In the next 6 hours, the total rainfall in the mountainous areas of Khanh Hoa province is forecast to be from 15-40mm, in some places over 50mm. There is a risk of flash floods on small rivers and streams in mountainous areas; landslides on steep slopes, and land subsidence in communes. Flash floods and landslides have a negative impact on the environment, threaten people's lives; cause local traffic congestion; destroy civil and economic works, and cause damage to production, economic and social activities.
The specialized agency also forecasts that on October 16, Khanh Hoa province will be cloudy with moderate rain, scattered showers and thunderstorms in many places during the day, with some places having heavy to very heavy rain; rainfall will generally be 30-60mm, and locally over 100mm.
