On the morning of July 29, President Luong Cuong and the Central working delegation attended a thematic meeting at the Party Cell of Quang Chinh 6 village, Quang Ha commune and inspected the operation of the political system of Quang Ha commune (Quang Ninh).

Quang Ha commune was established on the basis of merging 4 old commune-level administrative units, including Quang Ha town, Quang Minh commune, Quang Chinh commune, Quang Phong commune and village 1, village 2 of Quang Long commune of the old Hai Ha district. The commune ranks 18th in population and 13th in area among 54 commune-level administrative units of Quang Ninh province. With the advantage of being located in Mong Cai Border Gate Economic Zone, with a seaport industrial park of up to 5,000 hectares, Quang Ha has great potential for development, especially attracting investment, opening up opportunities to access international markets.

Immediately after its establishment, the Party Committee - People's Council - People's Committee of the commune urgently completed the apparatus and organization of the agencies. The Party Committee of the commune directed the development and promulgation of important documents to serve the official operation of the apparatus; implemented the plan to arrange leaders and managers of Party, government, Fatherland Front and socio-political organizations; ensured the conditions of facilities and equipment to serve stable operations, well serving the direction, administration and handling of administrative work from July 1, 2025.

During the 2025 - 2030 term, Quang Ha strives to increase production value by an average of 12% per year; average income reaches at least 128 million VND/person/year. The commune strives to maintain no poor or near-poor households according to the multidimensional poverty standard; at the same time, identifying the development of marine economy and fisheries logistics services as a strategic direction. Logistics services, warehousing, transportation, border trade... gradually form a value chain serving industrial production and import and export...

For the Quang Chinh 6 village Party Cell, the cell has 46 party members. At the thematic meeting, the cell and party members discussed and initially assessed the advantages and limitations in the operations of the new Party Committee and government; the advantages and difficulties in operating the administrative apparatus for the people in the area; the interaction between the village and residential area with the Party Committee, government, Fatherland Front Committee and political organizations of Quang Ha commune; the preparation work for the Quang Ha commune Party Congress. Speaking at the meeting, President Luong Cuong said that when implementing the policy of organizing the rearrangement of new administrative units, there was high consensus and unity within the Party and the sympathy and support of the entire people. After listening to the report and attending the Party cell meeting, the President acknowledged and highly appreciated the initial results of Quang Ninh province and Quang Ha commune in implementing the rearrangement of administrative units and operating the two-level local government as well as the preparation for the Party Congress; commended the sense of responsibility, dedication, and close adherence to the grassroots of Party members, including the Party cell of Quang Chinh 6 village, which has firmly grasped the policies of the higher levels and applied them well to the practical situation. The meeting of the Party cell of Quang Chinh 6 village was carefully prepared, reflecting the high consensus from the grassroots towards the decisions of the Central Government, Quang Ninh province, and Quang Ha commune.

The President also pointed out that the merger of administrative units will pose many challenges and difficulties, so in the coming time, Party committees and authorities at all levels (both provincial and communal) need to continue to improve the organizational structure, assign tasks clearly, closely follow reality; improve the quality of the staff, especially at the grassroots level. The province and commune need to continue to focus on drastic leadership in organizing implementation, closely following the set goals in arranging the administrative apparatus to ensure it is streamlined, strong, effective, efficient, and close to the people. Quang Ninh province continues to strengthen leadership and direction, pay attention to improving the leadership capacity and fighting strength of grassroots party organizations; orient the ideology of party members, set an example for the masses; strongly, synchronously and effectively promote the leadership role of the Party at the local level, ensuring closeness to the people; grassroots party cells in villages grasp and understand the aspirations of the people.

Based on the results of one month of operation, Quang Ninh province and Quang Ha commune need to direct the review of all activities of units according to the purpose and quality of work to ensure effective services for the people; ensure social security, health, education, and environment; ensure national defense - political security, social order and safety in the localities, promptly resolve difficulties and problems related to people's lives.

The President affirmed that grassroots Party cells, villages, hamlets, and residential areas play a particularly important role because at the Party cell, major policies will be concretized and tested through practice, and it is where Party members are closest to the people and convey the Party's policies most effectively. Therefore, for the Quang Chinh 6 Village Party Cell, based on the results achieved in the past, it is necessary to promote the advantages to continue implementing, at the same time discuss, unite, and agree to remove obstacles and difficulties; the more difficult it is, the more solidarity is needed because the Party cell is the nucleus, the bridge connecting the Party with the masses.

Regarding the preparation for Party Congresses at all levels, the President requested that the preparation of documents must correctly assess the current situation after the merger, look directly at the existing problems and difficulties, and from there propose appropriate and feasible directions and tasks, closely following the practical needs and aspirations of the people. Personnel work must be cautious and democratic, discovering and introducing comrades who are truly capable, have good qualities, and are prestigious, dare to think, dare to do, and dare to take responsibility to take on important responsibilities in the new term.

Through the actual inspection, it was found that the commune has proactively overcome initial difficulties, fully prepared facilities and equipment for the work. Officials, civil servants and public employees at the Center have basically grasped the process and procedures for handling records for people and businesses. The Center has focused on improving the efficiency of receiving and returning results of handling administrative procedures, and effectively providing online public service procedures at levels 3 and 4, thereby creating trust and consensus of the people towards the Party and the government. From July 1 to July 24, the total number of records received and handled by the Center was 1,256, of which 839 records were handled; the number of records using online public services was 526/1,256, reaching 41.88%.
