Dear voters and people of all ethnic groups in the province!
After two and a half days of urgent, serious, democratic and highly responsible work, the 20th Session of the 17th Provincial People's Council completed all the contents and agenda.
At this session, based on the report of the Provincial People's Committee on the socio -economic situation in the first 6 months of the year, tasks and solutions for the last 6 months of 2024; the inspection reports of the Provincial People's Council Committees, the Provincial People's Council democratically discussed, deeply and comprehensively analyzed the reports and draft resolutions submitted at the session.
The meeting dismissed the position of Deputy Head of the Ethnic Committee of the Provincial People's Council, in order to mobilize and arrange personnel in accordance with legal regulations.
The Standing Committee of the Provincial People's Council, the Provincial People's Committee, the agencies of the Provincial People's Council, the departments, branches and relevant units have shown high responsibility in preparing the content to be submitted to the People's Council; the coordination work has been maintained and implemented well. The delegates of the Provincial People's Council have promoted the sense of responsibility of elected representatives, proactively and actively researched, discussed enthusiastically, frankly and critically, ensuring the focus on the spirit of construction. The information and propaganda work about the Session has been fully and promptly implemented, reflecting the developments of each session; the service work has been thoughtful and safe; continuing to apply information technology in voting to pass resolutions at the session, affirming the efforts and determination of the Provincial People's Council in innovating and improving the quality and efficiency of its operations.
Dear delegates!
With a high approval rate, the 20th session of the Provincial People's Council voted to pass 24 resolutions on socio-economic development of the province. These are very important resolutions, which are the basis and legal corridor for the direction and administration of authorities at all levels, sectors and localities in the province to ensure people's lives and the development of the province. The Provincial People's Council requested the Provincial People's Committee to promptly implement them so that the resolutions can quickly come into effect. It requested the Committees of the Provincial People's Council and the delegates of the Provincial People's Council to continue to promote the role of supervision, propaganda and mobilization of all classes of people to successfully implement the resolutions passed by the Provincial People's Council.
At this session, the Provincial People's Council also spent a reasonable amount of time to question a number of members of the Provincial People's Committee, relevant departments, agencies and sectors on issues of concern to voters and the public. The questioning session was lively, frank and highly responsible. The Chairman of the Provincial People's Committee spoke, accepted and directed the resolution of the issues.
The Provincial People's Council would like to thank and welcome the opinions of the Provincial People's Council delegates and the Provincial People's Committee; at the same time, it requests relevant agencies and units, based on their assigned functions and tasks, to promptly and seriously implement the conclusions of the questioning session. It is requested that the Standing Committee of the Provincial People's Council, the Committees of the Provincial People's Council, and the Provincial People's Council delegates pay attention to supervising the implementation.

