President Luong Cuong attends Hai Phong Investment Promotion Conference

On the afternoon of July 15, in Hai Phong, President Luong Cuong attended the Hai Phong Investment Promotion Conference. The conference was organized by Hai Phong city in coordination with the Vietnam Federation of Commerce and Industry with the theme “Hai Phong - a strategic destination of the new era”, on the occasion of the third meeting in 2025 of the APEC Business Advisory Council (ABAC III).

Also attending the conference were comrades: Tran Luu Quang, Secretary of the Party Central Committee, Head of the Central Strategy and Policy Commission; Nguyen Chi Dung, Deputy Prime Minister; Nguyen Duc Hai, Vice Chairman of the National Assembly; more than 1,200 delegates who are leaders of central departments, ministries, branches, Hai Phong city, representatives of embassies, ABAC delegates who are representatives of enterprises from 21 APEC economies , leaders of domestic and foreign enterprises.

The conference is an important event to promote investment potential and introduce the favorable business environment of Hai Phong city to domestic and foreign investors, especially APEC business delegates. This is also an opportunity for the Vietnamese business community to connect deeply with the ABAC network, while demonstrating Vietnam's active contribution to the multilateral economic and trade cooperation process within the APEC framework.

Speaking at the conference, President Luong Cuong pointed out that this event is not only meaningful for Hai Phong city, but also carries a strong message about the spirit of proactive and comprehensive integration, development aspirations and commitment to improving Vietnam's investment environment.

The President affirmed that in the solemn atmosphere of the ABAC III meeting, the organization of the Investment Promotion Conference demonstrated the proactive spirit, cooperative connection and strategic vision of Hai Phong - a city that is emerging as a key economic-industrial-logistics center of the northern region and the whole country.

Faced with rapid changes in geopolitics, technology, and the business investment environment, the President said that the ability to adapt quickly and creatively is a vital factor for every economy, and Hai Phong, with its ecosystem of seaports, industry, and smart cities, is where all of these factors converge.

The President said that Vietnam is currently one of the bright spots in growth in Asia. With a total import-export turnover of more than 786 billion USD in 2024, Vietnam is in the top 20 countries in the world in terms of international trade. Vietnam is also an attractive investment destination and is becoming an important link in the global production and supply chain, in which Hai Phong is the largest export gateway in the North, playing an increasingly important role in the regional network.

The President welcomed investors from Asia, Europe, America, and APEC economies who have chosen Hai Phong as the place to implement major projects - from supporting industries, electronics manufacturing, high technology, to innovation centers and smart logistics services.

Appreciating the ABAC Council's inclusion of key issues such as digital trade, sustainable development, green energy, and smart logistics into the agenda, the President affirmed that these are also pillars in the development strategy of Hai Phong and Vietnam in the coming period; at the same time, he hoped that businesses would not only stop at exchanging investment opportunities, but also work together to create value - spread knowledge - towards an open, inclusive, and resilient Asia-Pacific in the face of fluctuations.

The President emphasized that Hai Phong has a special strategic location: Lach Huyen international deep-water port, complete regional connectivity infrastructure, green-smart-specialized industrial parks, abundant human resources, and increasingly flexible investment attraction mechanisms.

As a locality in the top group in terms of provincial competitiveness, administrative reform and green growth, Hai Phong City Government has been accompanying businesses, strongly reforming administrative procedures, making processes transparent, improving service efficiency and investor satisfaction.

The President affirmed that Vietnam will continue to maintain political stability and commit to strong institutional reforms, protect the legitimate rights of investors, and enhance connectivity capacity - not only in terms of infrastructure, but also in management, data, and human resources.

Through this solemn event, the President hopes that investors will not only directly feel the friendliness, but also see the vision, determination, aspiration and promising cooperation opportunities of the Hai Phong city government and Vietnam. The Investment Promotion Conference is an important opportunity to find new partners, connect new initiatives and open up the next stages of development.

According to Hai Phong City Party Secretary Le Tien Chau, the theme “Hai Phong - a strategic destination of the new era” is not just a slogan but a consistent vision, determined to develop based on the pillars of science and technology, innovation, digital transformation, green transformation, inclusive development, leaving no one behind.

Hai Phong City commits to take strong action with 4 strategic breakthroughs; building a creative government, taking drastic actions, daring to take the lead, daring to take responsibility, serving the people and business community best; determined to develop on par with typical cities in Asia, becoming a modern international seaport city, an international economic, cultural, educational, training, scientific and technological center.

Also at the conference, Vice Chairman of the National Assembly Nguyen Duc Hai presented Resolution No. 226/2025/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong city; including 6 important breakthrough groups. Investors were introduced in detail about the potential, advantages and strategic investment opportunities in Hai Phong; representatives of leaders of ministries, branches, corporations and investors had exchanges and shares about the potential, advantages, experiences, investment commitments, advice and suggestions for Hai Phong to continue improving the investment environment...

In addition, at the Conference, Hai Phong city leaders awarded investment registration certificates and signed investment cooperation memorandums with many leading domestic and international enterprises and corporations, with many large-scale projects that have meaningful, dynamic and especially important roles in the development of Hai Phong.

Within the framework of ABAC III Conference and Investment Promotion Conference, delegates visited some typical economic models of the city such as: Deep C Industrial Park, Nam Dinh Vu, Trang Due; Lach Huyen Port; LG Display Company; Chu Dau Ceramics; Cat Ba Islands... At the same time, they visited exhibition booths introducing the planning, economic and cultural potential of Hai Phong in the lobby of the City Convention and Performance Center and at Pullman Hotel (Hai Phong).
