On August 18, the Party Committee of Xuan Thoi Son commune held its first Congress of delegates for the 2025-2030 term. Attending and directing the congress was Chairman of the Ho Chi Minh City People's Council Vo Van Minh.
Xuan Thoi Son commune was established on the basis of merging all three communes of Xuan Thoi Dong, Xuan Thoi Son and Tan Thoi Nhi. Xuan Thoi Son commune has an area of 35.211 km2 , including 73 hamlets, with a population of 103,643 people.
At the congress, the Executive Committee of the Xuan Thoi Son Commune Party Committee was introduced for the 2025-2030 term, consisting of 33 members. Mr. Nguyen Van Tai was appointed as Secretary of the Xuan Thoi Son Commune Party Committee, with two deputy secretaries being Ms. Huynh Thi Xuan Mai and Mr. Pham Xuan Nam.
Mr. Nguyen Van Tai previously held the position of Vice Chairman of the People's Committee of the old Binh Chanh District. In 2024, he was transferred to the position of Head of the Investment and Construction Management Board of the new urban area in the South of Ho Chi Minh City.
During the 2025 - 2030 term, Xuan Thoi Son commune sets the goal of building a modern new rural commune associated with an international university urban area, striving to achieve the criteria of a ward by 2030.
Xuan Thoi Son Commune focuses on coordinating the implementation of many important projects, first of all the group of projects to develop social infrastructure. In particular, the locality will urge the construction of a standard kindergarten, at the same time complete compensation and site clearance to implement the International University urban area project.
For the group of urban infrastructure development projects, the commune will prepare and submit for approval 1/2000 scale zoning plans in the area. At the same time, it will coordinate the implementation of the inter-commune drainage canal project combined with upgrading the road along the canal (phase 2).
Compensation and site clearance work is also focused on a series of key projects, including upgrading and renovating Le Quang Dao Street (section through Xuan Thoi Son Commune), expanding Nguyen Van Bua Street, Duong Cong Khi Street, upgrading Thanh Nien Street (Dang Cong Binh) and building N6 Road according to the plan from Nguyen Van Bua Street to Dang Cong Binh Street.
Along with infrastructure projects, the commune has implemented many key programs to improve people's lives. The top priority is to take care of social security, create jobs, improve living conditions associated with a sustainable poverty reduction program.
The locality also focuses on supporting businesses and people to use online public services, applying smart utilities such as Zalo, VNeID, and digital citizens. At the same time, the commune builds solutions to develop urban infrastructure according to the approved planning, oriented for the period 2025 - 2030.
Xuan Thoi Son commune must step up infrastructure upgrades
Speaking at the congress, Chairman of the Ho Chi Minh City People's Council Vo Van Minh requested Xuan Thoi Son commune to continue the work of Party building, building a clean, strong, streamlined political system that operates effectively and efficiently. This is considered one of the key and regular tasks in the new term.
Next, the commune needs to proactively propose planning adjustments, attract investment, manage and effectively use existing public land funds to develop parks and green areas. Actively coordinate to speed up the progress of key infrastructure projects such as the expansion of National Highway 22 through the commune, Duong Cong Khi Street, Nguyen Van Bua Street, Thanh Nien Street upgrade project (Dang Cong Binh Street)...
In particular, the commune needs to coordinate with city agencies to propose investment policies and implement compensation and site clearance for the N6 road construction project according to the construction plan (from Nguyen Van Bua Street to Dang Cong Binh Street); coordinate the implementation of the International University urban area project, contributing to creating a spacious and modern urban appearance, promoting socio -economic development, and improving the quality of life for people.
After implementing the arrangement of administrative units according to the policy of the Central Government and Ho Chi Minh City, the newly formed commune has a more open appearance, space, and development potential, but also requires timely adjustment and supplementation of planning to meet the requirements of sustainable development, and must complete the work of preparing and submitting for approval 1/2000 zoning plans according to the objectives of the political report.
The Party Committee and People's Committee of Xuan Thoi Son commune need to review and adjust the master plan to ensure consistency, modernity, and conformity with the general orientation. From there, supplement the implementation plan and deploy the plans in the area to maximize the potential, advantages, and effectively use the land fund. The plan needs to include a clear list of projects and works that Xuan Thoi Son commune needs to invest in, which works must be proposed to the city for investment or which the commune must directly attract investment for implementation in the medium and long term.
Along with that, focusing on renovation, embellishment, increasing green space for existing urban areas, developing new urban areas in a civilized and modern direction, ensuring harmony and unity with the overall development of the city, at the same time strictly managing the urban development process, land funds according to planning and strengthening construction order management, this is still a weak link of Xuan Thoi Son commune in the past term.
After the merger, the headquarters of the Party Committee and the Vietnam Fatherland Front Committee of Xuan Thoi Son commune will be located at 2/2 Nguyen Thi Nuoi, Xuan Thoi Son commune, Ho Chi Minh City (former headquarters of Tan Thoi Nhi commune).