In the context of the province's economy facing many difficulties and challenges, the tasks in the last months of the year are extremely heavy, requiring the Provincial People's Council, Provincial People's Committee, all levels, sectors and localities to have new and breakthrough ways of doing things, make efforts and be determined to remove obstacles and difficulties, and overcome shortcomings and limitations. In order to complete the socio-economic development goals and tasks in 2024, the Chairman of the Session proposed to focus on implementing the following main tasks:
Firstly, all levels, sectors and localities urgently review and accurately evaluate the results of implementing all assigned targets and identify targets that are low in achievement and difficult to complete and analyze the causes. On that basis, supplement tasks, solutions and assign specific tasks to each agency, unit and each responsible individual to focus on leadership, direction and operation, creating breakthroughs in task implementation.
Second, focus on effectively implementing the Cao Bang Provincial Planning for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister; continue to implement the Master Plan for the construction of the provincial border economic zone to 2040. Speed up the implementation progress, disbursement of public investment capital and capital plans to implement national target programs; progress of important transport infrastructure projects, with linkages between localities; progress of urban development projects, the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway project.
Strongly promote growth drivers, improve labor productivity, competitiveness, strongly improve the investment and business environment, step up investment promotion activities to attract large investors to invest in order to create new momentum and resources for the province's socio-economic development.
Third, continue to direct the implementation of 3 key programs and 3 breakthrough contents of the province, focusing on strongly developing tourism - service types, enhancing tourism promotion and developing tourism products. Prepare well and successfully organize the 8th International Conference of the UNESCO Global Geoparks Network for the Asia Pacific Region in 2024 hosted by Cao Bang province. Determinedly and resolutely carry out the removal of livestock from under the floors of houses; mobilize and integrate resources to more effectively implement the task of eliminating temporary and dilapidated houses in the province. Ensure that the implementation plans for the 2024 - 2025 school year meet the requirements. Improve the quality of medical examination and treatment for people; fully, promptly and properly implement the regimes and policies for people with meritorious services and social protection beneficiaries.
Closely combine economic, cultural and social development with ensuring national defense, security and foreign affairs; well organize the defense zone drills in Thach An and Ha Lang districts, and the forest fire prevention and control drills in Ha Quang district in 2024. Focus on leading and directing the building of a strong and comprehensive national defense; firmly protect national sovereignty, territorial borders and borders. Maintain political stability, social order and safety, creating a favorable environment for local socio-economic development.
Fourth, continue to innovate the methods of directing, operating, and handling work of authorities at all levels in the direction of focus, key points, clear people, clear work, clear time, clear products associated with urging, checking, and supervising the implementation of tasks, strictly disciplining irresponsible groups and individuals, causing their sectors, localities, and units to stagnate and perform tasks ineffectively. Strengthen state management of inspection, focus on inspecting important areas, places with signs of violations, negative public opinion, corruption, and places where many complaints and denunciations arise. Improve the quality of services in the field of administrative justice.
Fifth, research and apply appropriately to continue to strongly innovate the activities of People's Councils at all levels. Organize and implement well, improve the quality, effectiveness and efficiency of People's Council supervision activities, thereby effectively performing the task of controlling power and preventing corruption and negativity in the locality; innovate the work of meeting voters, receiving citizens, urging the settlement of complaints and denunciations of citizens; focus on preparing the content of the year-end meetings; focus on improving the quality and efficiency of the examination and supervision activities of People's Council Committees and delegation groups of the Provincial People's Council.

2024 is an important year in successfully implementing the tasks of the entire 2021 - 2026 term; with new confidence and new motivation, we believe that, under the close and timely leadership and direction of the Provincial Party Committee and the Provincial Party Committee Standing Committee; the proactive, accompanying, flexible and close supervision of the People's Council; the drastic, effective and efficient direction and administration of the People's Committee; the close coordination of all levels, sectors and localities in the province; the participation of the entire political system and the efforts and striving of the entire Party, people, army and business community, our province will definitely overcome difficulties, achieve the highest socio-economic development goals in 2024, contributing to the successful implementation of the Resolution of the 19th Provincial Party Congress.

We are living in the days of July, full of deep affection, with many practical and meaningful activities to respectfully commemorate the merits of thousands of outstanding children who fought bravely, sacrificed or left part of their blood and bones on the battlefield for the independence and freedom of the Fatherland, for the happy life of the people.
Towards the 77th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2024), on behalf of the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of the province, I would like to respectfully send to the Vietnamese Heroic Mothers, families of martyrs, comrades of war invalids, sick soldiers, and families of people with meritorious services to the country my warmest greetings, my most respectful feelings, and my deepest gratitude. On this occasion, on behalf of the provincial leaders, I request the Party Committee, the government, the Fatherland Front, and political and social organizations at all levels in the province to continue to promote the tradition and morality of "When drinking water, remember its source", through concrete and practical actions to care for, encourage, support, and take care of the material and spiritual life of families of martyrs, comrades of war invalids, sick soldiers, and people with meritorious services to the country, so that these acts of kindness become regular activities that spread throughout the community and society.
